This paper uses Rosenzweig’s conception of the three elements of God, World, and Human from The Star of Redemption in a model of universal history. The model also has some relation to Rosenzweig’s geopolitical essay, Globus, which is very different from the meta-historical Star. Speed safety cameras (SSCs) are a recognized countermeasure for targeting speeding-related crashes, injuries, and fatalities. SSCs have been introduced in various cities and are steadily expanding in use both in the U.S. and internationally. The extensive literature review of domestic and international documents and research papers reveals that the U.S. has been comparatively slow to adopt SSCs, with some other countries implementing these systems more extensively and earlier. Many local agencies are eager to learn SSC best practices and implementation lessons within the U.S. context. The design and main parameters of a plasma–chemical reactor containing two compartments are presented. One compartment houses a vacuum-arc evaporator, while the other houses a planar magnetron. The compartments are separated by a diaphragm with a dosing slot for injecting copper vapor into the TiN synthesis compartment. The conditions for the synthesis of superhard TiN-Cu composite coatings are experimentally determined. Based on established process parameters for TiN synthesis in a nitrogen-containing plasma by Ti evaporation using a vacuum-arc discharge, it is proposed to apply TiN-Cu coatings by injecting Cu vapor into the TiN synthesis area and sputtering Cu using a …

Background and Objectives:

Patients with rheumatoid arthritis (RA) are found to have a higher risk of dental diseases. Although herbal medicines (HMs) have long been used to treat various conditions, few studies focus on its impact on dental diseases. In this longitudinal cohort study, we assessed the correlation between HM use and risk of dental diseases in RA groups.

Materials and Methods:

A total of 2359 persons with RA aged 20–80 who were free of dental diseases between 2001 and 2010 were retrospectively enrolled from nationwide register-based data. They were then classified into HMs and non-HMs groups based on whether …

Objective: While patients expect timely appointments, little is known about how accurately patient expectations reflect the realities of access to a primary care physician.

Methods: We deployed a national survey (N = 6119, conducted in 2021) to measure patient expectations and a separate national field experiment (N = 11,016, conducted between 2013 and 2016) where trained research assistants called physician offices seeking an appointment to measure physician availability.

Results: Using multivariate regression analyses, we find that patients expected to call 1.9 physicians to secure an appointment, consistent with an appointment offer rate of 49%. However, expectations of 5.4 days wait …

In modeling quantum systems or wave phenomena, one is often interested in identifying eigenstates that approximately carry a specified property; scattering states approximately align with incoming and outgoing traveling waves, for instance, and electron states in molecules often approximately align with superpositions of simple atomic orbitals. Background: Autistic people face multiple barriers to health care. To recognize specific barriers in a standardized way, autistic people, health care providers, and researchers need a suitable measure. The Academic Autistic Spectrum Partnership in Research and Education successfully developed the Barriers to Healthcare Checklist— Short Form (BHC-SF). It remains unclear whether (1) a German version of the BHC-SF performs well in terms of psychometric properties and (2) the BHC-SF consists of multiple constructs (i.e., assessing structural validity). The aim of this study is to empirically assess the effectiveness of green infrastructure (GI) in South Korea as a way to enhance flood resilience. We applied a spatial analytical approach to examine the impact of GI on flood resilience. Specifically, we tested spatial dependence with Moran’s I and local indicators of spatial association, addressing it with spatial lag and spatial error models. We compiled government data on GI and other regional attributes for 226 administrative districts in South Korea. Purpose – This article critically analyses and critiques the operationalisation of the Trump administration’s anti- DEI policies on Diversity, Equity and Inclusion (DEI) initiatives in the United States of America and beyond. It specifically examines the attempt to silence DEI scholarship and practice, assessing the broader implications for social justice and global progress towards equity. Wearable and bedside sensors continuously generate electrocardiograms (ECG), photoplethysmograms (PPG), and related physiological waveforms that could enable earlier detection of deterioration and more personalized care. However, current deep learning pipelines in biomedical signal processing often remain taskand device-specific, degrade under domain shift (new hospitals, sensors, skin tones, motion), and provide limited uncertainty information for safety-critical decisions. We propose PhysioBridge, a foundation-model approach that learns a shared representation space for ECG and PPG via self-supervised pretraining and explicit physiology constraints, then supports downstream adaptation with distribution-free risk control. This study highlights a culturally responsive transformative school, family, and community partnership in the Western Region of the United States. The partnership served over 100 students and 300 parents of Black Pan-African immigrant descent responding to persistent school alienation. Using Critical Race Theory, Community Cultural Wealth, and a critical participatory action research design, we explored the structural forces shaping these experiences and the community-based responses that sought to resist them.

