The paper describes the present status of Library Cooperation in India and the plans of the government of India through the NISSAT Programme.

On the basis of existing library services in the national and institutional libraries, and in consideration of future developments in technical education and research, an assessment is made of the need for various types of library cooperation in order to adequately meet future requirements.

Drawing from the situation in advanced countries a plan is provided for establishing active library cooperation at both national and state levels.

Large urban areas may have more than one university and other institutions of higher education, each possessing its own library, along with public and special libraries, all lying within a fairly small geographical area.

To students and research workers ease of access to a variety of libraries in the area seems attractive and the relative usefulness of their services important.

Undergraduates should naturally expect to have most of their needs satisfied in their own institution, but graduate students and staff may often expect to use other libraries in the neighbourhood.

The situation in West Germany is described. More than 500 libraries have been accepted as interlending libraries. A change in the use of interlibrary lending is noted. The differences between librarians and end users in interest in and attitudes to interlending is described. The growth of the bibliocentre is traced from its origin in 1966 through to the selection, installation of the real time on-line DOBIS system, supported by internally designed and written programmes to load an existing database and produce output products. The methodology adopted for converting the database of approximately 400,000 records into a DOBIS format is described.

The role of DOBIS in achieving a high degree of efficiency to the workflow of the bibliocentre is examined in detail. The benefits, both to the network of users and the bibliocentre operation, resulting from DOBIS operating in-house, are highlighted. The versatility of …

In a historical introduction which traces the development of the Radcliffe Library alongside the Bodleian Library at Oxford it is shown how it took nearly two hundred years to establish a role for the Radcliffe as a science library. During this period, some of the science departments in the University of Oxford set up specialist libraries and from these beginnings has grown a very strong body of science departmental libraries. Arguments supporting library cooperation are compelling in their logic and economic implications, yet a review of the history of cooperative efforts suggests the existence of strong opposing forces whlch, in many instances, have frustrated planning and implementation.

Successful programmes for the cooperative development of library collections must be related to ancillary efforts to improve access to materials and to afford better bibliographic control.

  1. Why is interorganizational coordination a problem?
  2. What is meant by "interorganizational coordination"? What is its relationship to competition, collusion and coercion?
  3. What are the potential barriers to interorganizational coordination?

To deal with these factors we will have to look first at the basic action orientations of individual organizations like fullfilment of program me requirements, the maintenance of a clear domain of high sodal importance, the maintenance of orderly, reliable patterns of resource flow and the commitment to a technological-ideological paradigm.

Since 1971 the Central Library of Technical University for Heavy Industry /Miskolc/ has launched a large scale activity to achieve co-operation and integration on the following fields: the adaptation of the METADEX /USA/ computerized metallurgical information system in Hungary; the acquisition of the special literature in co-operation with the four large chemical works of the region; the establishment of a regional translation office.

The work is very fruitful on all the three mentioned field and our experience that have accumulated in the course of our work are suitable to draw theoretical conclusions that refer to the general rules of co-operation. …

Numerous intergovernmental organisations (IGO) sponsor programs in the library and information field. These programs proliferate to the extent that there is a danger of duplication of efforts. Especially in small countries participation has to be limited to programs of highest priority, because a limited number of senior specialists cannot take the responsibility for countless projects.

Instead of assuming that cooperation is desirabie and then considering how to cooperate, librarians should analyse their aims and functions and consider how cooperative approaches compare for cost-effectiveness with 'going it alone' and dependence on a central service.

The acquisition function of libraries must be largely fulfilled by local provision. This must be supported from other sources, but cooperative acquisition schemes are expensive to administer and less effective than central provision or state-funded concentration of resources on a few libraries.

Although it is well recognized that photointerpretation of the Landsat imagery can provide adequate information for mapping broad categories of land cover at a reconnaissance level, it is also true that the Landsat data in digital format (CCT's) together with numerical (computer-aided) analysis techniques can provide a great deal more information at a higher level of mapping detail with mapping units of approximately half a hectare.
