Adolescent Preventive Care Outcomes Before And After Covid-19 Onset: What Is The Role Of Telehealth?, Sarah Hayden Knipper Jun 2025

Adolescent Preventive Care Outcomes Before And After Covid-19 Onset: What Is The Role Of Telehealth?, Sarah Hayden Knipper

Dissertations and Theses

Adolescents are a developmentally distinctive population with unique primary health care needs; they comprise about 10% of Oregon's population and more than half are covered by the Oregon Health Plan (OHP). This dissertation investigated significant declines in preventive care utilization (well visits and HPV immunizations) among adolescents enrolled in OHP during the COVID-19 pandemic and the relationship between the decline in utilization and the rise in telehealth availability. The study focused specifically on the role of race/ethnicity, geography, and access to health systems in mitigating or exacerbating decreases in preventive care. A mixed methods approach was employed to understand not …

Is Education Regulation The Solution To Help Lower Substance Use Rates And Substance Use Disorder In Oregon Youth?, Sophia R. Swain Jun 2025

Is Education Regulation The Solution To Help Lower Substance Use Rates And Substance Use Disorder In Oregon Youth?, Sophia R. Swain

Hatfield Graduate Journal of Public Affairs

How can we lower Oregon’s youth substance use disorder (SUD) and overdose rates? Oregon is third in the country for SUD, with 5.77% of adolescents (12-17) having documented SUD. Some claim that it is because of the decriminalization of drugs, like Senator Art Robinson, but another reason relies on how we are educating Oregon youth. Oregon education standards outline requirements for drug and alcohol education as well as Senate Bill 238. By analyzing school districts current prevention programs in high overdose-rate counties (Multnomah, Lane, and Josephine) and low overdose-rate counties (Washington, Yamhill, Linn, Deschutes, Marion, and Clackamas), a lack of …

Plan Mano Dura: A Punctuated Political Act? Addressing Gang Violence In El Salvador, Carlos A. Arias Jun 2025

Plan Mano Dura: A Punctuated Political Act? Addressing Gang Violence In El Salvador, Carlos A. Arias

Hatfield Graduate Journal of Public Affairs

On July 23, 2003, Salvadoran President Francisco Flores introduced a punitive and militaristic gang-prevention measure, Plan Mano Dura (Plan Iron Fist), in an attempt to solve the gang phenomenon plaguing El Salvador. Although it turned out to be an abject policy failure, its future effects and significance would far outweigh its intended impact, essentially dictating how El Salvador would combat gang violence for the next 20 years and beyond. As such, it is essential to better understand how such an ineffective policy could arise as a policy approach. This paper examines whether Punctuated Equilibrium Theory (PET) can account for the …

How The U.S. Can Protect Taiwan In The 21st Century, Zachary Surmacz Jun 2025

How The U.S. Can Protect Taiwan In The 21st Century, Zachary Surmacz

Hatfield Graduate Journal of Public Affairs

What U.S. policy would deescalate cross-strait tensions, while maintaining Taiwan’s security? This article is supported by the information and perspectives received from 12, one-on-one, semi-structured interviews with a variety of thought leaders in Taiwan. The goal of this proposal is to provide policymakers in the United States with a path for protecting Taiwan, while responsibly managing the U.S.-China relationship. The paper begins with a short background of the complex policy problem facing Taiwan and a review of the current official U.S. policy of “strategic ambiguity." The article then provides an evaluation of the U.S. policy by comparing its stated goals …

Evaluating The Elder Justice Act: Challenges In Funding, Implementation, And Coalition Dynamics, Annabelle Weberg Jun 2025

Evaluating The Elder Justice Act: Challenges In Funding, Implementation, And Coalition Dynamics, Annabelle Weberg

Hatfield Graduate Journal of Public Affairs

The Elder Justice Act (EJA) was a significant policy that passed in 2010 as part of the Patient Protection and Affordable Care Act. The goal of the EJA was to provide public health and social service programs for preventing, detecting, and treating elder abuse. Due to limited federal discretionary spending, most programs authorized under the Elder Justice Act have not been fully funded or implemented as intended.

