As part of the national effort to improve water quality, Section 208 of the Federal Water Pollution Control Act Amendments of 1972 provides regional planning agencies with the opportunity and funds to conduct areawide water quality management studies. The Triangle J Council of Governments (Triangle J) was the first regional planning agency to receive funds to conduct such a study. Triangle J's 208 work plan focuses on the interrelationships of water quality, land use, and environmental resources with the generation and evaluation of alternatives for solving point and non-point source water quality problems.

A problem exists when applying a set of ground training signatures determined under one atmospheric condition to the same area under another atmospheric condition. Sometimes the training signatures need to be adapted to the atmospheric condition of the subject area before classification. Other times the radiance measurements of an area with variable atmospheric conditions need to be adjusted to a common atmospheric condition before classification.

In order to describe the effects of the atmosphere on the ground-reflected radiance measured by the LANDSAT-1 satellite, a radiative transfer model was developed. The model is a combination of a doubling I model, which …

This study was designed to take LANDSAT- 1 multispectral scanner digital data and use digital image processing techniques to highlight linears. Two computer processing techniques were used on the data: (1) two dimensional high-pass filtering of MSS bands 5, 6, and 7 and (2) the horizontal derivative of MSS band 6.

The primary objective of this research was to evaluate structural reconnaissance of an arid area in southwestern Jordan. Interpretive analyses indicate that the structural pattern appears to be much more detailed and complex than indicated by presently available maps. It is desirable to enhance the performance of clustering techniques, so that cluster statistics more usefully represent the true spectral classes in the scene. If to is done, then improvements in classification can be realized, leading for example to more accurate large area crop surveys.

To improve the statistics available from a clustering algorithm, an edge-detection algorithm is used. The edge detector provides the cluster routine with inputs to filter out pixels which are likely to represent spectral response to a mixture of more than one ground cover type. Development of new applications of the digitally recorded LANDSAT data has surfaced questions concerning how to most efficiently analyze the data. Machine processing systems have been in use for a number of years, utilizing primarily three types of classification schemes: (1) level slice, (2) Euclidean distance, and (3) maximum likelihood. All three of these have traditionally been implemented on central purpose computers. Recently interactive special purpose computer display systems came in to use. Spatial misregistration of multispectral scanner data exists when two (or more) spectral band signals supposedly representing the same location are in fact data values generated from two (or more) overlapping or entirely different ground locations. Misregistration can be found to occur between scanner data channels due to inherent scanner system characteristics and between time periods of multitemporal data due to errors in spatial registration. A study was conducted at the Environmental Research Institute of Michigan to determine what effect these forms of spatial misregistration may have on the accuracy of recognition processing of agriculturally oriented scanner data.
