Individual Liberty, Safety And Police Liabilities Under The Mental Health (Care And Treatment) Act, Gary Kok Yew Chan Mar 2025

Individual Liberty, Safety And Police Liabilities Under The Mental Health (Care And Treatment) Act, Gary Kok Yew Chan

Research Collection Yong Pung How School Of Law

How should a society strike a balance between the objective of ensuring safety from dangers that may be posed by individuals believed to have a mental disorder and the deprivation of their liberty? How should police officers discharge their duties in apprehending such individuals with a view to conveying them to a medical practitioner at a psychiatric institution? These legal issues took centrestage in the Singapore High Court decision of Mah Kiat Seng v Attorney-General in which the apprehended individual brought claims in false imprisonment against a police officer. The decision examined the underlying purposes of the Singapore Mental Health …

A Call For Clarity In Contractual Accessions To Shareholder And Partnership Agreements, Kwan Ho Lau Mar 2025

A Call For Clarity In Contractual Accessions To Shareholder And Partnership Agreements, Kwan Ho Lau

Research Collection Yong Pung How School Of Law

This paper explores understudied issues surrounding accessions to shareholder and partnership agreements: the process by which such accessions take effect; the survival of equities following an accession; and the enforcement of a condition for incoming shareholders to have to execute and deliver a deed of accession. Accessions happen extremely often in modern commercial life, which renders surprising the dearth of academic and judicial discussion, but more disconcerting is the unsettledness of some of the complex issues implicated. The repurposing of unilateral contracts to explain how deeds of accession operate is not fully tested in English law; the conception of partial …

Anti-Suit Injunctions And Dispute Resolution Clauses, Adeline Chong Mar 2025

Anti-Suit Injunctions And Dispute Resolution Clauses, Adeline Chong

Research Collection Yong Pung How School Of Law

In two decisions decided within a fortnight of each other, the Singapore Court of Appeal considered anti-suit injunctions pursued to restrain proceedings allegedly brought in breach of arbitration agreements. The first case, Asiana Airlines, Inc v Gate Gourmet Korea Co, Ltd (‘Asiana Airlines’)[1] dealt with whether A could rely on an arbitration agreement between A and B to restrain B’s proceedings against C, a third party. The second case, COSCO Shipping Specialized Carriers Co, Ltd v PT OKI Pulp & Paper Mills (‘COSCO Shipping’)[2] considered whether an arbitration agreement covered a tortious claim. To put it in another way, Asiana …

Law, Politics, And The Academy In Asia: Navigating Constraints As Public Law Scholars, De Maartje Visser, Qian Liu, Victor V. Ramraj

Research Collection Yong Pung How School Of Law

How do academics interested in the study of legal topics that implicate the state relate to and deal with pressures that shape the space available to conduct research? This article examines the nature and impact of such pressures on Asia-focused public law scholars who must contend with a more diverse socio-political environment than the liberal democratic setting in which questions of academic freedom are typically explored. We find that the Asia-centric academy is affected by a wide range of constraints that notably extends beyond intra-institutional demands to those put in place by the state. This article also highlights how the …

Reasons And Reasoning In Arbitral Awards, Eugene Thong, Yunwen Yvonne Guo Mar 2025

Reasons And Reasoning In Arbitral Awards, Eugene Thong, Yunwen Yvonne Guo

Research Collection Yong Pung How School Of Law

While the need for international arbitral awards to be supported by reasons appears self-evident, a closer analysis of relevant treaty and statutory provisions as well as tribunal practice reveals a surprising lack of consensus as to the extent to which arbitral awards should be reasoned. Through an analysis of the factors for and against reasoned awards and the reasons for the evolution towards reasoned awards in international arbitration, this article considers the practical implications of dispensing with such reasons and analyses what standard of reasoning is generally recommended in arbitral awards. It concludes with several broad principles on the recommended …

Every Voice Has Its Bright And Dark Sides: Understanding Observers’ Reactions To Coworkers’ Voice Behaviors, Szu-Han Lin, Shereen Fatimah, Emily C. Poulton, Cony M. Ho, D. Lance Ferris, Russell E. Johnson Mar 2025

Every Voice Has Its Bright And Dark Sides: Understanding Observers’ Reactions To Coworkers’ Voice Behaviors, Szu-Han Lin, Shereen Fatimah, Emily C. Poulton, Cony M. Ho, D. Lance Ferris, Russell E. Johnson

