Innovative Environmental Management Of Winter Salt Runoff Problems At Indot Yards, James E. Alleman, Barry K. Partridge, Lee Yeung Jan 2004

Innovative Environmental Management Of Winter Salt Runoff Problems At Indot Yards, James E. Alleman, Barry K. Partridge, Lee Yeung

JTRP Technical Reports

This INDOT-JTRP project examined an innovative strategy for mitigating, and possibly obviating, the environmental impact of wintertime salt release within INDOT yard areas specifically associated with the generation and release of salt truck wash waters, whereby these waste streams may be beneficially reused in the manufacture of salt brine solutions suitable for subsequent pre-wetting and anti-icing applications. The associated environmental problem stems from the fact that these wash waters carry high-level (e.g., from 100’s of mg/L to percentile-level) salt concentrations whose uncontrolled release via local surface or ground waters will have to be discontinued pursuant to the onset of tightened …

Methodology For The Development Of A Highway Asset Management System For Indiana, Zongzhi Li, Kumares C. Sinha

JTRP Technical Reports

Highway asset management is a systematic process that aims to preserve, expand, and operate highway assets in the most cost-effective manner. It is an analytical tool that facilitates organized, logical, and integrated decision-making in asset management practice. This study proposes a methodology for the development of a highway asset management system that addresses asset valuation, performance modeling, marginal benefit analysis, and multicriteria decision-making, including tradeoff analysis as well as project selection and programming. While most existing management systems deal with individual physical highway assets or system usage only under certainty or risk, this research focuses on the management of an …

The Utility Accommodation Policy (UAP) is a collection of the regulations and practices to control the utility occupancy of all public highway rights-of-way under jurisdiction of the different States. UAPs not only help to regulate the installation of new utilities and the renovation of the currently installed by construction companies, subcontractors, and utilities companies, but also provide a framework to develop and preserve a safe roadside and to minimize possible interferences and impairment to the highway, its structures, appearance, safe operation, construction and maintenance. According to FHWA (2002) “Present FHWA regulations, policies, and practices dealing with utility relocation and accommodation …

Performance Metrics For Freeway Sensors, Christos D. Achillides, Darcy M. Bullock Jan 2004

Performance Metrics For Freeway Sensors, Christos D. Achillides, Darcy M. Bullock

JTRP Technical Reports

Performance measures play a critical role in the operation of Intelligent Transportation Systems (ITS), because they provide feedback to the operators regarding system operations and efficiency. Traffic management systems use archived data, provided by various sensors, as a basis for describing normal conditions and predicting traffic conditions that may be expected at a particular time and place in the highway system. However, data quality is one of the principal concerns of archived ITS data users for the following reasons: 1) Manual inspection techniques are unable to detect significant errors because of the large volume of ITS data; 2) Only minimal …

Quality Control Procedures For Weigh-In-Motion Data, Andrew P. Nichols, Darcy M. Bullock Jan 2004

Quality Control Procedures For Weigh-In-Motion Data, Andrew P. Nichols, Darcy M. Bullock

JTRP Technical Reports

For the past two decades, weigh-in-motion (WIM) sensors have been used in the United States to collect vehicle weight data for designing pavements and monitoring their performance. The use of these sensors is now being expanded for enforcement purposes to provide virtual weigh stations for screening vehicles in traffic streams for overweight violations. A study found that static weigh stations in Indiana were effective for identifying safety violations, but ineffective for identifying overweight vehicles. It was also determined that the alternative approach to identifying overweight vehicles using virtual weigh stations requires a high level of WIM data accuracy and reliability …

Determination Of Indot Highway Construction Production Rates And Estimation Of Contract Times, Yi Jiang, Hongbo Wu Jan 2004

Determination Of Indot Highway Construction Production Rates And Estimation Of Contract Times, Yi Jiang, Hongbo Wu

JTRP Technical Reports

The duration of a highway construction project depends primarily on the quantity or magnitude of the construction work and the productivity of the construction crew. In addition, many other factors may also affect the construction duration, such as the type of construction, traffic features, location (urban or rural site), and weather conditions. When a state highway construction project contract is bid, a reasonable time must set and specified in the contract documents for completion of the contracted project. The time for contract completion (often called “contract time”) is estimated based on the average completion times of individual construction items within …

