Does Fathers' Involvement In Services Affect Mothers' Likelihood Of Reunification With Children Placed In Foster Care?, Amy D'Andrade

Social science literature shows associations between fathers' involvement with their children and beneficial developmental outcomes of those children. A related but smaller body of research in the child welfare services arena has found measures of father involvement to be positively associated with beneficial child welfare outcomes, including child's reunification with parent after placement in foster care. However, the pathway by which father involvement affects reunification likelihood has not been determined. This study builds on the existing body of literature by testing a theoretical basis for the relationship between father involvement (measured as service use) and mothers' reunification in a model …
Ending Transitional Homelessness In San Jose, California: A Process Evaluation Of The City Of San Jose’S Plan To Convert A Hotel/Motel Into A Single Room Occupancy Living Unit For The Transitionally Homeless, Alyssa Garcia

The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.

Parental Problems, Case Plan Requirements, And Service Targeting In Child Welfare Reunification, Amy C. D’Andrade, R. Chambers

Only about half of parents attempting to reunify with their children in foster care succeed in their efforts. Parents are ordered by the court to use treatment services in order to resolve their problems. These treatment services thus play a critical role in reunification, and in fact the use of services appropriately matched to parents' problems has been found to be associated with a greater likelihood of reunification. However, there is little in the literature regarding the specific requirements of reunification case plans, and whether they are accurately targeted at reunifying parents' problems. Social Support And Gender Effects On Academic Confidence In Foster Youth, Carolyn Suzanne Gillard

Finding the predictors for academic success is critical for foster youth to become productive citizens as adults. The purpose of this study was to investigate the role of social support in the academic confidence of transitional foster youth. Because the literature suggests men and women benefit from social support differentially, I also examined gender as the moderating variable for social support and academic confidence. A sample of 82 foster youth (15-18 years old) from San Joaquin County's Human Service Agency volunteered to participate. When Policy Meets Practice: The Untested Effects Of Permanency Reforms In Child Welfare, Amy D’Andrade, J Berrick

The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. An examination of implementation in the state of California suggests there is a need …

Over the course of the last 30 years, despite the apparent lack of a coherent national urban policy, and the unfortunate unwillingness of residents to assess themselves the taxes necessary to sustain an acceptable level of neighborhood service, the city of San Jose has arguably never seen brighter moments in its approximate 200 year history than those which it is currently experiencing. In former San Jose Mayor Susan Hammer’s final state of the city speech she takes great pride in touting the strength of San Jose’s economy as well as the ancillary benefits of being the “Capital of Silicon Valley”. …