Research Collection Lee Kong Chian School Of Business

The majority of research on voice has focused on how employee voice influences voicers and targets of voice (e.g. supervisors and organizations). We advance theory on voice by examining how third-party observers react to expressions of voice behavior by coworkers. Drawing from affective events theory (AET), we examine the potential benefits and detriments of coworker voice behaviours. Results from an experience sampling study and an experiment revealed that coworker voice was associated with an increase in third-party observers' inspiration, prompting third-party observers to engage in their own voice behaviours. Although coworker voice did not have a significant main effect on …

Well-Being Of Formal Leaders: A Critical And Interdisciplinary Review Of Predictors Shaping Leader Well-Being, Burak Oc, Kraivin Paripont Chintakananda Mar 2025

Well-Being Of Formal Leaders: A Critical And Interdisciplinary Review Of Predictors Shaping Leader Well-Being, Burak Oc, Kraivin Paripont Chintakananda

Research Collection Lee Kong Chian School Of Business

Holding a formal leadership role is often idealized, motivating individuals to pursue such positions for independence and success. However, recent reports highlight significant challenges faced by leaders, particularly during as well as after the COVID-19 pandemic, including increased work demands and reduced well-being. This review takes a critical stance and examines whether formal leaders bear a well-being cost. Using Bronfenbrenner’s (1979) ecological systems framework, we categorize predictors of leader well-being, discuss dominant theoretical frameworks explaining the most frequently studied relationships, and identify theoretical gaps in the existing literature. Following this, we identify internal validity issues affecting the interpretation of existing …

Disaster Relief, Inc.: When Is Corporate Philanthropy Good Or Bad For Shareholders?, Hao Liang, Cara Vansteenkiste Mar 2025

Disaster Relief, Inc.: When Is Corporate Philanthropy Good Or Bad For Shareholders?, Hao Liang, Cara Vansteenkiste

Research Collection Lee Kong Chian School Of Business

A long-standing question in finance is why companies donate to charity, often attributing it to either managerial agency problems or strategic behavior. Based on a global sample of donation announcements by firms providing relief to disaster-affected communities, we test the relative importance of these two motives and the conditions under which each dominates. We exploit disaster-specific factors in an event study setting around corporate donation announcement dates to show that, on average, relief donations decrease returns. However, the strategic benefits of donating around salient events can mitigate these negative effects. To account for firms’ donation decisions, we rely on exogenous …

Consumption Responses To Income Shocks Through Lottery Winning, Seonghoon Kim, Kanghyock Koh Feb 2025

Consumption Responses To Income Shocks Through Lottery Winning, Seonghoon Kim, Kanghyock Koh

Research Collection School Of Economics

We study the effects of lottery winning on consumption spending using newly available household survey data in Singapore. We find strong consumption responses to a transitory income shock via lottery wins. Lottery winners spend about half of their prizes within 12 months of winning. We show that consumption responses are stronger among households with more binding liquidity constraints and less risk aversion, which is consistent with the standard life-cycle model. The strong consumption response suggests that fiscal stimulus policies or other public transfer programs could be an effective means of boosting consumption spending of the economy in the short run.

It's Just A Game! Effects Of Fantasy In A Storified Test On Applicant Reactions, Marie L. Ohlms, Klaus G. Melchers, Filip Lievens Feb 2025

It's Just A Game! Effects Of Fantasy In A Storified Test On Applicant Reactions, Marie L. Ohlms, Klaus G. Melchers, Filip Lievens

Research Collection Lee Kong Chian School Of Business

There is increasing attention to storification of assessments (i.e., embedding a storyline into a non-storified assessment) in research and practice and to gamified and game-based assessment in general. However, there is a surprising lack of agreement and of recommendations regarding what level of fantasy of the storyline one should choose for the storification from the perspective of applicant reactions. A distinction is typically made between fantasy (e.g., fighting aliens) and realistic (e.g., workday simulations) storylines, with both choices having their advantages and disadvantages. In this study, a sample of 195 participants was shown either a storified realistic test, a storified …

A Head-To-Head Comparison Of Situational Judgment Tests And Assessment Centers For Measuring And Predicting The Same Performance Dimensions, Iman Shakeri, Filip Lievens Feb 2025

A Head-To-Head Comparison Of Situational Judgment Tests And Assessment Centers For Measuring And Predicting The Same Performance Dimensions, Iman Shakeri, Filip Lievens

Research Collection Lee Kong Chian School Of Business

To date, a limited set of studies have compared the criterion-related validity of low-fidelity (SJT) versus high-fidelity (AC) simulations for predicting job performance. Unfortunately, these studies validated these simulations through the overall assessment rating (OAR) instead of on the basis of specific dimensions. Given SJTs and ACs were compared that measured different dimensions, our understanding of the relative and comparative validity of these assessment approaches in measuring the same set of dimensions is still limited. Therefore, this study aims to conduct a head-to-head comparison of the criterion-related validity of the AC and the SJT (and their incremental validity) while keeping …