Building Energy-Efficient Web Servers Using Low Power Devices: Opportunities And Challenges, Le Cai Dec 2003

Building Energy-Efficient Web Servers Using Low Power Devices: Opportunities And Challenges, Le Cai

Department of Electrical and Computer Engineering Technical Reports

Power consumption has become one major challenge in designing highperformance servers. Recently, some researchers postulate that better energy e±ciency can be achieved by using low power devices originally designed for mobile embedded systems. In this report, we validate this hypothesis by measuring the power and the performance of web servers on system level. We consider the power and the energy consumption of processors, memory, and hard disk drives. Our data indicate that, compared with a Pentium4-based web server, a XScale-based computer can achieve more than 1.7 times higher energy e±ciency (web pages per Joule) while its throughput (web pages per …

From Plato To Derrida And Theories Of Play, Simona Livescu Dec 2003

From Plato To Derrida And Theories Of Play, Simona Livescu

CLCWeb: Comparative Literature and Culture

In her paper, "From Plato to Derrida and Theories of Play," Simona Livescu proposes a reevaluation of the concept of play. By examining various critical interpretations of this term from Greek antiquity to modern structuralists and poststructuralist theories, Livescu analyzes the common denominator in philosophical, cultural, and religious facets of the play. In her discussion, Livescu emphasizes the ultimate importance of the ludic presence in every fundamental human action. Among the conclusions of the paper, Livescu suggests that play exists as an essence of consciousness and that it is, actually, a way of being, not only a way of knowing. …

Cultures Of Populism And The Political Right In Central Europe, Patricia Chiantera-Stutte, Andrea Petö Dec 2003

Cultures Of Populism And The Political Right In Central Europe, Patricia Chiantera-Stutte, Andrea Petö

CLCWeb: Comparative Literature and Culture

In their paper, "Cultures of Populism and the Political Right in Central Europe," Patricia Chiantera-Stutte and Andrea Petö analyze the common points and differences in which imagined and mythologized histories are serving as a mobilizing force for extreme-right movements in three Central European countries, in Austria, Hungary, and Italy. The authors discuss how populist and right-wing political parties in these countries construct their conceptions of an alternative identity for the European Union. Further, the authors analyze the politico-territorial myths constructed by the three populist right-wing parties, the Freedom Party in Austria, the Northern League in Italy, and the Party of …

Dahab discusses selected aspects of Said's trajectories as a scholar and Palestinian-American activist including aspects of Said's numerous activities and work as a musician, an ardent political polemicist, a music critic, a Columbia University professor of comparative literature, a humanist, President of the Modern Language Association of America, and an exiled Palestinian as evident in the vast corpus of this eminent scholar's publications over the course of almost four decades (twenty-four books and hundreds of articles and interviews). Said's work elicited …

Postcolonial African Consciousness And The Poetry Of Agostinho Neto, Irene Marques Dec 2003

Postcolonial African Consciousness And The Poetry Of Agostinho Neto, Irene Marques

CLCWeb: Comparative Literature and Culture

In her paper, "Postcolonial African Consciousness and the Poetry of Agostinho Neto," Irene Marques introduces the magic words of a great poet with the question: can poetry carry enough sorrow, enough strength, enough fire, enough love, enough wisdom, enough care, and enough horror to penetrate the hearts and the souls of the oppressed and the oppressors so that both will desperately want to escape their sinister labels? For Marques, this question represents an old quandary and one that many of us wish could be answered with a simple yes. Marques analyses Neto's poetry in the context of littérature engagé: if …

Dorian Gray, Tom Ripley, And The Queer Closet, Jonathan Alexander, Deborah Meem Dec 2003

Dorian Gray, Tom Ripley, And The Queer Closet, Jonathan Alexander, Deborah Meem

CLCWeb: Comparative Literature and Culture

In their paper, "Dorian Gray, Tom Ripley, and the Queer Closet," Jonathan Alexander and Deborah Meem present and portray an imaginary conversation among an impossible but intriguing group of writers, critics, and fictional characters. These individuals speak in their own (published) voices, which are moderated by the author-facilitators and shaped into an extended rumination on art, the Doppelgänger, queerness, and literary influence. Through their dialogue, the actors reveal a tradition of the queer novel, running in this case from Oscar Wilde's The Picture of Dorian Gray to Patricia Highsmith's five Tom Ripley books, whereby the closet functions simultaneously as refuge …

