The Role Of Transportation In Campus Emergency Planning, Mti Report 08-06, Frances Edwards, Daniel C. Goodrich
Mineta Transportation Institute
In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan …

A Town Hall Meeting On Our Bicycle Safety Crisis, Mineta Transportation Institute
A Town Hall Meeting On Our Bicycle Safety Crisis, Mineta Transportation Institute
Mineta Transportation Institute
There is no doubt that due to rising fuel costs, more people have turned to their bicycles as an economical and environmentally-friendly mode of transportation. The increased bicycle traffic on our roads and streets has brought an unfortunate rise in accidents between cyclists and motor vehicles. One of the most effective ways to address this problem is to increase awareness in motorists and cyclists. With that awareness comes action and possible solutions. One of the best ways to increase awareness is to create an open forum in the “town hall” format. This forum, “A Town Hall Meeting on Our Bicycle …

Canada (En)Counters Terrorism: Us-Canada Relations And Counter-Terrorism Policy, Veronica Kitchen, Karthika Sasikumar
Faculty Publications
This paper examines the role of identity in shaping counter-terrorism policy in Canada. We show that identity functions in three ways: constitutively by defining the range of choices a state is likely to consider; strategically by being a resource to buttress arguments based in economic or sovereignty interests; and heuristically by using identity as a marker for risk. This three-faceted explanation helps explain why, despite close economic, social, and political links between Canada and the United States which might lead us to expect Canada to follow American counter-terrorism policy, Canadian counter-terrorism policy often diverges from the American lead.

Do Central Business District Redevelopment Investments Have A Positive Influence On Surrounding Neighborhoods, Amy M. Fauria
Do Central Business District Redevelopment Investments Have A Positive Influence On Surrounding Neighborhoods, Amy M. Fauria
Master's Projects
Observation of Oakland’s Central District Redevelopment Project Area, or Central District, leaves little question that the area within the project boundaries has been positively impacted by the redevelopment activities in the last several years. With respect to the parcel-level redevelopment in the Central District however, this study set out to explore the following questions:
1. Did the redevelopment investments in the Central District from 1990 through the end of 2006 positively impact the neighborhoods that surround the area, measured by an increase in the housing prices of single-family residences?
2. If so, did the rate of price appreciation decrease as …

A most basic function of government is to ensure public safety, and the San Jose Police Department provides this for our city. The Department generally has a good reputation for professionally trained officers. Most police officers like their job, do it professionally, and many remain on the force until retirement.