When Leaders Self-Sacrifice In Times Of Crisis: The Roles Of Employee Emotional Suppression And Leader Coping Strategies, Xingyu Wang, Xueqi Wen, Zihan Liu, Yixing Lisa Gao, Juan M. Madera Feb 2025

When Leaders Self-Sacrifice In Times Of Crisis: The Roles Of Employee Emotional Suppression And Leader Coping Strategies, Xingyu Wang, Xueqi Wen, Zihan Liu, Yixing Lisa Gao, Juan M. Madera

Research Collection Lee Kong Chian School Of Business

While literature articulates the relevance of self-sacrificial leadership to crisis situations, little attention has been paid to employees’ attitudinal and behavioral responses to self-sacrificial leadership. This is a particularly salient gap in the scholarship, given the decisions leaders must make to address challenges in the hospitality industry (e.g., the COVID-19 pandemic). Drawing on conservation of resources theory, this pair of field and experimental studies examines how individual differences in employee emotional suppression and leader coping strategy moderate the impacts of self-sacrificial leadership on employee perceptions of leader effectiveness. By sampling U.S. hospitality employees, the studies reveal that leaders who display …

Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou Feb 2025

Geographic Distance And State's Grip: Information Asymmetry, State Inattention, And Firm Implementation Of State Policy, Xiyi Yang, Heli Wang, Xiaoyu Zhou

Research Collection Lee Kong Chian School Of Business

In this study, we develop the argument that geographic distance between the state and local governments undermines the state's capacity to influence the implementation of state policies by local organizations. Drawing from information economics and the attention-based view, we propose that physical distance reduces the state's monitoring effectiveness through two interrelated mechanisms: information asymmetry and state leaders' inattention to distant issues. Using data of Chinese public firms' implementation of environmental activities between 2008 and 2016, we find that firms conduct fewer environmental activities required by the state when they are regulated by local governments that are more geographically distant to …

Island Platforms And The Hyper-Terrestrialisation Of Singapore's Smart City-State, Orlando Woods, Tim Bunnell, Lily Kong Feb 2025

Island Platforms And The Hyper-Terrestrialisation Of Singapore's Smart City-State, Orlando Woods, Tim Bunnell, Lily Kong

Research Collection College of Integrative Studies

This paper foregrounds the importance of underlying territorial formations in realising a vision of the smart city. It argues that as a political technology of the state, territory should be understood as a platform upon which data works and the smart city unfolds. In this view, island territories – of which bordered city-states like Singapore provide paradigmatic examples – provide an integral, yet hitherto unexplored, component in the realisation of urban “smartness”. We illustrate these theoretical arguments through an analysis of how the territorial constraints that characterise Singapore’s island platform enable the state to accurately and effectively realise its vision …

Hotpatching On The Fly: Mitigating Drone Incidents Arising From Incorrect Configuration, Ruidong Han, Juanru Li, Zhuo Ma, David Lo, Arash Shaghaghi, Jianfeng Ma, Siqi Ma

Research Collection School Of Computing and Information Systems

Manufacturers offer adjustable control parameters for flight control systems to accommodate diverse environments and missions. To ensure flight safety, they also develop established boundaries, i.e., range specifications for parameter values. However, even when the configuration parameters fall within the prescribed manufacturer range, they could still lead to instability or even severe incidents like crashes, which are referred to as Range Specification Bugs. Prior research has suggested shrinking the range of parameter values to protect drones from the adverse effects of such bugs. However, narrowing the range of parameters may only reduce the probability of errors and could potentially limit the …

Learning An Interpretable Stylized Subspace For 3d-Aware Animatable Artforms, Chenxi Zheng, Bangzhen Liu, Xuemiao Xu, Huaidong Zhang, Shengfeng He

Research Collection School Of Computing and Information Systems

Throughout history, static paintings have captivated viewers within display frames, yet the possibility of making these masterpieces vividly interactive remains intriguing. This research paper introduces 3DArtmator, a novel approach that aims to represent artforms in a highly interpretable stylized space, enabling 3D-aware animatable reconstruction and editing. Our rationale is to transfer the interpretability and 3D controllability of the latent space in a 3D-aware GAN to a stylized sub-space of a customized GAN, revitalizing the original artforms. To this end, the proposed two-stage optimization framework of 3DArtmator begins with discovering an anchor in the original latent space that accurately mimics the …

Bridging Expert Knowledge With Deep Learning Techniques For Just-In-Time Defect Prediction, Xin Zhou, Donggyun Han, David Lo