Comparative Literature Versus Comparative Cultural Studies, Tomo Virk Dec 2003

Comparative Literature Versus Comparative Cultural Studies, Tomo Virk

CLCWeb: Comparative Literature and Culture

In his paper, "Comparative Literature versus Comparative Cultural Studies," Tomo Virk discusses debates of the role, essence, and the future of comparative literature as it has developed since the 1995 publication of the Bernheimer Report. Virk explores the situation of the discipline in its North American context: "contextualists" argue for the abandoning of comparative literature understood as the study of literature with theoretical investigations of literariness while the "non-contextualists" underscore the study of the linguistic structure(s) of the text. Virk supports comparative literature understood as the traditional concentration of the discipline with focus on the specificities of literary questions while …

Mental Strategies Of Elite High Altitude Climbers: Overcoming Adversity On Mount Everest, Shaunna M. Burke, Terry Orlick

Journal of Human Performance in Extreme Environments

The purpose of this study was to explore the mental strategies used by elite Mount Everest climbers to overcome obstacles while ascending and descending the mountain. Individual interviews were carried out with 10 climbers who have successfully reached the summit of Mount Everest. Common strategies of success were identified, as well as factors that created difficulty on the mountain. The themes of focus, mental toughness, short-term goals, drawing on past experience, connecting to one's body, feeling support from other climbers, and belief in personal capacities were seen to have importance in overcoming adversity on the mountain. These results support mental …

The Impact Of Simulated Digital Data Radio Communication Induced Interference On Voice Radio Communication Intelligibility, Daniela Kratchounova Oct 2003

The Impact Of Simulated Digital Data Radio Communication Induced Interference On Voice Radio Communication Intelligibility, Daniela Kratchounova

Journal of Human Performance in Extreme Environments

Testing to date indicates there is a significant potential for adverse interference from the digital system to the analog system, especially for General Aviation (GA) aircraft. This type of interference can be described as short, random bursts of noise capable of completely obliterating parts of the voice communication. The subsequent degrading effects on voice radio communication could jeopardize flight safety. To address this issue, the goal of the present study was to examine the degree to which such noise impacts voice radio communication intelligibility. Intelligibility was assessed employing a classic, well-established psycho-acoustic method, which uses human beings, rather than electronic …

The Adverse Impact Of Remote Command And Control Under Live Fire, Kip Smith Oct 2003

The Adverse Impact Of Remote Command And Control Under Live Fire, Kip Smith

Journal of Human Performance in Extreme Environments

The US Army is planning a shift in the mode of command and control between soldiers and their battlefield leaders. Soldiers will receive orders from afar through electronic means of communication. This practice is known as remote command and control. Reliance on remote command and control has the potential to erode trust between soldiers and their leaders and should, we hypothesize, slow soldiers' response times to commands to move and to shoot. We have conducted two field experiments to test this hypothesis (Pangburn, Freund, Pangburn, & Smith, 2003). Our laboratory was a paintball assault lane. While a paintball lane is …

Comparison Of Simulated High Altitude Pilot Effective Performance Time Between Habitual Smokers And Non-Smokers, James F. Fletcher Oct 2003

Comparison Of Simulated High Altitude Pilot Effective Performance Time Between Habitual Smokers And Non-Smokers, James F. Fletcher

Journal of Human Performance in Extreme Environments

Smoking attenuates the amount of oxygen that diffuses from the lung tissue and oxygenates the blood (Guyton, 1996). High altitudes attenuate the oxygen available for transport to the blood. However, little has been reported on the combined effects of these two forms of hypoxia (inadequate oxygenation of the blood). It may be that, together, these two hypoxic conditions react exponentially to critically affect human performance. Fifty-two participants were screened for cotinine serum values >200 ng/dl-1 , to flesh out nicotine usage, through urine sampling. Nineteen participants were entered into the smoker's group and 33 into the non-smoker's group. All of …

