One of the most pervasive and frustrating of modern transportation problems is urban traffic congestion. Since 1975, Singapore has introduced a relentless series of traditional and experimental measures to slow down the growth of the motor vehicle population and to control its usage. While some of the measures have been somewhat successful, some of the problems were shifted or were substituted. The Area Licensing Scheme led to a shifting of the problem in time and place while the quota system has substituted uncertainty in quantity with uncertainty in price. It is now commonplace to assert that the jury performs an important ideological or symbolic role in the criminal justice process. Indeed, it is often argued that this function is more significant than the impact the jury has in practice (see Mungham & Bankowski 1976; Duff & Findlay 1982; Findlay & Duff 1988: 1–7; Darbyshire 1991). Certainly it is true that, in virtually every jurisdiction where the jury exists, only a very small proportion of alleged offenders have their cases heard before a jury. This paper examines the impact on the money-output correlation of a univariate specification that allows time series to be characterized as stationary around a broken trend function. Though pretesting suggests that U.S. real output (industrial production) can be described as broken-trend stationary, this result has only limited impact on the money-output correlation. Before 1985 there is a strong Granger causal relationship between money and broken-detrended output (hut not first-differenced output), even when different short-term interest rates are used as regressors. However, after 1985 this relationship weakens significantly, whether or not one determines that output has a unit root.

Searches for scalar top and bottom quarks have been performed with data collected by the ALEPH detector at LEP. The data sample consists of 21.7 pb−1 taken at √ s = 161, 170, and 172 GeV and 5.7 pb−1 taken at √ s = 130 and 136 GeV. No evidence for scalar top quarks or scalar bottom quarks was found in the channels ˜t → cχ, ˜t → bℓν˜, and b˜ → bχ. For the channel ˜t → cχ a limit of 67 GeV/c 2 has been set on the scalar top quark mass, independent of the mixing angle between …

A new measurement of the mean lifetime of the τ lepton is presented. Three different analysis methods are applied to a sample of 90000 τ pairs, collected in 1993 and 1994 with the ALEPH detector at LEP. The average of this measurement and those previously published by ALEPH is ττ = 290.1±1.5±1.1fs.

In this article, the authors propose that individuals' moral beliefs are linked to their implicit theories about the nature (i.e., malleability) of their social-moral reality. Specifically, it was hypothesized that when individuals believe in a fixed reality (entity theory), they tend to hold moral beliefs in which duties within the given system are seen as fundamental. In contrast, when individuals believe in a malleable reality (incremental theory), one that can be shaped by individuals, they hold moral beliefs that focus on moral principles, such as human rights, around which that reality should be organized. Search For The Standard Model Higgs Boson In E+E- Collisions At √S = 161, 170 And 172 Gev, Barate, R.; Et Al., M. Thulasidas

The reaction e+ e ! HZ is used to search for the Standard Model Higgs boson. The data sample consists of integrated luminosities of 10:9 pb1 , 1:1 pb1 , and 9:5 pb1 collected by the ALEPH experiment at LEP during 1996, at centre-of-mass energies of 161, 170 and 172 GeV, respectively. No candidate events were found, in agreement with the expected background of 0.84 events from all Standard Model processes. This search results in a 95% C.L. lower limit on the Higgs boson mass of 69:4 GeV=c2 . When combined with earlier ALEPH searches performed at energies at and …

A Measurement Of The Qcd Colour Factors And A Limit On The Light Gluino, Barate, R.; Et Al., M. Thulasidas

Using data collected from 1992 to 1995 with the ALEPH detector at LEP, a measurement of the colour factor ratios CA/CF and TF /CF and the strong coupling constant αs = CFαs(MZ)/(2π) has been performed by fitting theoretical predictions simultaneously to the measured differential two-jet rate and angular distributions in four-jet events. The result is found to be in excellent agreement with QCD, {fx4-1} Fixing CA/CF and TF/CF to the QCD values permits a determination of αs(MZ) and ηf, the number of active flavours. With this measurement the existence of a gluino with mass below 6.3 GeV/c2 is excluded at …

The lecture/tutorial format is the dominant structurethrough which law is taught in Australia. This articleexamines the learning environment of the law tutorial, andsuggests approaches aimed at maximising the learningexperience for students, on the basis of students’ learningpreferences. The discussion utilises Golay’s learningpattern assessment in developing an understanding of thedifferent learning styles of students. Based on thisanalysis, activities are advanced which advocate andimplement joint tutor-student responsibility for learningwithin tutorials. It is argued that students will learn moreeffectively, and expand their learning experiences wheninvolved directly in the structure, format and content ofthe tutorial itself.