Data sources included professional development sessions, counterstorytelling, Theater of the Oppressed, asset mapping, and semi-structured interviews.

When Flood Warnings Fail: Psychological Predictors Of Information Clarity And Evacuation Intention, Katsuya Tanaka, Tadashi Kito, Kohji Tanaka

Flood warnings are often assumed—particularly within traditional average-effect models—to prompt uniform behavioral responses, yet real-world evidence suggests that message effectiveness varies widely across the population. This study empirically identifies and explains such heterogeneity using a factorial survey experiment (n = 1671) conducted among residents in flood-prone regions of Japan. We estimate finite mixture beta regression models to disentangle the distinct behavioral patterns underlying information clarity and evacuation intention. Results reveal two psychological segments: a Responsive majority, whose decisions are shaped by concrete and credible warning attributes (e.g., specific breach point, forecast basis, large-font display), and a Non-Responsive minority, who remain …

Forest fire and climate change are reshaping the snow hydrology of the Pacific Northwest of the United States, yet the combined effects of these disturbances on snow accumulation, storage, and melt timing remain poorly quantified in these Mediterranean mountain watersheds. This study integrates field-based snow and radiation observations with physically based modelling to evaluate how postfire forest structure, postfire snow albedo decay, and future climate change influence snow-water storage in the Breitenbush watershed of the western Oregon Cascades. Postsecondary education is at the forefront of preparing the next generation of cultural resource management (CRM) practitioners for the workforce. We conducted a study from 2022 to 2023 to gain perspective on improving postsecondary CRM curricula in order to better prepare students for careers in CRM. Our research included semi-structured interviews of nine key consultants with careers in CRM, along with a survey of the broader CRM professional community in the Pacific Northwest, USA. INTRODUCTION:Walking the Talk for Dementia (WTD) convenes people from every continent and multiple perspectives, including people with lived experience, in a 40- km walk followed by a 2-day symposium. The aim is collective reflective dialogue about dementia stigma without the burden of professional hierarchies.

METHODS: Qualitative reflections during and immediately following the walk were analyzed using content analysis to identify common themes.

RESULTS: Three themes demonstrate an evolution of perspectives about dementia and stigma: “meeting the person not the label”, “a community in solidarity”, and “I wasn’t treated like I was broken, and I wasn’t broken.”

Marine paleoclimate records for the last 1,000 years are scarce in the southwest Pacific, limiting our understanding of complex environmental changes that may have affected Ma ori seascapes and fisheries. We seek to begin filling this knowledge gap by studying stable oxygen (δ18O) and carbon (δ13C) isotopes in archaeological and modern otoliths from ta mure (Australasian snapper, Chrysophrys auratus), which provide information about water temperature, salinity, and fish diet and metabolism. Our results show that fourteenth and fifteenth century ta mure otoliths recorded environmental conditions that are comparable to twentieth century temperatures, with some evidence for anomalously warmer seas and/or …

As historic levels of funding to resolve and prevent homelessness draws down in Multnomah County, entities providing homeless services want to know the most effective ways of supporting people experiencing homelessness. The “Pathways” study aims to help answer that question. Through surveys and interviews, we sought to understand how people navigate their lives while homeless, and in particular how they interacted with homeless services. Overall, the findings reinforce what previous studies have found: people want housing, need housing to be affordable and within their means, and value helpful effective services. This dissertation introduces a new type of quantum automata, their encoding and circuit realization. I concentrate on possible applications in robotics. Several methods and application of quantum automata and quantum circuit-based controllers for elementary robotic systems, with a focus on humanoid robot motion, emotion, and behavior generation are illustrated in detail. The research introduces several novel methodologies that bridge quantum computing principles with robotic control, aiming to overcome the limitations of classical deterministic and probabilistic approaches.

