The Bid Challenge Procedures Under The Wto Government Procurement Agreement: A Critical Study Of The Hong Kong Experience, Henry Gao
Research Collection Yong Pung How School Of Law
While there has been an extensive literature on the challenge procedure of the WTO Government Procurement Agreement (GPA) in general, as well as excellent country studies on the operation of the national challenge procedures of several key GPA Members, no such study has been conducted for Hong Kong yet. In the view of the author, even though Hong Kong has a relatively small procurement market, it combines the features of a clean and effective government and a highly internationalised procurement market, and thus makes an interesting subject of study. In this article, the author examines the efforts made by the …

Infrastructure can be unreliable and administration subject to corruption in Asia’s rapidly emerging economies. This context presented Singapore with unique opportunities to export its expertise to locations where these attributes are less certain, through the provision of superior infrastructure, the ability to negotiate investment concessions and, where existing, through the links to influential business groups in the investment location. This strategic initiative is further premised on the perception that Singapore’s positive reputation with multinationals, as well as ‘guanxi’, or connections, with Asian business networks, will give the industrial-township projects a marketing advantage. Their progress is a litmus test of Singapore’s …

Applications leveraging network presence in next-generation cellular networks have so far focused on subscription queries, where "presence" information is extracted from specific devices and sent to entities who have subscribed to such presence information. In this article we present BusinessFinder, a service that leverages the underlying cellular presence substrate to provide efficient, on-demand, context-aware matching of customer requests to nomadic micro businesses as well as small and medium businesses having a mobile workforce. Presence, in the context of BusinessFinder, is not simply limited to phone location and device status, but also encompasses dynamic attributes of vendors (both "mobile" and "static"), …
Searching And Tagging: Two Sides Of The Same Coin?, Qiaozhu Mei, Jing Jiang, Hang Su, Chengxiang Zhai
Searching And Tagging: Two Sides Of The Same Coin?, Qiaozhu Mei, Jing Jiang, Hang Su, Chengxiang Zhai

This paper presents the duality hypothesis of search and tagging, two important behaviors of web users. The hypothesis states that if a user views a document D in the search results for query Q, the user would tend to assign document $D$ a tag identical to or similar to Q; similarly, if a user tags a document D with a tag T, the user would tend to view document D if it is in the search results obtained using T as a query. We formalize this hypothesis with a unified probabilistic model for search and tagging, and show that empirical …