In this paper an approach to enhance the learning of abstract computing concepts by novice students is presented. This approach is based on effective use of multiple visual representations, and it was applied within the domain of linear data structures: array, stack, queue and linked list. A prototype computer-based instructional system called MRUDS (Multiple Representation for Understanding Data Structures) was developed and evaluated. It was found from the evaluation that the three presentation modules namely, analogy, representation and algorithm contributed to the students' learning process, each contributing to and reinforcing the effect of the others.

As information technology is increasingly used to support group work, it becomes desirable to identify the types of computer-based decision aids that are beneficial for supporting group decision making. Arms control has traditionally dealt with limiting the means of destruction. When the greatest threa to security came from the potential for organized violence inflicted by an external enemy against a state, arms control logically sought to limit that danger. But as the threats to security have become more diffuse, policy-makers will need to draw on a wider repertoire of tools to reduce the potential destructiveness of less organiized threats, and even emerging unintended dangers. In this research, the effect of expert support on influence and consensus in group decision making is investigated. The results indicate that ESS support diminishes the group members' influence on the group judgment as well as the influence exerted by the most influential group member. On the other hand, explanations support provided by ESS increases consensus in group decision making.

A measurement of the transverse-transverse, CTT, and transverse-normal CTN, τ spin correlations in the decay Z0 → τ+ τ− is presented based on the aplanarity angle of the decay products of both taus. Based on 80 pb−1 of data collected by ALEPH[1] in 1992, 1993 and 1994 on the peak of the Z resonance, the results are: CTT = 1.00 ± 0.14(stat) ± 0.04(syst), CTN =−0.08 ± 0.14(stat) ± 0.02(syst). These values are in agreement with the Standard Model predictions, CTT = 0.989 and CTN = 0.

The branching fraction for D0 → K−π+ is measured with the statistics collected by ALEPH from 1991 to 1994. The method is based on the comparison between the rate for the reconstructed D∗+→ D0π+, D0 → K−π+ decay chain and the rate for inclusive soft pion production at low transverse momentum with respect to the nearest jet. The result is B(D0 → K−π+0 = (3.90 ± 0.09 ± 0.12)%

This study reviews the efforts of Singapore to curb road congestion through restraints on motor vehicle ownership as well as user fees. In particular, it traces the history of the famous Area Licensing Scheme (ALS), and then discusses its shortcomings, also the need for Electronic Road Pricing (ERP), its advantages and disadvantages and the technology involved in this state of the art system. This paper identifies important research questions to be addressed in connection with the first full-scale adoption of ERP.

A search for the Bc meson decaying into the channels Jψπ+ and Jψℓ+νℓ (ℓ = e or μ) is performed in a sample of 3.9 million hadronic Z decays collected by the ALEPH detector. This search results in the observation of 0 and 2 candidates in each of these channels, respectively, while 0.44 and 0.81 background events are expected. The following 90% confidence level upper limits are derived:Br(Z→BcXBr(Z→qq̄Br(Bc+→Jψπ+)

The total cross section and the forward-backward asymmetry for the process e+e− → μ+μ−(nγ) are measured in the energy range 20–136 GeV by reconstructing the effective centre-of-mass energy after initial state radiation. The analysis is based on the data recorded with the ALEPH detector at LEP between 1990 and 1995, corresponding to a total integrated luminosity of 143.5 pb−1. Two different approaches are used: in the first one an exclusive selection of events with hard initial state radiation in the energy range 20–88 GeV is directly compared with the Standard Model predictions showing good agreement. A measurement of Rb using ve mutually exclusive hemisphere tags has been performed by ALEPH using the full LEP1 statistics. Three tags are designed to select the decay of the Z0 to b quarks, while the remaining two select Z0 decays to c and light quarks, and are used to measure the tagging eciencies. The result, Rb = 0:2159 0:0009(stat) 0:0011(syst), is in agreement with the electroweak theory prediction of 0:21580:0003.

