The American carceral condition has waged a 200-year-old struggle where the lives of the guilty, the innocent, and the victimized have taken center stage in a debate centered on rehabilitation, reformation, and revenge. The drama has undergone a number of revisions from great scholarly authors, multidisciplinary intellectuals, and literary muses. Despite a number of new renderings, the central themes of the American prison have remained constant, and just as there have been builders of prisons, there have been forces intent on their destruction. The U.S. Department of Homeland Security (DHS) has provided extensive general guidance on developing training and exercise programs for public entities, but little had been done to focus that material on the transportation sector specifically. Transportation sector emergency managers have noted that there should be specific guidance for developing exercises that are focused on the operational work of their agencies, in addition to the Logistics Section functions that are usually the focus of transportation sector entities in multi-agency, multi-jurisdiction exercises. The Spring and Summer of 2014 have witnessed renewed debate on the constitutionality of the death penalty after a series of high profile legal battles concerning access to lethal injection protocols and subsequent questionable executions. Due to shortages in the drugs traditionally used for the lethal injection, States have changed their lethal injection protocols to shield information from both the prisoners and the public. Citing public safety concerns, the States refuse to release information concerning the procurement of the drugs to the public. Crowdsourced data, the collective messages from citizens through social media like Twitter® or Facebook®, have been increasingly recognized as a vital information source in a catastrophic disaster. Because there is often insufficient emergency personnel to gather situational information during a big disaster, the crowdsourced data can offer a supplemental means for data collection or dissemination immediately after the disaster. In addition, crowdsourced maps can empower citizens with their involvement.
In the Haiti earthquake of 2010, crowdsourced data was first used to create a web map application to aid the humanitarian effort. With some success in Haiti, these crowdsourced maps have …

This report analyzes the performance measurement processes adopted by five large “livability” programs throughout the United States. It compares and contrasts these programs by examining existing research in performance measurement methods. The “best practices” of the examined performance measurement methods for each program are explored and analyzed with respect to their key characteristics. The report entails an appropriately comprehensive literature review of the current research on performance measurement methods from the perspective of various stakeholders including the public and government agencies. Reducing California's Overcrowded Prison Population, Morgan Macdonald
Themis: Research Journal of Justice Studies and Forensic Science
This paper evaluates how “tough on crime” sentencing policies have influenced California's prison population. Several laws which make up the state's strict criminal justice practices were passed over the course of forty years without consideration for their impact on the state's budget and safety. Beginning with the Uniform Determinate Sentencing Act of 1976, the state has created an unsustainable prison system that will dissolve without increased public funding. However, California’s depleted economic condition has forced policymakers to reevaluate the state's criminal justice agenda, while complying with the three- judge court order to reduce its incarcerated population to 137.5 percent of …

Enclave Under Siege: International Norms And Challenges To The Indian Nuclear Complex, Karthika Sasikumar

This article analyzes the effects of international connections on India’s nuclear program; specifically, the use of international norms and resources by domestic actors to influence the Indian nuclear enclave. These actors are from the Indian executive (pressure from above) as well as civil society (pressure from below). India’s self-presentation as a responsible state necessitates compliance with international norms, and concomitant restraints on the nuclear estate from ‘above.’ Environmentalists, local residents, and their transnational allies seek to make the nuclear complex more accountable, responsive, and transparent by using social media, civil society institutions, and cross-border links. Developing Regional Building Inventories: Lessons From The Field, Thalia Anagnos, Mary C. Comerio, Christine Goulet, Peter J. May, Marjorie Greene, David L. Mccormick, David Bonowitz
Faculty Research, Scholarly, and Creative Activity
Between 2008 and 2011 members of the Concrete Coalition completed numerous building inventories of California cities to assemble a database of California pre-1980 concrete buildings. Inventory collectors used a variety of data sources ranging from county assessors' files to Sanborn maps and satellite images. Sidewalk surveys were used to corroborate data collected from multiple sources, and a regression model was developed to extrapolate data to cities where detailed inventory collection was not possible. Lessons drawn from the inventories of three cities—Alameda, Los Angeles, and San Francisco—indicate that no single approach can be recommended, but instead, the approach depends on many …