The purpose of this study is to examine how the sequencing of budget simulations influences the alignment between priority goals and budgetary decisions. Drawing on behavioral perspectives, the study posits that two simulation sequences—goal setting to budgeting (default) and budgeting to goal setting (alternative)—shape individuals' budgetary responses, particularly the proximity between a program's total cost and the corresponding budgetary allocations. Leading Pedestrian Intervals (LPIs) and curb extensions are commonly implemented countermeasures intended to improve pedestrian safety at signalized intersections. While LPIs have a well-established crash reduction record, fewer studies have evaluated their impacts using surrogate safety measures or examined how curb extensions interact with LPIs to influence pedestrian-vehicle conflicts. This thesis investigates the effects of LPIs and curb extensions on pedestrian safety using detailed conflict data collected at eleven signalized intersections in the Portland, Oregon metropolitan area.

Aims:

Suicide among healthcare professionals is a growing concern. Despite evidence of high psychological distress in dental practice, suicide in dentists remains underexplored. This scoping review systematically examined the literature on suicide and suicidal ideation among dentists, including prevalence, risk factors, and temporal trends.

Methods:

Searches of PubMed, Scopus, Web of Science, and Dentistry and Oral Sciences Source identified English-language studies reporting suicide, suicidal ideation, or related mental-health risks in dental professionals. We present a comprehensive framework developed by the Northwest River Forecast Center for calibrating hydrologically diverse basins. The framework includes models for snow, soil moisture, routing, channel loss, and consumptive use. Data inputs include a wide range of open-access datasets for meteorology, land use, topography, and land cover. The framework uses conceptual hydrologic models to handle basins with various hydrologic regimes including rain-driven and snowmelt-dominated basins. We also develop a flexible automatic calibration system that can handle numerous unobservable model parameters in a computationally efficient manner. Agricultural methane emissions represent a significant contributor to global climate change, with irrigated rice cultivation beingone of the primary sources. Despite the availability of effective mitigation technologies, their adoption often remains limited dueto behavioural and institutional constraints. Water management practice that extends drainage periods during cultivation cancurb methane emissions from irrigated rice at low cost, yet uptake among Japanese farmers remains modest. This report documents the conduct and results of PIVOT's first review cycle, from its September 2025 launch through the submission of recommendations to President Ann Cudd on February 23, 2026. Track 1 reviewed 293 academic programs, each by three to five academic leaders, with calibration by the Deans' Council and feedback from units before classifications were finalized. Resulting classifications were 25 Grow, 85 Sustain, 112 Revitalize, and 71 Sunset. Track 2 reviewed 163 units through a Core Review Team, producing 7 Invest, 61 Sustain, 54 Reassess, 28 Restructure/Consolidate, and 13 Phase Out classifications. Throughout the 1890–1930s, the industry put forth an entire new iteration of publications that came to be popular with female readers. Electronic nicotine delivery system manufacturers, such as Charlie's Holdings Inc., ECBlend, Outlaw, and NicRiver, have recently introduced nicotine analogs, such as 6-methyl nicotine, 6-MN ("Metatine"), and nicotinamide, NA ("Nixamide," "Nixodine," or "Nixotin-free base and salt") in products to circumvent the U.S. FDA's premarket tobacco product application (PMTA) requirements. Marketed as "tobacco-free," "PMTA-exempt," or "FDA-approved," these compounds now appear in oral nicotine pouches and disposable bars/vapes from brands such as Outlaw Dip, Kumi-Six, SBX, Katchmi, and Spree Bar under proprietary labels including "NoNic6," "Metatine," or "NIC-SAFE." Introduction

In 2014, the National Institutes of Health (NIH) invested in the Building Infrastructure Leading to Diversity (BUILD) initiative to enhance diversity in the biomedical research workforce. As one of ten grantees nationwide, the BUILD EXITO project at Portland State University established an institutionally and geographically diverse consortium including local community colleges, a research-intensive medical institution, and universities and community colleges around the Pacific Rim. The goal of this collaboration was to support comprehensive research training for undergraduates from backgrounds historically underrepresented in the biomedical workforce.