The paper seeks to answer this research question: What has caused the limited funding and implementation of the Elder Justice Act, and what role have coalitions played? It analyzes the factors that have …

Dissertations and Theses

The Portland study examined past planning regulations and greenspace distribution over the period of fifty years, with particular attention given to neighborhood differences between invested and non-invested neighborhoods. This research utilized a mixed-methods approach through the synthesis of qualitative themes from oral narratives and archival records. Furthermore, I examined spatial greenspace using Normalized Difference Vegetation Index (NDVI) imagery. I tested the study hypothesis using the GIS Ordinary Least Squares (OLS) regression test to predict how key sociodemographic characteristics affect the provision of greenspace in non-white disinvested neighborhoods. The key findings indicated a consistent trend of inequity in greenspace, heavily shaped …

Reproductive Rights At Work: The Role Of Organizations In Menstrual Support, Emily Julia Ready Jun 2025

Reproductive Rights At Work: The Role Of Organizations In Menstrual Support, Emily Julia Ready

Dissertations and Theses

Painful menstrual symptoms affect up to 90% of people with uteruses globally. These symptoms can result in lost productivity at work and absenteeism for working individuals. Normative work structures have not been designed with accessibility and inclusivity for those with uteruses in mind. Therefore, women and those with uteruses have often had to work through barriers with no accommodations or systematic change. Currently, there is no published research in the United States on the nuances of the relationship between menstruation and work with the intention of exploring effective solutions. There has been discussion related to menstrual supportive policies, but there …

Unsettling Home: Traces Of An Unrepaired Settler-Colonial Past In "Redding, California," 1846-1924, Celeste Hegy

University Honors Theses

This thesis critically reads primary documents from the settler-colonial past of "Redding, California," my hometown. In this paper, I sketch out a series of moments of historical trauma which continue to cry out for repair. Through a series of episodes from the mid-nineteenth through the early-twentieth centuries, I examine how original settler thirst for land wrought a contested hegemony in principally genocidal flows of power between the settler-state and its settler inhabitants and the pre-existing local Indigenous nations and peoples. In the first chapter, I argue for an understanding of the dispossession of the northern valley as genocidal. In the …

From Lockdown To Learning: Understanding Motivation Shifts In High School Students Due To The Covid-19 Pandemic, Kelly Lindberg Jun 2025

From Lockdown To Learning: Understanding Motivation Shifts In High School Students Due To The Covid-19 Pandemic, Kelly Lindberg

University Honors Theses

The COVID-19 pandemic induced profound disruptions to the educational landscape, significantly impacting high school students' motivation to learn. This thesis explores how these disruptions affected students' intrinsic and extrinsic motivations through the lenses of three motivational theories: Self-Determination Theory, Maslow’s Hierarchy of Needs, and Expectancy-Value Theory. By examining changes in the learning environment, social connections, and mental health before, during, and after the pandemic, this study identifies key factors that shaped changes in students' academic engagement. The shift to online learning during the pandemic, combined with social isolation and increased mental health challenges, diminished students' intrinsic motivation and weakened their …

Codifying Capital: Legal Power, Racial Hierarchy, And The Gendered Dynamics Of Law, Tavia Andrew Jun 2025

Codifying Capital: Legal Power, Racial Hierarchy, And The Gendered Dynamics Of Law, Tavia Andrew

University Honors Theses

This paper analyzes how law operates as a structuring force within racial capitalism by applying Austin Turk's "law as power" framework. It explores how legal institutions not only reflect but actively reproduce racial and gender hierarchies through their functions. Drawing from foundational work by Cedric Robinson, W.E.B. Du Bois, Angela Harris, Kimberlé Crenshaw, and others, this paper defines racial capitalism as a system in which economic exploitation is inseparable from racial and gender domination. The first section contextualizes the emergence of racial capitalism and its intersection with gender, emphasizing how bodies are commodified and governed through legal regimes. The core …

Exploring Muslim American Attitudes Toward Genetic Testing: Perceptions, Barriers, And Ethical Considerations, Hannah Mahmoud

University Honors Theses

This thesis explores perceptions and attitudes toward genetic testing within the Muslim American community, a group often underrepresented in genomic research and public health discourse. Using a community-distributed digital survey, data was collected from 50 self-identified Muslim Americans on their familiarity with genetic testing, reproductive and ethical considerations, and the influence of religious factors. While only 18% had undergone genetic testing themselves, many were familiar through family or friends, and most expressed cautious interest—especially when results could influence future family planning. Education level, age, and religious values shaped both comfort and understanding.

A key theme was the desire for culturally …

If You Give A Website A Cookie: Educating Children About Online Privacy, Tina Mccomiskey

University Honors Theses

Internet usage increases every year, and internet-connected apps and websites make up a large portion of this growth, so it becomes more important to understand how the information we share on the internet can impact our daily lives. From companies using personal data for targeted advertising to hackers exploiting accounts by using public information to answer security questions, poor internet practices can cause a great deal of harm. These forms of exploitation show the need for more education on internet privacy. My Privacy Awareness Learning Games (myPAL Games) was designed to address this gap in education for children …

From Prohibition To Prescription: Exploring Injustice, Bias, And Science-Based Solutions, Alexander Campos Jun 2025

From Prohibition To Prescription: Exploring Injustice, Bias, And Science-Based Solutions, Alexander Campos

