Enhancing Targeted Traffic Enforcement Efforts In Portland, Oregon, Max Coffman, Christopher Monsere
Enhancing Targeted Traffic Enforcement Efforts In Portland, Oregon, Max Coffman, Christopher Monsere
Civil and Environmental Engineering Faculty Publications and Presentations
Enforcement is a key component of any comprehensive traffic safety program, and through a unique effort the Portland Office of Transportation (PDOT) partners with schools, the court system, community groups and the Police Bureau to develop a coordinated citywide program to improve traffic safety. However, like many government agencies, the Police Bureau faces constraints that limit the resources it can devote to traffic safety. In response, PDOT and the Police Bureau’s Traffic Division have instituted a program of Strategic and Focused Enforcement (SAFE) to better allocate limited traffic safety personnel and resources. Using historical crash data, PDOT identified 30 high …
Children’S Perceptions Of The Learning Environment And Aesthetic Qualities Within Their Classroom, Sheryl Reinisch
Children’S Perceptions Of The Learning Environment And Aesthetic Qualities Within Their Classroom, Sheryl Reinisch
Dissertations and Theses
Primary grade children spend considerable time in elementary school classrooms. The learning environment can play a powerful role in the physical, emotional, social, and cognitive development of a child (Bredekamp & Copple, 1997). The aesthetic dimension is particularly intriguing. Studies positively link the condition of schools to student achievement and behavior (Earthman, Cash, & Van Berkum, 1995; Yarbrough, 2001). Educational literature often addresses the topic of learning environments; however, a key ingredient seems to be missing, the voices of children. If children are spending so much time in these settings, what do they notice? This study addresses the fundamental …

Redrawing The Color Line : A Case Study Of The Alliance Of Minority Chambers Of Commerce In Portland, Oregon, Francisca Inez Trujillo-Dalbey
Dissertations and Theses
This study focused on a minority coalition formed in 2002 to secure municipal parking lot contracts in the City of Portland, Oregon. It is grounded in Bates and Howell's (1998) theory of barriers to minority entrepreneurship. The minority group's actions are applied to Butler (1991), Prabhu (1999), and Dees' (2001) theory of social entrepreneurship. The formation of the coalition provides empirical support for Allport (195411979) and Pettigrew's (1998) positive intergroup contact theory.
The creation of minority group coalitions for community economic development purposes, using the chamber of commerce structure, adds to the community economic development literature. Further, the intercultural communication …
Initial Institutionalization Of Sustainable Production In State Of Oregon Policy; An Exploration Of Regime Politics During The Kitzhaber Administration, 1995-2002, Alex Welsch
Dissertations and Theses
Worldwide, institutions are incorporating sustainable development discourse into policy. Case studies of regional institutionalizations of sustainable development can inform scholars, policy makers and policy entrepreneurs as they interact with sustainable development agendas. This dissertation examined initial institutionalization of sustainable production in State of Oregon policy and explored the role of regime politics during Governor Kitzhaber's administration, 1995-2002. Discourse analysis, implementation analysis, advocacy coalition analysis and categories and criteria from literatures on policy history and the operationalization of sustainable development were used to analyze the character and strength of Oregon's institutionalization. This research found that, as suggested by regime theory, political …
First Impressions : A Study Of The Relationship Between Presenting Problems And Clinical Perception, Holly Elizabeth Fussell
First Impressions : A Study Of The Relationship Between Presenting Problems And Clinical Perception, Holly Elizabeth Fussell
Dissertations and Theses
Processes involved in clinical perception typically result in tangible outcomes of interest to clients and practitioners (e.g., diagnoses). In developing an overall impression of clients, practitioners integrate information related to target problems clients present. Substance abuse counselors, in particular, are increasingly being asked to assess clients for co-occurring problems. Domestic violence has been identified as a particularly salient co-occurring problem associated with substance abuse.
This dissertation draws on theory by Solomon Asch (1946, 1952) to examine how presenting problems such as domestic violence shape clinical outcomes and processes in substance abuse assessment interviews. Most clinical interactions occur, however, under confidential …
Association Of Course Performance With Student Beliefs: An Analysis By Gender And Instructional Software Environment, J. Richard Alldredge, Gary R. Brown
Association Of Course Performance With Student Beliefs: An Analysis By Gender And Instructional Software Environment, J. Richard Alldredge, Gary R. Brown
Office of Academic Innovation Publications
The effect of educational technologies on learning is an area of active interest. We conducted an experiment to compare the impact of instructional software on student performance. We hypothesize that some of the impact on student performance may reflect the influence of the technology on student subject-related beliefs and that those beliefs may differ by gender. We desired to assess how course performance may be associated with student beliefs, and how the association may differ depending on instructional software environment and gender.