Transactional Stress: Challenge In A Capsule Environment, G. Daniel Steel Oct 2003

Transactional Stress: Challenge In A Capsule Environment, G. Daniel Steel

Journal of Human Performance in Extreme Environments

For the past five decades, research into specific features of capsule environments has been of interest to psychologists who study extreme environments. Along with this interest is a corollary theoretical effort to develop a classification system along general dimensions. The main impetus behind this endeavour appears to be a concern regarding the hypothetically harmful impact of the features. This article provides a brief overview of the environmental classification systems of Sells (1973), Harrison and Connors (1984), and Suedfeld (1987), and notes that many aspects of these approaches overlap the revised and more general transactional model of stress proposed by Folkman …

Assessment Of Real Data And Theoretical Issues In Extreme Aviation Environments, Peter I. Terrence, Richard D. Gilson, Peter A. Hancock Oct 2003

Assessment Of Real Data And Theoretical Issues In Extreme Aviation Environments, Peter I. Terrence, Richard D. Gilson, Peter A. Hancock

Journal of Human Performance in Extreme Environments

We investigated performance in extreme aviation situations using data recorded from actual in-flight emergencies that resulted in an accident. Response times to such sounds as alarms, auditory cues, and critical verbal statements were extracted from cockpit voice recorder (CYR) transcripts. Preliminary screening identified 14 CYR transcripts which permitted response time evaluation. Results from these selections showed crewmember response times ranging from 1 second to 41 seconds, with a mean and standard deviation of 9.57 s and 10.56 s, respectively. Despite the evident problems of sample size resulting in a positively skewed distribution and the limitations on the inferences drawn from …

Supporting Decision-Making In The Battlefield: Utility Of Multimedia Information Transmission, Sandro Scielzo, Adams Greenwood-Ericksen Oct 2003

Supporting Decision-Making In The Battlefield: Utility Of Multimedia Information Transmission, Sandro Scielzo, Adams Greenwood-Ericksen

Journal of Human Performance in Extreme Environments

In the theatre of war, environmental and workload factors (e.g., noise, time pressure) may dramatically overburden operator's cognitive processes. Well designed multimedia technology can successfully minimize both intrinsic (working memory capacity) and extrinsic (inefficient use of information) sources of cognitive load, thereby facilitating the decision-making process. These positive mediating effects of multimedia technology can occur during three distinct phases of human information processing: 1) during sensorial information acquisition, by filtering out unnecessary environmental noise and transferring information via context-dependent modalities; 2) during decision-making, by making critical task-relevant cues more salient; and 3) following response execution, by providing necessary feedback to …

Mitigating The Negative Effects Of Stress In Space Flight: Atransactional Approach, Haydee M. Cuevas Oct 2003

Mitigating The Negative Effects Of Stress In Space Flight: Atransactional Approach, Haydee M. Cuevas

Journal of Human Performance in Extreme Environments

The primary goal of this theoretical paper is to highlight how a transactional approach to investigating stressor effects during space flight can lead to a greater understanding of the complex processes by which humans adapt psychologically and physically to the adverse conditions encountered in this extreme environment.Transactional approaches conceptualize stress as occurring in the nature of the "transaction" (Le., interaction) between the individual and the stimulus environment, emphasizing the role of cognitive appraisal (Le., perceived ability to cope with the situation). Interventions that positively influence this cognitive appraisal process may, therefore, lessen the experience of stress and optimize human performance …

A Research Agenda For The United States Coast Guard, Krystal A. Bradley, Jeanne L. Weaver, Peter A. Hancock Oct 2003

A Research Agenda For The United States Coast Guard, Krystal A. Bradley, Jeanne L. Weaver, Peter A. Hancock

Journal of Human Performance in Extreme Environments

Historically, the United States Coast Guard has not been widely recognized as an armed force relative to those branches housed under the Department of Defense. However, the country's implementation of the Department of Homeland Security (DHS) has resulted in an increased awareness of the Coast Guard as a critical agency in the country's line of defense. In large part, this change has occurred because the Coast Guard has been incorporated as a part of DHS while previously the agency was housed under the Department of Transportation. Consequently, many problems relating to the day to day operations of the Coast Guard …