University Honors Theses

This thesis critiques the war on drugs for disproportionately targeting minority communities and prioritizing systemic exploitation over public health. It examines the flawed, politically influenced DEA drug scheduling process, which neglects evidence of the medical benefits of substances like cannabis, psilocybin, LSD, DMT, and MDMA. This thesis gives a brief history of the evolution of US drug policy, which contributed to mass incarceration, reinforced racial disparities, and failed to reduce overdose deaths. It also highlights the potential mental health benefits of decriminalizing and regulating psychedelics to treat conditions like PTSD, depression, and substance abuse disorder. This thesis concludes by promoting …

Death To Comphet: A Chapina Southern Lesbian Story, Doraly Oneida Perez-Valdez Jun 2025

Death To Comphet: A Chapina Southern Lesbian Story, Doraly Oneida Perez-Valdez

University Honors Theses

This paper is a counterstory that fights narratives that have been placed upon Latina Lesbians by everyone but us. The main topic is compulsory heteronormativity also known as "comphet". This autoethnography explains how "comphet" may affect different identities but specifically a Latina Lesbian from the South. There are nine chapters that explain how each topic affects a different aspect of identity but centers lesbianism. Societal reasons, cultural reasons, "date to marry" culture, Southern upbringing, sex education received, racial and gender stereotypes, and capitalism are all of the topics being explored through the lens of a Southern Latina Lesbian. These topics …

Analyzing The Intention To Volunteer Through The Integrated Model Of Behavioral Prediction, Sage Mendre Jun 2025

Nationwide, a significant portion of adults lack basic, functional literacy skills. To combat functional illiteracy in the United States, non-profit organizations who focus on literacy require the services of volunteers. In Portland, Oregon, the Portland Literacy Council (PLC) is responsible for training volunteer tutors to help people learning English as a second language (ESL) and native English speakers who want to improve their literacy skills. The integrated model of behavioral prediction (IMBP) is a communication theory that identifies the core factors that can lead to the intention to perform a behavior. The connection between volunteering in literacy environments and IMBP …

Pesticides As Multiple Stressors To Bivalves And Echinoderms, Alexandra Gabrielle Tissot Jun 2025

Pesticides As Multiple Stressors To Bivalves And Echinoderms, Alexandra Gabrielle Tissot

Dissertations and Theses

Pesticides are ubiquitous in aquatic environments, alongside numerous contaminants and other stressors that can result in combined exposure to target and non-target organisms. Nevertheless, traditional toxicity studies quantify the effects of these compounds at an individual level, and to a narrow range of traditional test organisms. Through this dissertation, I explored the presence and effects of commonly detected pesticides of concern in the Pacific Northwest in order to realistically quantify potential effects from combined stressors. In Chapter 2, I demonstrated my background knowledge on these select pesticides (atrazine, bifenthrin, diuron, indaziflam, and imidacloprid), including their chemical and physical properties. Using …

Geography Faculty Publications and Presentations

California's Imperial Valley, with lithium-rich geothermal brines, extensive flat agricultural fields with abundant desert sunshine, and access to transmission lines, is a leading case to explore interconnected themes around just energy transitions. Despite being the poorest county in California and one of the smallest, Imperial already provides 15% of the state’s solar electricity, and the region as a whole represents on the order of 25% of the state’s electric power capacity. This paper brings to light frictions over solar energy development that have emerged over the history of solar power development in the southern Salton Sea region. It describes the …

#Clandestini: How Italy's Center-Right Parliamentary Coalition Frames The Migrant Crisis On Social Media, Jenna Lynn Depasquale Jun 2025

#Clandestini: How Italy's Center-Right Parliamentary Coalition Frames The Migrant Crisis On Social Media, Jenna Lynn Depasquale

Dissertations and Theses

This dissertation examines the intersection of Italian neo-fascism, the Mediterranean migrant crisis, and digital media. Through a qualitative content analysis of the Twitter and Instagram posts made by Italy's center-right parliamentary coalition from 2014-2018, this research outlines frameworks that facilitate both the physical and social deaths of migrants. Twitter is a platform on which bite-sized xenophobic messages characterize migrants as criminals, spoiled youth, spreaders of infectious disease, and future terrorists--sometimes in a contradictory fashion. Instagram is a medium for conveying Italian identity and history, which disregards the longstanding contributions of people of color, including Muslims, in Southern Italy. Comment sections …

Latino Threat Perceptions And Immigration Attitudes: An Examination Across Generations Of Latinos, Michelle Angel Jun 2025

Latino Threat Perceptions And Immigration Attitudes: An Examination Across Generations Of Latinos, Michelle Angel