Biology Faculty Publications and Presentations
Deep-sea hydrothermal vents are important in global biogeochemical cycles, providing biological oases at the sea floor that are supported by the thermal and chemical flux from the Earth's interior. As hot, acidic and reduced hydrothermal fluids mix with cold, alkaline and oxygenated sea water, minerals precipitate to form porous sulphide–sulphate deposits. These structures provide microhabitats for a diversity of prokaryotes that exploit the geochemical and physical gradients in this dynamic ecosystem. It has been proposed that fluid pH in the actively venting sulphide structures is generally low (pH < 4.5), yet no extreme thermoacidophile has been isolated from vent deposits. Culture-independent surveys based on ribosomal RNA genes from deep-sea hydrothermal deposits have identified a widespread euryarchaeotal lineage, DHVE2 (deep-sea hydrothermal vent euryarchaeotic 2) Despite the ubiquity and apparent deep-sea endemism of DHVE2, cultivation of this group has been unsuccessful and thus its metabolism remains a mystery. Here we report the isolation and cultivation of a member of the DHVE2 group, which is an obligate thermoacidophilic sulphur- or iron-reducing heterotroph capable of growing from pH 3.3 to 5.8 and between 55 and 75 °C. In addition, we demonstrate that this isolate constitutes up to 15% of the archaeal population, providing evidence that thermoacidophiles may be key players in the sulphur and iron cycling at deep-sea vents.
Presidential Values : Implications For Foreign Policy, Jordan Katherine Durbin
Presidential Values : Implications For Foreign Policy, Jordan Katherine Durbin
Dissertations and Theses
Highlighting presidential values brings to center stage the leadership dimension of foreign policy. Because values play an instrumental role in the policy process, understanding the dominant values of powerful leaders is crucial to sustaining democracy at its most basic level. An empirical study of public statements on Iraq by Presidents Bush, Clinton, and W. Bush from August 2, 1990, the date Iraq invaded Kuwait, through March 19, 2003 provides the data for analysis. Combining Lasswell's theory of political values and dictionary construct based on the language of values provides an analytical tool to minimize influence of political ideology and researcher …
Interpersonal Sensitivity And Information Sharing During Layoffs: Implications For Job Seekers, Rainer Seitz
Interpersonal Sensitivity And Information Sharing During Layoffs: Implications For Job Seekers, Rainer Seitz
Dissertations and Theses
Layoffs have become an increasingly common cost reduction strategy implemented by organizations. In addition to affecting those who lose their jobs or remain with the organization after a reduction, layoffs may also affect individuals outside the organization. A systems perspective on layoffs takes into account the various stakeholders who are affected by such an action beyond those traditionally studied. Job applicants are one group of stakeholders for which research on the implications of layoffs is lacking. The purpose of this dissertation was to examine the specific organizational justice factors of interpersonal sensitivity and information sharing in a layoff and their …

Social Regulatory Policy : A Challenge To Federalism, Kimberly Janet Russell
Social Regulatory Policy : A Challenge To Federalism, Kimberly Janet Russell
Dissertations and Theses
Access to assisted suicide has been the center of a federal standoff between Congress and the state of Oregon since 1998, but few academic papers on American federalism acknowledge this development. Through the initiative and referendum process, Oregonians gave themselves the right to assisted suicide in 1998. Congress reacted immediately, attempting to overturn the Oregon law with national legislation. By historical and constitutional precedent states control issues related to events of daily life such as birth, death, marriage, and healthcare issues. In reality, Congress has entered the arena of moral policymaking and protection under the Tenth Amendment is unreliable. The …