ALEPH's published measurement of Rb = Γ(Ζ → bb̄)/Γ(Ζ → hadrons) using a lifetime tag is updated using the full LEP 1 data sample. Considerable effort has been devoted to understanding systematic effects. Charm background is better controlled by combining the lifetime tag with a tag based on the b/c hadron mass difference. Furthermore, the algorithm used to reconstruct the event primary vertex is designed so as to reduce correlations between the two hemispheres of an event. The value of Rb is measured to be 0.2167 ± 0.0011 (stat) ± 0.0013 (syst).

We introduce a multidatabase model to represent the information that derives from different local databases. This model, known as Tuple-Source (TS) relational model, accommodates tuples from different local databases by attaching them with their source information in the global relations which are also known as TS-relations. In other words, a source attribute is implicit in every TS-relation. To manipulate the global relations, we have developed the TSSQL query language and implemented a distributed query processor to process such queries. Based on a market efficiency assumption, we use variance decomposition analysis is to separate information in the term structure on expected future spot rates from information on time-varying term premia and to examine the market's ability to forecast both future rate changes and excess returns on long versus short securities. We find that fluctuations in the slope of the yield curve are due more to changing term premia than to fluctuations in expected future spot rates and that the market correctly predicts about 40 percent of the month-to-month changes in spot rates, a considerably higher percentage than that found by …

The article focuses on Asian countries that have experienced economic growth over the past 50 years including Hong Kong, China; Japan; Singapore; South Korea and Taiwan. With the exception of Hong Kong, the economic success of the Asian countries has been attributed to the interventionist framework. Export-orientation is one strategy that is most associated with the success of the five Asian countries. The export-oriented strategy helped the five Asian countries in many ways. This paper introduces a hybrid system termed cascade adaptive resonance theory mapping (ARTMAP) that incorporates symbolic knowledge into neural-network learning and recognition. Cascade ARTMAP, a generalization of fuzzy ARTMAP, represents intermediate attributes and rule cascades of rule-based knowledge explicitly and performs multistep inferencing. A rule insertion algorithm translates if-then symbolic rules into cascade ARTMAP architecture. Besides that initializing networks with prior knowledge can improve predictive accuracy and learning efficiency, the inserted symbolic knowledge can be refined and enhanced by the cascade ARTMAP learning algorithm. A major difficulty of query writing is that users do not fully understand queries. A system providing feedback is proposed so as to enable users to better understand their queries. It is a multi-functional rule-based system. In addition to providing an English translation for the query, it pin-points syntax errors, and suggests possible solutions. It also finds likely semantic errors, and provides possible solutions. The system was implemented for a query language based on the entity relationship model. Neural Logic Network (NLN) is a class of neural network models that performs both pattern processing and logical inferencing. This article presents a procedure for NLN to learn multi-dimensional mapping of both binary and analog data. The procedure, known as the Supervised Clustering and Matching (SCM) algorithm, provides a means of inferring inductive knowledge from databases. In contrast to gradient descent error correction methods, pattern mapping is learned by an inductive NLN using fast and incremental clustering of input and output patterns. Studies of QCD in e+e−→e+e−→ Hadrons at Ecm=Ecm=} 130 and 136 GeV The ALEPH Collaboration An analysis of the properties of hadronic final states produced in electron-positron annihilation at centre-of-mass energies of 130 and 136 GeV is presented. The measurements are based on a data sample of 5.7 pb−1pb−1 collected in November 1995 with the \Aleph detector at LEP. Inclusive charged particle distributions, jet rates and event-shape distributions are measured and the results are compared with the predictions of QCD-based models. Using data obtained with the ALEPH detector at the Z resonance, a measure based on transverse momentum is shown to exhibit a correlation between the two halves of a hadronic event which cannot be explained by energy-momentum conservation, flavour conservation, the imposition of an event axis or imperfect event reconstruction. Two possible interpretations based on existing Monte Carlo models are examined: a) ARIADNE, with the correlation forming early in the parton shower and with the transition from partons to hadrons playing only a minor part; b) JETSET, with the correlation forming at the fragmentation stage.