Dissertations and Theses

Recently, immigration has been a major focus in U.S. politics, more importantly with the current administration pushing for the implementation of punitive immigration policies. Research shows that perceived Latino threat is associated with support of Trump and harsh border controls. While existing research has expanded the perceived Latino threat and punitive border control attitudes among non-Latinos, less is known about how perceived Latino threat and punitive border control attitudes function within their own group and how they might vary across different generations of Latinos. Accordingly, there has been a shift in Latino voting preferences, specifically across different generations of Latinos. …

Is Ride-Hailing A Potential Solution For Older Adults After Driving Cessation? The Role Of Objective And Perceived Accessibility, Minju Kim Song Jun 2025

Is Ride-Hailing A Potential Solution For Older Adults After Driving Cessation? The Role Of Objective And Perceived Accessibility, Minju Kim Song

Dissertations and Theses

Due to age-related physical and cognitive changes, older drivers have a greater risk of crashes and are restricted by age-dependent regulation. Nonetheless, many older adults in the United States maintain a car-dependent lifestyle and still prefer driving. When driving cessation or reduction becomes necessary, a primary concern is finding suitable alternative transportation modes. However, the availability of alternative transportation modes does not guarantee their actual use of these options.

As a relatively new transportation mode, ride-hailing services, such as Uber and Lyft, offer on-demand, door-to-door transportation and may be a feasible transportation solution for older adults who stop driving. While …

"It Had To Stop": Content Analysis Of Fox News Library Censorship Discourse, Lex Faller Jun 2025

"It Had To Stop": Content Analysis Of Fox News Library Censorship Discourse, Lex Faller

University Honors Theses

Library censorship poses a threat to inclusive communities by foreclosing the possibility of finding diverse representations through media. Certain demographics are more dependent on libraries for media access than others. Censorship is therefore especially concerning for those who cannot purchase media or afford subscriptions themselves. The most vocal proponents of contemporary library censorship are ideologically conservative; therefore, conservative media ecosystems play a key role in library censorship discourse. Fox News television is the most watched television news channel by a wide margin in the U.S. and therefore has an outsized influence on U.S. adults. This research involved a qualitative content …

Beauty In The Feed: Exploring The Role Of Social Media In Women's Body Image And Emotional Satisfaction, Momina Hassan

University Honors Theses

Through a thematic analysis assessing four peer-reviewed studies, this thesis explores the relationship between social media (e.g., content, engagement factors) and how it impacts women's body image and emotional satisfaction. The studies varied in methodological approach and age demographics, but included only female participants. The research reviewed in this thesis calls attention to the harmful effects social media can have on women's health such as body dissatisfaction, anxiety, depression and disordered eating. The two main themes that emerged were appearance-based social comparison, and psychological impacts on mental health (e.g., anxiety, depression, disordered eating). Exposure to idealized images on social media …

"Change Is All There Is": Exploring Journalistic Coverage Of Gentrification In The St. Johns Neighborhood Of Portland, Or, Eva Kovolitsky

University Honors Theses

Gentrification, as an increasingly significant characteristic of contemporary urban spaces, has been the subject of a vast body of literature. This has prompted further research into how gentrification is described and the implications of language used in both academic research and popular media accounts. This study explores discourse used in journalistic coverage of gentrification in the St. Johns neighborhood of Portland, Oregon. Guided by past work in discourse analysis and critical urban geography, this study attempts to understand how academic discourse on gentrification is both reflected in and divergent from neighborhood-level discourse. This study used data from the St. Johns …

"Some Level Of Skill For Life": Secondary Teacher Librarians Supporting Student Information Literacy Skill Transfer Beyond Secondary School, Kasey L. Garrison, Kay Oddone

Communications in Information Literacy

Students entering higher education are expected to transfer information literacy skills and knowledge developed through their primary schooling and sharpened in their secondary years. However, the constant evolution of the information landscape means the mastery of these skills presents challenges for students to develop and teachers to teach. Through interviews, this phenomenological study examines the perspectives and practices of 19 Australian secondary teacher librarians supporting student information literacy skill transfer in school and life contexts and considers important changes in the teaching of these skills. Findings suggest time and content overload are preventing integration across subjects and limiting students’ ability …

Cultural Ecologies And Local Policies: A Comparative Analysis, Alexis M. Gonzalez Jun 2025

Cultural Ecologies And Local Policies: A Comparative Analysis, Alexis M. Gonzalez

University Honors Theses

In recent years, the role of arts and culture in economic development, community outreach, and local government has become focused on as a field of study. However, this is a new field of academic study, and there have not been many systematic comparative analyses of the role of arts and culture at the local level. Indeed, there is limited information at the state and federal level as well. Historically undervalued and underrepresented, yet with a streak of elitism involved, arts and culture is now being looked at as a major economic driver and social connector by policymakers at all levels …
