"Affordable Housing," homeownership; does it really exist? Isn't the word "affordable" used loosely in today's real estate market? "Affordable housing," particularly in California, is out of reach for many first-time homebuyers. The issue of the lack of affordable housing became prevalent in the 1980's when the California real estate market boomed and housing prices rapidly increased from a median of $68,700 in 1980 to $194,300 in 1990. At the same time, incomes in California rose from $19,170 in 1980 to just $40,559 in 1990. Depressed incomes, coupled with high housing prices, leave many moderate-income homebuyers with a need to fill …
Airport Land Use Planning In California: A Draft Comprehensice Land Use Plan For The Marina Municipal Airport, William F. Hopkins
Airport Land Use Planning In California: A Draft Comprehensice Land Use Plan For The Marina Municipal Airport, William F. Hopkins
Master's Projects
In 1967 the state of California enacted legislation requiring the creation of local Airport Land Use Commissions (ALUCs). The purpose of the ALUCs was to make recommendations to local governments regarding the height of structures and the use of land surrounding airports. In 1970 the law was expanded to require that ALUCs prepare Comprehensive Land Use Plans (CLUPs) that would provide land use controls to ensure the compatible use of land surrounding airports. Although the law has been amended several times since its enactment (14 times to be exact), the CLUP has remained the primary vehicle for ensuring the orderly …

This report explores the need for new urban planning methodologies in response to massive global shifts, including the end of the Cold War, widespread military base closures, and the escalating conflict between population growth and resource depletion. As the economy transitions from defense and manufacturing toward an information-based global model, traditional top-down decision-making and adversarial litigation are no longer sufficient for modern planning challenges such as redevelopment, remediation, and reuse. Using the economic conversion of closed military bases to civilian use as a primary case study, this study illustrates the necessity of adaptive, multi-disciplinary planning frameworks. Ultimately, the research advocates …

The Revitalization Of Downtown Mountain View: 1953 To 1990, Jonathan D. Mann
Master's Projects
This paper examines the revitalization of Downtown Mountain View by exploring the history of Central Business Districts during the Post World War II era. It will also examine the elements that make central business districts successful in both commercial terms and in terms of creating a sense of place. It will also show how Mountain View's efforts illustrate the importance of the link between economic development and cosmetic changes in any revitalization effort. Finally, it will evaluate the problems with Mountain View's efforts and ways to improve its downtown revitalization.

Monterey County Population Patterns, Chih-Zen Joe Yang
Master's Projects
This report explores the profound impact of rapid global population growth and urbanization on contemporary urban planning, with a specific focus on the complex socio-economic landscape of California. As metropolitan areas grapple with diverse cultural dynamics, economic fluctuations, and regional crises such as the closure of the Fort Ord military base, traditional planning models relying on low-density land use and single-occupancy vehicles have proven increasingly unsustainable. The study highlights the critical necessity for modern planners to integrate comprehensive demographic trends and multifaceted policy analysis to address escalating community needs and resource constraints. By establishing population dynamics as the foundational role …
Real Estate Appraisal Considerations For Urban Planners, Mary Kay Redmond
Real Estate Appraisal Considerations For Urban Planners, Mary Kay Redmond
Master's Projects
This report examines the critical intersection of urban planning and real estate economics, focusing on how external environmental factors and changing market conditions impact residential property values. As planners increasingly navigate community resistance to Locally Unwanted Land Uses (LULUs) and engage in complex financial negotiations with developers, a foundational understanding of real estate principles has become essential. The study analyzes the effects of specific externalities—including traffic, floodplains, and high voltage transmission lines (HVTLs)—on property valuation through applied case studies and core appraisal concepts like market value and "Highest and Best Use." Furthermore, the paper addresses broader economic dynamics, evaluating feasibility …
