Information technology (IT) has revolutionized the workplace and the provision of government services, and rapidity of change makes IT training essential. Planning, however, can be haphazard, and public sector training might not fulfill training needs. Elements that are essential to planning for the success of IT training in the public sector were identified from the literature: IT training organization structure/training provider, methods of IT training delivery, assessment of IT training needs, IT training expenditures, specific IT training needs, and strategies for improving IT training.

Using A Tuning Protocol: A Journey Of Creating And Sustaining Professional Conversations Among Teacher Educators, Foster Walsh

This article reports on the challenges of creating and sustaining on-going conversations about faculty teaching practices encountered by one Department of Teacher Education. The research indicates that higher education is experimenting with many forms of collegial discourse, yet remains instructionally isolated. This three-year journey includes gathering faculty support for increased talk about teaching, overcoming time constraints to meet together and experimenting with two discourse formats to increase conversation. A non-evaluative peer observation process was found to be helpful but not sustainable. BACKGROUND AND OBJECTIVES: Early-life exposure to environmental tobacco smoke (ETS) can result in developmental delay as well as childhood asthma and increased risk of cancer. The high cost of childhood asthma related to ETS exposure has been widely recognized; however, the economic impact of ETS-related developmental delay has been less well understood.

METHODS AND RESULTS:The Columbia Center for Children's Environmental Health (CCCEH) has reported adverse effects of prenatal ETS exposure on child development in a cohort of minority women and children in New York City (odds ratio of developmental delay = 2.36; 95% confidence interval 1.22-4.58). The past several decades have seen a rapid and profound expansion of knowledge within the biomedical sciences. Achievements in molecular biology, human genetics, and neuroscience, among others, have contributed to the realization that the complexity of science now lends itself to interdisciplinary and collaborative efforts. This transformation of biomedical science has led to questions regarding the organization of academic departments in U.S. medical schools around traditional basic science disciplines. High-profile instances of workplace violence and increased pressure from competitors have threatened the viability of one of the nation's largest employers, the United States Postal Service (USPS). As a result, the USPS began a massive change effort in the early 1990's. One of the initiatives implemented to improve labor-management relations was a derivative of the self-managed work team known as the crew chief program. This study provides a mixed-methods and multi-level approach to understand the impact this unique program had on organizational attitudes.

For decades, states have tried to reorganize their human service agencies in order to more effectively coordinate and integrate client services. Despite appearing to be a reasonable undertaking, previous studies indicated that such efforts met with only limited success (Dunkle & Surles, 1998; Pindus et al. 2000; Rabin & Steinhauer, 1988; GAO, 1992; Lynn, 1980; Owens, 1985).

Social purpose organizations (SPOs) are nonprofit organizations that fulfill their social missions by seeking revenue from traditional business activities. SPOs often face difficulties attracting and retaining organizational members with the necessary mix of social and business skills and values. When coupled with resource limitations and an unstable environment, these issues create serious strategic challenges for leaders of small SPOs. Between 1994 and 1996, Portland State University (PSU) expanded the definition of scholarship used to assess and reward faculty. Three conditions facilitated this change. The first related to PSU's urban history, culture and values. This context allowed faculty to approach their teaching, learning, and community engagement in scholarly ways. The second condition involved external forces, which challenged PSU faculty to identify and use their intangible assets in the scholarship of teaching, integration, and application. The American education system has two daunting challenges. First, citizens need to be able to function in an interdependent world. Second, public schools' demographics have changed dramatically. The City of Portland, Oregon has experienced unprecedented population growth in the last decade, much of which has been accommodated through infill development. Not all infi ll development has contributed to meeting design goals, prompting the City’s Bureau of Planning to launch the Infill Design Project in 2003. The Infill Design Project aims to improve the design of multi-dwelling and rowhouse development outside the Central City. Access To Care Among Vulnerable Populations Enrolled In Commercial Hmos, Matthew J. Carlson, Jan Blustein

Abstract: This cross-sectional study compares self-reported access to care among a representative sample of 13,952 HMO enrollees in New Jersey. Using multivariate logistic regression, this study found that compared with college graduates, those with less than a high school education reported more difficulty obtaining tests or treatment. Compared with whites, Hispanics were more likely to report difficulty seeing their primary care provider, and African Americans reported greater difficulty seeing a specialist and obtaining tests and treatment. Enrollees in poor health were more likely to report problems seeing a specialist and obtaining tests and treatment than enrollees in excellent health. Income …

Focusing on teacher learning, this study follows fifteen teachers in the crux of comprehensive school reform. These "regular" classroom teachers are the ubiquitous players of this theatre of school reform. "Regular" teacher is defined as a typical classroom teacher who is not actively involved in the district's school reform project or one who hasn't taken an active leadership role. ERP and other systems projects are now commonly preceded or accompanied by reengineering efforts. Traditional reengineering projects use a 'clean sheet' approach, in which companies attempt to design ideal processes without being bound to existing processes and constraints. When reengineering is associated with information technology (IT) implementation, the more common approach is known as 'tool-driven' or 'system-enhanced' reengineering. Under this approach, the new processes are designed with explicit attention to the opportunities and constraints presented by the capabilities of the new information system. Literature establishes that levels of organizational resource utilization can be impacted by the usefulness of the structures designed to facilitate their access and use.

This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

This thesis examined schisms in the Church of Jesus Christ of Latter-day Saints from 1830-1985, concentrating on the relationship of religious organizational development and propensity to schism. It was hypothesized that as a religious group institutionalizes, it experiences crises that increase the likelihood for schism. This study used the LDS Church as a case study to analyze how organizational development correlates with schismatic activity.

It was found that a church is most safe from schismatic movements when the church is organizationally stable, but before major accommodation has taken place. For the LDS Church, this occurred from 1850-1890 when the church …

The purpose of this exploratory descriptive study was to provide a first step in clarifying the role of the high school academic department chair as it is currently practiced in the state of Oregon. The study examined from the administrative perspective the potential for the continued development of the educational leadership role of the department chair as an administrative resource for instructional improvement. A researcher-constructed questionnaire was used to gather data from 27 Oregon school district superintendents, 34 high school principals, and 118 high school department chairs from English, math, science, and social studies departments in those same high schools.