The Crimson Logic Case: When Is A Judgment Not A Judgment?, S. Chandra Mohan
Research Collection Yong Pung How School Of Law
After a 62-day trial, which concluded on 29 December 2006, all four defendants in the CrimsonLogic case1 were acquitted. The accused were the CEO, Financial Controller, Vice-President of the Trade & Logistics Business Unit and Corporate Counsel of CrimsonLogic, an IT systems provider. They were charged, on one count, with engaging in a conspiracy to pay a bribe of $35,000 to Mathias Tan, an IT manager of the supermarket Carrefour, as an inducement for Tan to recommend the award of an IT contract to CrimsonLogic. In acquitting the defendants, the trial judge declared that there was a 'serious doubt' as …
The Effects Of Action, Normality, And Decision Carefulness On Anticipated Regret: Evidence For A Broad Mediating Role Of Decision Justifiability, Jochen Reb, Terry Connolly
The Effects Of Action, Normality, And Decision Carefulness On Anticipated Regret: Evidence For A Broad Mediating Role Of Decision Justifiability, Jochen Reb, Terry Connolly
Research Collection Lee Kong Chian School Of Business
In three studies we examined the effects of action/inaction, social normality (i.e., how typical the decision is in one’s social environment) and decision process carefulness on anticipated regret. Whereas past research has drawn on norm theory (Kahneman & Miller, 1986) to emphasize the role of mutability in (anticipated) regret, the present studies highlight the important role of perceptions of decision justifiability (Connolly & Zeelenberg, 2002). Study 1 replicated earlier findings showing greater anticipated regret when behavior was abnormal, but perceived justifiability mediated the effect. Study 2 showed that anticipated regret was higher for careless than for careful decisions; perceived decision …
Different Slopes For Different Folks: Self-Esteem Instability And Gender As Moderators Of The Relationship Between Self-Esteem And Attitudinal Aggression, G. Webster, L. Kirkpatrick, J. B. Nezlek, C. V. Smith, Elizabeth Layne Paddock
Different Slopes For Different Folks: Self-Esteem Instability And Gender As Moderators Of The Relationship Between Self-Esteem And Attitudinal Aggression, G. Webster, L. Kirkpatrick, J. B. Nezlek, C. V. Smith, Elizabeth Layne Paddock
Research Collection Lee Kong Chian School Of Business
The present research examined the relationships among self-esteem level, temporal self-esteem instability, gender, and self-reported aggression. Self-esteem level was negatively related to attitudinal aggression, although this relationship varied as a joint function of self-esteem instability and gender. It was strongest among men with unstable self-esteem and among women with stable self-esteem. Although self-esteem instability and narcissism (Study 3) were each positively related to behavioral aggression, the relationship between narcissism and attitudinal aggression varied as a function of self-esteem instability. The relationship between narcissism and attitudinal aggression was positive among people with stable self-esteem, but negative among people with unstable self-esteem, …
Rationalising Re Hastings-Bass: A Duty To Act On Proper Bases, Hang Wu Tang
Rationalising Re Hastings-Bass: A Duty To Act On Proper Bases, Hang Wu Tang
Research Collection Yong Pung How School Of Law
In recent times, the courts have increasingly invoked the power to undo the adverse consequences caused by a trustee's acts in certain circumstances. The basis for such an intervention is premised on the so-called rule in Re Hastings-Bass.1 This development has generated enormous interest in terms of case law and essays from the judiciary, legal academy and practising lawyers. Commentators are divided on whether Re Hastings-Bass has a sound jurisprudential foundation. The thesis of this paper is that Re Hastings-Bass is best understood as a doctrine based on a trustee's duty to act on proper bases and not one premised …
The Legal Representation Of The Singaporean Home And The Influence Of The Common Law, Hang Wu Tang
The Legal Representation Of The Singaporean Home And The Influence Of The Common Law, Hang Wu Tang
Research Collection Yong Pung How School Of Law
The purpose of this article is to examine the principal laws that have a significant impact in shaping the meaning of the home in Singapore. This article makes two contributions to the pre-existing literature. First, the significant case law and statutes in Singapore affecting the concept of the home are collated and discussed. Second, in discussing these laws as a coherent whole, this article attempts to draw together the meaning of the home in the Singaporean context. The relevant laws are examined to determine whether the Western conception of “the home as a person's castle” is present in Singaporean law. …

National Culture And Its Effects On Knowledge Communication In Online Virtual Communities, Keng Siau, Fiona Fui-Hoon Nah, Min Ling
Research Collection School Of Computing and Information Systems
Online virtual communities provide a powerful means of knowledge sharing. Despite the prevalence of online virtual communities, there is a paucity of research to investigate the effect of national culture differences on knowledge sharing in online virtual communities. Are there differences between online virtual communities from different national cultures? This research studies the differences in knowledge-sharing activities between US-based and China-based online virtual communities. Hofstede's dimensions of national culture serve as the theoretical foundation for this research.
Mining Multiple Visual Appearances Of Semantics For Image Annotation, Hung-Khoon Tan, Chong-Wah Ngo
Mining Multiple Visual Appearances Of Semantics For Image Annotation, Hung-Khoon Tan, Chong-Wah Ngo
Research Collection School Of Computing and Information Systems
This paper investigates the problem of learning the visual semantics of keyword categories for automatic image annotation. Supervised learning algorithms which learn only a single concept point of a category are limited in their effectiveness for image annotation. We propose to use data mining techniques to mine multiple concepts, where each concept may consist of one or more visual parts, to capture the diverse visual appearances of a single keyword category. For training, we use the Apriori principle to efficiently mine a set of frequent blobsets to capture the semantics of a rich and diverse visual category. Each concept is …

Image Segmentation Using Multi-Coloured Active Illumination, Tze Ki (Xu Shuqi) Koh, Nicholas Miles, Barrie Hayes-Gill
Research Collection School Of Computing and Information Systems
In this paper, the use of active illumination is extended to image segmentation, specifically in the case of overlapping particles. This work is based on Multi-Flash Imaging (MFI), originally developed by Mitsubishi Electric Labs, to detect depth discontinuities. Illuminations of different wavelengths are projected from multiple positions, providing additional information about a scene compared to conventional segmentation techniques. Shadows are used to identify true object edges. The identification of non- occluded particles is made possible by exploiting the fact that shadows are cast on underlying particles. Implementation issues such as selecting the appropriate colour model and number of illuminations are …
Iterated Weaker-Than-Weak Dominance, Shih-Fen Cheng, Michael P. Wellman
Iterated Weaker-Than-Weak Dominance, Shih-Fen Cheng, Michael P. Wellman
Research Collection School Of Computing and Information Systems
We introduce a weakening of standard gametheoretic δ-dominance conditions, called dominance, which enables more aggressive pruning of candidate strategies at the cost of solution accuracy. Equilibria of a game obtained by eliminating a δ-dominated strategy are guaranteed to be approximate equilibria of the original game, with degree of approximation bounded by the dominance parameter. We can apply elimination of δ-dominated strategies iteratively, but the for which a strategy may be eliminated depends on prior eliminations. We discuss implications of this order independence, and propose greedy heuristics for determining a sequence of eliminations to reduce the game as far as possible …