The Ends And Means Of Public Art Making: A Case Study Of "Public Art" And "Art In Public" In The Portland, Oregon Metropolitan Region, Svetlana Gennadyevna Karasyova
Dissertations and Theses
The subject of public art has been prolifically but narrowly discussed in conjunction with controversies over particular public artworks. To investigate more broadly the complex aesthetic, institutional, social and political dimensions of public art, I examine a pluralistic landscape comprising nine arts organizations in the Portland, Oregon metropolitan region. A neo-Marxist framework defined by David Harvey organizes the case findings into four topics: material practices or public art outcomes; beliefs, values and desires; institutions and their rituals; and power and social relations.
I capture the differences among the arts organizations by portraying them as metaphorically inhabiting unique spaces in the …
Nonlinear Dynamics Derived From The Oxyhalogen Oxidation Of Selected Organosulfur Compounds, Edward Chickwana
Nonlinear Dynamics Derived From The Oxyhalogen Oxidation Of Selected Organosulfur Compounds, Edward Chickwana
Dissertations and Theses
Structure, stability, kinetics and mechanisms of oxidation of some physiologically important organosulfur compounds were studied and the results obtained show that oxidation occurs mainly at the reactive sulfur center of the molecules. These results not only display the usual S-oxygenation pathways that have been observed with most thiocarbamides, but also show dimerization and cyclization.
The oxidation of guanylthiourea, GTU, was studied in the presence of mildly acidic iodate and the strong oxidants bromate and bromine. The GTU reaction dynamics with iodate show clock reaction characteristics and oligooscillatory formation of iodine both in excess oxidant and reductant. The major oxidation product …

Behind The Rhetoric: Applying A Cultural Theory Lens To Community-Campus Partnership Development, Kevin Kecskes
Behind The Rhetoric: Applying A Cultural Theory Lens To Community-Campus Partnership Development, Kevin Kecskes
Public Administration Faculty Publications and Presentations
The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. Because service-learning rhetoric is heavily biased toward egalitarian (reciprocal, mutual) relationship …

Planning In The Portland Metropolitan Area After Measure 37, Ted Reid
Institute of Metropolitan Studies Publications
Created in the aftermath of Measure 37, the Russill Fellowship is aimed at examining non-regulatory land use planning tools and their potential application in the Portland Metropolitan area, with a particular emphasis on habitat conservation. The above-mentioned ballot initiative and the larger private property rights movement have given an indication that Oregon voters perceive inequities in the State’s land use planning system. It is also clear that Oregonians still place a high value on the conservation of our state’s natural resources. According to a March, 2005 statewide survey, protecting farmland for farming is very important to 67% of respondents, protecting …

Place, Sport And Globalization: Making Sense Of La Marca Barça, Hunter Shobe
Geography Faculty Publications and Presentations
The case of Football Club (FC) Barcelona provides a compelling case for
examining the impact of globalization on the place/identity role of football
clubs. FC Barcelona has deep historical connections to Barcelona and
Catalonia. These connections were de-emphasized by the clubs leadership
under Josep Lluís Núñez (1978-2000) and Joan Gaspart (2000-2003) and
promoted again by Joan Laporta and his directors (elected in 2003). At the
same time, under Laporta, FC Barcelona has developed into a successful
global brand. How are we to understand this renewed focus on the local and
national discourses of place while the team is simultaneously promoted …

Local Lunches: Planning For Local Produce In Portland Schools, Lisa Anderson, Katherine Krajnak, Lisa Libby, Meghan Mackenzie, Sumi Malik, Katie Shriver
Master of Urban and Regional Planning Workshop Projects
In the 1990s, school districts across the country began to integrate fresh food grown by local producers into school meals and snacks. School food authorities and farmers have broadly defined this new movement, called “Farm to School,” as connecting schools and local and regional farmers. Farm to School programs benefit a community’s economy, improve student nutrition, and strengthen education curricula. Local Lunches seeks to initiate Farm to School efforts in Portland, Oregon, by identifying specific strategies that Portland’s school districts can use to incorporate more local produce in their school meals. This project was conducted under the supervision of Sy …

Analysis Of Relay-Based Cellular Systems, Ansuya Negi
Analysis Of Relay-Based Cellular Systems, Ansuya Negi
Dissertations and Theses
Relays can be used in cellular systems to increase coverage as well as reduce the total power consumed by mobiles in a cell. This latter benefit is particularly useful for mobiles operating on a depleted battery. The relay can be a mobile, a car or any other device with the appropriate communication capabilities. In thesis we analyze the impact of using relays under different situations. We first consider the problem of reducing total power consumed in the system by employing relays intelligently. We find that in a simulated, fully random, mobile cellular network for CDMA (Code Division Multiple Access), significant …

Addressing Cheating And Workload Characterization In Online Games, Christopher Chambers
Dissertations and Theses
The Internet has enabled the popular pastime of playing video games to grow rapidly by connecting game players in disparate locations. However, with popularity have come the two challenges of hosting a large number of users and detecting cheating among users. For reasons of control, security, and ease of development, the most popular system for hosting on-line games is the client server architecture. This is also the most expensive and least scalable architecture for the game publisher, which drives hosting costs upwards with the success of the game. In addition to the expense of hosting, as a particular game grows …
