This manual has been developed to review several different areas of information related to county bridge improvement programs, including (1) the authority and jurisdiction over county bridges (Section II), (2) the various sources of funds for construction and repair of county bridges (Section III) , and (3) the fiscal process of making appropriations and expenditures for construction and repair of bridges (Section VI). These topics are presented in terms of the current Indiana statutes, and for this reason should be of considerable assistance to county road officials as a guide to the official duties of their office.

The need for estimating the auto- or crosscorrelation functions of nonstationary random processes frequently arises in communication and self-adaptive systems. In most situations only one sample function can he observed over finite time. It is the purpose of this work to establish a firm theoretical basis for such a measurement of time-varying correlation functions, and the emphasis here is on suitable estimation procedures rather than specific measurement techniques. Second order stochastic processes are used as a mathematical model. The minimum mean square error between a weighted time average and the true (ensemble average) correlation function is investigated. Under this contract a number of topics have been studied and analyzed in detail in order to bring together and somewhat extend the concepts of communication theory as they apply to some current problems in digital communication systems. Radio wave channels are characterized by a model' which accounts for both multiplicative and additive disturbances, A large amount of experimental data pertaining to radio disturbances is evaluated and correlated.