While POMDPs (partially observable markov decision problems) are a popular computational model with wide-ranging applications, the computational cost for optimal policy generation is prohibitive. Researchers are investigating ever-more efficient algorithms, yet many applications demand such algorithms bound any loss in policy quality when chasing efficiency. To address this challenge, we present two new techniques. The first approximates in the value space to obtain solutions efficiently for a pre-specified error bound. Unlike existing techniques, our technique guarantees the resulting policy will meet this bound. Furthermore, it does not require costly computations to determine the quality loss of the policy. Our second …
Real-Time Supply Chain Control Via Multi-Agent Adjustable Autonomy, Hoong Chuin Lau, Lucas Agussurja, Ramesh Thangarajoo
Real-Time Supply Chain Control Via Multi-Agent Adjustable Autonomy, Hoong Chuin Lau, Lucas Agussurja, Ramesh Thangarajoo
Research Collection School Of Computing and Information Systems
Real-time supply chain management in a rapidly changing environment requires reactive and dynamic collaboration among participating entities. In this work, we model supply chain as a multi-agent system where agents are subject to an adjustable autonomy. The autonomy of an agent refers to its capability to make and influence decisions within a multi-agent system. Adjustable autonomy means changing the autonomy of the agents during runtime as a response to changes in the environment. In the context of a supply chain, different entities will have different autonomy levels and objective functions as the environment changes, and the goal is to design …
An Improvement Heuristic For The Timetabling Problem, Aldy Gunawan, Kien Ming Ng, Kim Leng Poh
An Improvement Heuristic For The Timetabling Problem, Aldy Gunawan, Kien Ming Ng, Kim Leng Poh
Research Collection School Of Computing and Information Systems
This paper formulates a timetabling problem, which is often encountered in a university, as a mathematical programming model. The proposed model combines both teacher assignment and course scheduling problems simultaneously, which causes the entire model to become more complex. We propose an improvement heuristic algorithm to solve such a model. The proposed algorithm has been tested with several randomly generated datasets of sizes that are comparable to those occurring in a university in Indonesia. The computational results show that the improvement heuristic is not only able to obtain good solutions, but is also able to do so within reasonable computational …

A Growth Theory Perspective On The International Diffusion Of Electronic Commerce., S.C Ho, Robert John Kauffman, T.P. Liang
Research Collection School Of Computing and Information Systems
Information and communication technologies (ICTs) continue to have a profound effect on the economies and societies where they are used. In this article, we propose three related theories to describe the underlying mechanism for growth in e-commerce revenues at the national level. Endogenous growth theory posits that the primary drivers of e-commerce growth are internal to a country. Exogenous growth theory suggests that the primary drivers of e-commerce growth are external to an economic system, and reflect the forces of the regional economy. A blend of these, a mixed endogenous–exogenous growth theory, incorporates drivers from both the economy and …

Anticipatory Event Detection Via Classification, He Qi, Kuiyu Chang, Ee Peng Lim
Research Collection School Of Computing and Information Systems
The idea of event detection is to identify interesting patterns from a constant stream of incoming news documents. Previous research in event detection has largely focused on identifying the first event or tracking subsequent events belonging to a set of pre-assigned topics such as earthquakes, airline disasters, etc. In this paper, we describe a new problem, called anticipatory event detection (AED), which aims to detect if a user-specified event has transpired. AED can be viewed as a personalized combination of event tracking and new event detection. We propose using sentence-level and document-level classification approaches to solve the AED problem for …
The Surprise Exam Paradox: Disentangling Two Reductios, John N. Williams
The Surprise Exam Paradox: Disentangling Two Reductios, John N. Williams
Research Collection School of Social Sciences
One tradition of solving the surprise exam paradox, started by Robert Binkley and continued by Doris Olin, Roy Sorensen and Jelle Gerbrandy, construes surprise epistemically and relies upon the oddity of propositions akin to G. E. Moore's paradoxical 'p and I don't believe that p.' Here I argue for an analysis that evolves from Olin's. My analysis is different from hers or indeed any of those in the tradition because it explicitly recognizes that there are two distinct reductios at work in the student's paradoxical argument against the teacher. The weak reductio is easy to fault. Its invalidity determines the …

