Negotiating The Guilty Plea: A Study Of The Process Of Felony Case Disposition In One Urban Court System, Kathryn Ann Farr
Dissertations and Theses
Recent research has led to a growing awareness that the dominant method of settling criminal cases in the United States involves disposition without trial. The overwhelming majority of criminal cases are settled by guilty pleas, and the majority of guilty plea dispositions involve some kind of bargain on the charge or sentence. The purpose of the present study was to examine and analyze the phenomenon of negotiating the guilty plea in terms of its relationship to the functional needs and ideal goals of the court system. A basic assumption of this study was that case disposition through a bargaining process …

Requisite Variety And The Second Law, Martin Zwick
Requisite Variety And The Second Law, Martin Zwick
Complex Systems Faculty Publications and Presentations
Although the Law of Requisite Variety (LRV) speaks directly about entropy (of a set of disturbances to a system, and of the states and effects of a regulator), the relation of Ashby's principle to the Second Law of Thermodynamics does not appear to have been commented on, In this paper, it is shown that, when regulation is viewed as a temporal process, the LRV can be interpreted as a statement of, and, in fact, a consequence of, the Second Law. In essence, the regulator reduces the variety (entropy) of the system being regulated by a compensatory increase of variety (entropy) …

A Tale Of Two Cities: Public Housing And Municipal Revenue Policymaking In San Jose, Costa Rica And San Salvador, El Salvador, Paul Barrett Macdougall
Dissertations and Theses
The scholarly tradition in urban policy analysis holds that a variety of economic, social and political background factors influence the nature and amount of output by the policymaking system. Here a number of these factors such as elections and parties, structure of the national economy and age and sex composition of the population are examined to determine their effect on public housing and local government revenue policy in two Central American urban centers. San Jose, Costa Rica and San Salvador, El Salvador were chosen for the study because they are in the same size range, both are capital (and primate) …

Administrative Thinking On Youth And Youth Programs, Norman L. Wyers, John F. Longres
Administrative Thinking On Youth And Youth Programs, Norman L. Wyers, John F. Longres
School of Social Work Faculty Publications and Presentations
Administrators have a lot of influence over the nature of youth programs. Because of this, their thinking on the causes of delinquency, the nature of ideal youth programs, and the role of youth workers were tapped. In the past, people in the field of delinquency have been accused of assuming an individual, personal problem or deficiency point of view. This study of administrators in the Portland, Oregon metropolitan area suggests that, while some evidence for a more social structural understanding exists, in general the individual problem perspective prevails. An explanation for the persistence of a personal problem perspective is advanced …
