In an innovative venture, the research team embarked on a mission to redefine urban traffic flow by introducing an automated way to manage traffic light timings. This project integrates two critical technologies, Deep Q-Networks (DQN) and Auto-encoders, into reinforcement learning, with the goal of making traffic smoother and reducing the all-too-common road congestion in simulated city environments. This study responds to contemporary international policy developments focused on protecting Indigenous creative work classified as Traditional Cultural Expressions. The study claims that states’ interests continue to guide policies in this area, compromising the relationship between regulations and the aspirations and needs of Indigenous communities. The study uses comparative methodology and content analysis to develop this argument. Restrictive housing imposes isolation in austere conditions on people who commit serious rule violations or are too dangerous (or endangered) to house in the general prison population. We contribute to a growing body of scholarship analyzing restrictive housing placements, asking how gang membership, race/ethnicity, and misconduct interact to predict placement and lengths of stay. We integrate analysis of qualitative interviews with a random sample of 106 people in long-term solitary confinement in 2017 with analysis of 15 years of administrative data, both from Washington state prisons. Since the early judicial beginnings in the English Courts of Chancery, the principles of equity have guided judicial remedies for centuries. Modern American courts inherited these principles through reception statutes passed by newly independent states, which adopted English common law, including the concept of equity as a means of providing narrowly tailored remedies to resolve specific injuries. This paper examines the historical foundations of equity and argues that nationwide injunctions, which extend beyond the immediate litigants to affect the general public, are inconsistent with these principles and, therefore, unconstitutional. Beginning with the “Tough on Crime” movement of the 1970s, policies such as mandatory minimums, the War on Drugs, and the Three Strikes law have reinforced racial disparities in the criminal justice system. Multiple historical and systemic factors have contributed to the disproportionate imprisonment of African American individuals. This paper explores the long-term consequences of incarceration, including the erosion of family structures, the economic marginalization of affected communities, and the perpetuation of poverty and crime. If present in the body for an extended period, the human papillomavirus (HPV) can cause aberrant cells to develop in the cervix. Left undetected, these abnormalities can manifest into cancer. Incarcerated women are among the highest demographic to be diagnosed with cervical cancer - diagnoses that could be averted through HPV vaccinations, regular cervical cancer screenings, Pap smears, and comprehensive sexual education. The lack of these preventative measures points to an insufficiency of reproductive healthcare within women’s prisons. In its early stages, cervical cancer is asymptomatic. The doctoral project deploys a "Discharge Before Noon" strategy at an urban teaching hospital to resolve discharge delays and improve patient throughput efficiency. Hospitals experiencing overcrowding must prioritize timely patient discharges to enhance clinical results and operational performance. The project adopted the PARIHS framework to steer implementation through its emphasis on evidence-based practices, contextual factors, and facilitation strategies. The research gathered discharge data and team coordination results before and after the intervention period. The findings revealed elevated discharge numbers before noon and substantial progress in interdisciplinary team collaboration. This study is an update of the 2020 Mineta Transportation Institute (MTI) study, “Is the Transit Industry Prepared for the Cyber Revolution? This study examines the dual impact of the Fresno Area Express (FAX) Q Line, a 15.7-mile Bus Rapid Transit (BRT) system launched in 2018, on the Fresno housing market and passenger satisfaction. The Q Line, designed to modernize public transit, features eco-friendly compressed natural gas (CNG) vehicles, real-time passenger information, and improved service efficiency. Housing market analysis focused on residential properties sold between 2012 and 2024, utilizing Geographic Information System(GIS) mapping to segment properties into three regions: the Q Line corridor, an outer buffer zone, and the rest of Fresno. New Zealand’s security agencies need to balance conflicting missions of secrecy, accountability, and transparency in conducting national security government operations. Citizens expect protection without violating their liberties and for security agencies to act effectively and legally. From public revelations about the agencies and government reform efforts, the agencies evolved from almost total secrecy to greater accountability and transparency since World War II. This study employs a historical methodology, which examines primary source documents to reveal the history of secret behavior and to reform the New Zealand Security Intelligence Service and the Government Communications Security Bureau.

Embankments are key transportation infrastructure features providing essential support for long, linear stretches of transportation infrastructure, including highways and railways, in California and globally. The rise in global temperatures, driven in part by significant transportation carbon emissions, necessitate sustainable solutions for infrastructure. Traditional asphalt binders and lime additives significantly contribute to carbon emissions, and conventional liquid amine-based antistrip agents, which are used to reduce moisture damage, lose efficacy over time. This study evaluates the performance of PG 64-16 Low Carbon binder, incorporating 10% post-consumer plastic and amine-impregnated zeolite (AIMZ) as a protective carrier for liquid amines.