Research Collection School Of Computing and Information Systems

Just-In-Time (JIT) defect prediction aims to automatically predict whether a commit is defective or not, and has been widely studied in recent years. In general, most studies can be classified into two categories: 1) simple models using traditional machine learning classifiers with hand-crafted features, and 2) complex models using deep learning techniques to automatically extract features from commit contents. Hand-crafted features used by simple models are based on expert knowledge but may not fully represent the semantic meaning of the commits. On the other hand, deep learning-based features used by complex models represent the semantic meaning of commits but may …

From The Accounting Graduate’S And The Employer’S Perspectives: Exploring The Key Roles In Making Skill Acquisition And Transfer Happen, Gary Pan, Poh Sun Seow, Clarence Goh, Duan Ning, Magdeleine Lew

Research Collection School Of Accountancy

While extant research has discussed how a teacher’s role may have to change when facilitating accounting students’ learning in today’s fast-moving accounting landscape, nevertheless, little is known about the roles played by the accounting graduate and the employer in a similar process. To plug this knowledge gap in the accounting education literature, this study aims to address the following research question: What are the key roles played by the accounting graduate and the employer in the process of skill acquisition and transfer from the university to the workplace? By applying Fitts and Posner’s (1967) three stages of learning and adopting …

Why Are Fairness Concerns So Important? Lessons From A Last-Mile Transportation System, Yiwei Chen, Hai Wang Feb 2025

Why Are Fairness Concerns So Important? Lessons From A Last-Mile Transportation System, Yiwei Chen, Hai Wang

Research Collection School Of Computing and Information Systems

The Last-Mile Problem refers to the provision of travel service for passengers from the nearest public transportation node to the final destination. The Last-Mile Transportation System (LMTS), which has recently emerged, provides on-demand last-mile transportation service for passengers. We consider an LMTS that consists of two types of passengers, regular-type passengers and special-type passengers (e.g., seniors, disabled people). The valuation of the last-mile service for special-type passengers is statistically higher than the one for regular-type passengers. Passengers incur disutility from waiting for the last-mile service. In this paper, we explore two fairness constraints on special-type passengers: (1) the fare for …

Proactive Conversational Ai: A Comprehensive Survey Of Advancements And Opportunities, Yang Deng, Lizi Liao, Wenqiang Lei, Grace Hui Yang, Wai Lam, Tat-Seng Chua

Research Collection School Of Computing and Information Systems

Dialogue systems are designed to offer human users social support or functional services through natural language interactions. Traditional conversation research has put significant emphasis on a system's response-ability, including its capacity to understand dialogue context and generate appropriate responses. However, the key element of proactive behavior-a crucial aspect of intelligent conversations-is often overlooked in these studies. Proactivity empowers conversational agents to lead conversations towards achieving pre-defined targets or fulfilling specific goals on the system side. Proactive dialogue systems are equipped with advanced techniques to handle complex tasks, requiring strategic and motivational interactions, thus representing a significant step towards artificial general …

Wf-Ppg: A Wrist-Finger Dual-Channel Dataset For Studying The Impact Of Contact Pressure On Ppg Morphology, Matthew Yiwen Ho, Hung Manh Pham, Aaqib Saeed, Dong Ma Feb 2025

Wf-Ppg: A Wrist-Finger Dual-Channel Dataset For Studying The Impact Of Contact Pressure On Ppg Morphology, Matthew Yiwen Ho, Hung Manh Pham, Aaqib Saeed, Dong Ma

Research Collection School Of Computing and Information Systems

Photoplethysmography (PPG) is a simple optical technique widely used in wearable devices for continuous cardiac health monitoring. However, the quality of PPG signals, particularly their morphology, is influenced by the contact pressure between the skin and the sensor. This variability in signal quality complicates complex tasks that rely on high-quality signals, such as blood pressure and heart rate variability estimation, making them less reliable or even impossible. To address this issue, we present a novel dataset (termed WF-PPG) comprising PPG signals from the wrist measured under varying contact pressures, along with high-quality PPG signals from the fingertip captured simultaneously. Data …

Loco: Low-Bit Communication Adaptor For Large-Scale Model Training, Xingyu Xie, Zhijie Lin, Kim-Chuan Toh, Pan Zhou Feb 2025

Loco: Low-Bit Communication Adaptor For Large-Scale Model Training, Xingyu Xie, Zhijie Lin, Kim-Chuan Toh, Pan Zhou