I give an account of the absurdity of Moorean beliefs of the omissive form (om) p and I don’t believe that p, and the commissive form (com) p and I believe that not-p, from which I extract a definition of Moorean absurdity. I then argue for an account of the absurdity of Moorean assertion. After neutralizing two objections to my whole account, I show that Roy Sorensen’s own account of the absurdity of his ‘iterated cases’ (om1) p and I don’t believe that I believe that p, and (com1) p and I believe that I believe that not-p, is unsatisfactory. …
Mate Preference Necessities In Long- And Short-Term Mating: People Prioritize In Themselves What Their Mates Prioritize In Them, Norman P. Li
Research Collection School of Social Sciences
People were given highly constrained low budgets of mate dollars to allocate across various characteristics pertaining to their ideal partners and to their ideal selves for long- and short-term mating. First, results replicated findings from LI et al. (2002) and LI and KENRICK (2006). For ideal long-term mates, men prioritized physical attractiveness and women prioritized social status. For ideal short-term mates, both sexes prioritized physical attractiveness. Second, people's design of their ideal selves mirrored what the opposite sex ideally desired in their mates. For a long-term mating context, men prioritized social status in themselves and women prioritized physical attractiveness in …

MacDonalds' Rice-burger in Asia; Starbucks’ Coffee Mooncake in Singapore; Disneyland Yin-Yang Mickey Mouse Cookies in Hong Kong; Lay's Peking Duck Flavored Potato Clip … The list can go on. What is common in all these examples is that they are all novel product ideas created by integrating seemingly non-overlapping cultural or product ideas from Eastern and Western cultures. Combining seemingly non-overlapping ideas from different cultures is an example of creative conceptual expansion, a term in cognitive psychology that refers to the process of extending the conceptual boundaries of an existing concept by synthesizing it with other seemingly irrelevant concepts (Ward, …

Against the background of the current rapidly changing business environment, the article examines the organizational change management behaviour of the owner-managers of small and medium sized enterprises (SMEs) in Singapore. The analysis of survey data is aimed at ascertaining whether there are any differences between Chinese and English educated small (ethnic Chinese) businessmen in terms of Change Management (CM), a dichotomy that is of great historical and politico-cultural significance in Singapore. The survey data show that there are indeed differences between the subgroups (eg with regard to the initiation of a more participatory people management style) but these variations turned …

On The Integration Of Production And Financial Hedging Decisions In Global Markets, Qing Ding, Lingxiu Dong, Panos Kouvelis
Research Collection Lee Kong Chian School Of Business
We study the integrated operational and financial hedging decisions faced by a global firm who sells to both home and foreign markets. Production occurs either at a single facility located in one of the markets or at two facilities, one in each market. The company has to invest in capacity before the selling season starts when the demand in both markets and the currency exchange rate are uncertain. The currency exchange rate risk can be hedged by delaying allocation of the capacity to specific markets until both the currency and demand uncertainties are resolved and/or by buying financial option contracts …

A New Variance Ratio Test Of Random Walk In Emerging Markets: A Revisit, O. Al-Khazali, David K. Ding, C.S. Pyun
Research Collection Lee Kong Chian School Of Business
Using a nonparametric variance ratio (VR) test, we revisit the empirical validity of the random walk hypothesis in eight emerging markets in the Middle East and North Africa (MENA). After correcting for measurement biases caused by thin and infrequent trading prevalent in nascent and small stock markets, we cannot reject the random walk hypothesis for the MENA markets. We conclude that a nonparametric VR test is appropriate for emerging stock markets, and argue that our findings can reconcile previously contradictory results regarding the efficiency of MENA markets. This article presents a longitudinal examination of antecedents and outcomes of work-to-family conflict. A total of 106 employees participating in an experience-sampling study were asked to respond to daily surveys both at work and at home, and their spouses were interviewed daily via telephone for a period of 2 weeks. Intraindividual analyses revealed that employees' perceptions of workload predicted work-to-family conflict over time, even when controlling for the number of hours spent at work. Workload also influenced affect at work, which in turn influenced affect at home. Finally, perhaps the most interesting finding in this study was that employees' behaviors …