Research Collection School Of Computing and Information Systems

To efficiently train large-scale models, low-bit gradient communication compresses full-precision gradients on local GPU nodes into low-precision ones for higher gradient synchronization efficiency among GPU nodes. However, it often degrades training quality due to compression information loss. To address this, we propose the Low-bit Communication Adaptor (LoCo), which compensates gradients on local GPU nodes before compression, ensuring efficient synchronization without compromising training quality. Specifically, LoCo designs a moving average of historical compensation errors to stably estimate concurrent compression error and then adopts it to compensate for the concurrent gradient compression, yielding a less lossless compression. This mechanism allows it to …

A Causality-Aware Paradigm For Evaluating Creativity Of Multimodal Large Language Models, Zhongzhan Huang, Shanshan Zhong, Pan Zhou, Shanghua Gao, Marink Zitnik, Liang Lin Feb 2025

A Causality-Aware Paradigm For Evaluating Creativity Of Multimodal Large Language Models, Zhongzhan Huang, Shanshan Zhong, Pan Zhou, Shanghua Gao, Marink Zitnik, Liang Lin

Research Collection School Of Computing and Information Systems

Recently, numerous benchmarks have been developed to evaluate the logical reasoning abilities of large language models (LLMs). However, assessing the equally important creative capabilities of LLMs is challenging due to the subjective, diverse, and data-scarce nature of creativity, especially in multimodal scenarios. In this paper, we consider the comprehensive pipeline for evaluating the creativity of multimodal LLMs, with a focus on suitable evaluation platforms and methodologies. First, we find the Oogiri game—a creativity-driven task requiring humor, associative thinking, and the ability to produce unexpected responses to text, images, or both. This game aligns well with the input-output structure of modern …

Qultsf: Long-Term Time Series Forecasting With Quantum Machine Learning, Hari Hara Suthan Chittoor, Paul Robert Griffin, Ariel Neufeld, Jayne Thompson, Mile Gu

Research Collection School Of Computing and Information Systems

Long-term time series forecasting (LTSF) involves predicting a large number of future values of a time series based on the past values. This is an essential task in a wide range of domains including weather forecasting, stock market analysis and disease outbreak prediction. Over the decades LTSF algorithms have transitioned from statistical models to deep learning models like transformer models. Despite the complex architecture of transformer based LTSF models ‘Are Transformers Effective for Time Series Forecasting? (Zeng et al., 2023)’ showed that simple linear models can outperform the state-of-the-art transformer based LTSF models. Recently, quantum machine learning (QML) is evolving …

Zero-knowledge Succinct Non-interactive Argument of Knowledge (zkSNARK) is a powerful cryptographic primitive, in which a prover convinces a verifier that a given statement is true without leaking any additional information. However, existing zkSNARKs suffer from high computation overhead in the proof generation. This limits the applications of zkSNARKs, such as private payments, private smart contracts, and anonymous credentials. Private delegation has become a prominent way to accelerate proof generation. In this work, we propose Siniel, an efficient private delegation framework for zkSNARKs constructed from polynomial interactive oracle proof (PIOP) and polynomial commitment scheme (PCS). Our protocol allows a computationally limited …

We then conducted a comprehensive evaluation of the BRASS Bot across a diverse set of LLMs, including GPT, Claude, Gemini, and Llama, to assess its usability, validity, …

The Role Of Surprisal In Issue Trackers, James Caddy, Christoph Treude, Markus Wagner, Earl T. Barr Feb 2025

The Role Of Surprisal In Issue Trackers, James Caddy, Christoph Treude, Markus Wagner, Earl T. Barr

Research Collection School Of Computing and Information Systems

Context: Software development creates and relies on a large volume of information, yet the volume of this information can make it challenging for developers to maintain an overview of all goings-on that a team and external actors contribute to a project. We posit that unexpected or “surprising” events could serve as important signposts amidst this information overload. These unexpected events may indicate underlying anomalies or emergent situations that require immediate attention. To explore this premise, our study leverages the concept of ‘surprisal’ from information theory to identify and quantify these unusual occurrences from the issues and pull requests of popular …

Human‑Ai And Human‑Robot Collaboration In The Age Of Generative Ai, Agentic Ai, And Artificial General Intelligence: Opportunities And Challenges, Keng Siau

Research Collection School Of Computing and Information Systems

The advancement of Artificial Intelligence (AI) has been exponential, especially in the past few years. Most, if not all, of the AI systems we encounter and are exposed to at this point are Artificial Narrow Intelligence (ANI). ANI specializes in one area and solves problems in one area. Generative AI (GenAI) and Agentic AI (i.e., independent AI agent), at the current stage of development, are regarded as ANI. The race is currently on to develop Artificial General Intelligence (AGI). AGI refers to AI systems as smart as humans across a wide range of cognitive tasks. Recently, OpenAI’s o3 system received …
