An Analysis Of The Effects Of Background Variables On Attitudes And Policy At The Bonneville Power Administration, Philip George Millam

The question is asked whether or not background, education, and training of middle and upper level bureaucratic personnel affects policy outcomes. The Bonneville Power Administration (BPA) serves as the agency examined. A written questionnaire sent to a random sample of BPA executives sought data on background variables with the intent of making comparisons. Most BPA executives are found to share very similar education and training backgrounds – namely, engineering studies at Northwest state universities. Also, attitudes measured are found to be more similar than different on most issues for the agency as a whole. This phenomenon is explained in terms …

In this research practicum we were concerned with the measurement and implications of factors which influence the meaning of work for white American women. The present study was a pilot study for the second part of a research project proposed by the Human Interaction Research Institute (H.I.R.I.). John Marks, Ph.D., was co-director of the first part of the project and is the director of this study.

This project is a descriptive study of the Albina Youth Opportunity School of Portland, Oregon. The school is described as one whose primary function is to help disadvantaged students who have extreme social and academic problems. The study focused on the students' perception of their teachers, who are defined by the school as teacher-counselors. Of the seventy full-time students, sixty-five participated in the study, and five refused to do so.
The major questions of the study were concerned with the students' assessment of the teacher-counselors characteristics. Main areas for exploration dealt with the students' perception of the role of a …

Some reactions leading to several anhydrous Uranium fluorosulfates through the use of fluorosulfonic acid or peroxydisulfuryl di-fluoride have been studied. It was found that HS0F can oxidize uranium 3metal to the +4 state or the +2 state depending on the reaction conditions. The synthesis of the tan solid; U(S03F)4 and the pale green solid thought to be U(S03F)2 were prepared in this manner. It was found that S206F2 can also oxidize uranium to yield the green solid U(S03F)3. S206F2 was …

A general class of cylindrical laser resonators is described in which the radiation propagates partially in the radial direction. There is a strong focusing of energy at the axis of such resonators. The low-loss cavity modes are related to ordinary gaussian beam modes. Two limiting forms are the disk laser and the tube laser, and some applications are considered.

This study is an analysis of the various factors affecting the population of raptorial birds on Sauvie Island, Oregon. A census of diurnal and nocturnal raptors was carried out along with an analysis of food habits. Once the major prey species were determined they were censused, and the effects of the land management practices on their numbers was investigated. In addition, 100 randomly selected nest boxes were sampled so as to determine the extent to which raptors were making use of them. Red-tailed hawk and Great Horned Owl nests were located.

Postcensal Population Estimates For Oregon Counties: An Evaluation Of Selected Methods, Guy Jeffrey Barnes

This study evaluates the results of three widely used methods for preparing postcensa estimates of counties. The methods are Census Bureau’s Component Method II, the Ratio Correlation Method and the Bogue-Duncan Composite Method. Hypotheses based upon empirical generalizations from previous comparative studies are tested. Statistical tools used are Average Percent Deviation (without regard to sign) and Standard Deviation of Percent Errors. Directional bias and frequency of extreme error are also examined. Evaluations are conducted of the accuracy of the estimates for groups of counties stratified in terms of density and growth rate dimensions. With few exceptions, Ratio Correlation produces consistently …

In this paper we derive a general expression describing the evolution of the transverse nuclear-spin magnetization for the Ostroff-Waugh multiple-spin-echo experiment in dipolar solids. Our approach consists of expressing the formula for the magnetization at even echoes in a form resembling an ordinary time-correlation function, and then evaluating this quantity by means of Zwanzig's projection-operator technique. For long times, we show that under certain conditions the echo envelope decays exponentially, in agreement with experiment. A general expression is obtained for the time constant T* associated with the decay. This result may be used to generate an expansion of 1T …

The P.S.U. Educational Center is an attempt to facilitate the access of Portland's inner city residents to higher education. It is an attempt to overcome the bitterness, defeatism and mistrust that many of these people feel toward education. In its four year history the Center has grown rapidly. The number of people served by the Center per term has risen from 15 in 1969 to 1,300 in 1972. Course offerings have increased from 5 to nearly 30. The question of whether the dielectric constant ε exists (is well defined) for a finite fluid system of rigid dipolar molecules is reconsidered and reformulated. It is found that this question can most simply be expressed in terms of the behavior of the position‐ and orientation‐dependent direct correlation function c(r1,ω1; r2, ω2). It is shown that ε exists if c satisfies the following two conditions: (a) c~–φ/kT for |r1–r2|>σ, where φ is the dipole‐dipole potential and σ is a length which is large microscopically but small macroscopically. …

The calculus of finite differences is used to develop a new method for expressing the thermodynamic limit of a reasonably arbitrary statistical?mechanical average as a power series in the number density ?. The method is simple, straightforward, and purely analytic: it involves no intermediate expansion in powers of the activity and it avoids the use of graph theory. Moreover, the method is developed independently of the prescription for computing the statistical average, a fact which lends to the results an especially wide range of applicability. Kinetics investigations of the thermal Cope rearrangement of meso- and dl-3,4-diphenylhexa-1,5-dienes were undertaken in order to gain information about the transition states for these reactions by determining the appropriate enthalpies and entropies of activation. Of particular interest were the activation parameters for the meso compounds' rearrangement as it represents the only known example in which both four- and six-centered transition states are of comparable energy.
Kinetics of the dl isomers' rearrangement in the temperature range 90-110° were determined using 5 X 10-5 M solutions of the olefin in heptane contained within sealed Pyrex ampules. Extents of reaction …

Precision measurements of the Mossbauer fraction of Fe57 in chromium were made using the black absorber technique over a range of temperatures from 78K to 792K. Because of uncertainty in corrections at high temperatures, only the data collected from 78K to 600K was used in analyzing the results.
The f values were analyzed in terms of a Debye approximmation. This analysis of the data yielded a theoretical fit which was based on two adjustable parameters (a Debye temperature of 438K and an anharmonicity parameter of 2 x 10-4K-1).

This thesis is a study of Johann Adam Moehler's critical theology as an achievement in the nineteenth century's quest for a historical methodology. As the first Catholic theologian to apply a critical-historical analysis to the development of doctrine, Moehler is important as both the theologian and as a German historian.
As the theologian, Moehler's efforts to discover the essential meaning of Christian doctrine led him to conclude that doctrine develops within a human context of experience, namely, the Catholic Church. This development of doctrine is possible given the organic nature of the Christian community and its relationship to the divine. …

In order to overcome the difficulties encountered in closed form solutions, moment-curvature-thrust relationships are developed for hybrid and nonhybrid cross sections utilizing an open form method. The use of horizontal sectors permits the inclusion of residual stresses and/or nonbilinear stress-strain relationships, if desired. Theoretical and experimental data are compared. Applications to circular tubes and other cross sections are discussed. Results indicate that open form solutions are feasible for calculating moment-curvature-thrust data. Hybrid cross sections are easily treated by open form solutions.

It is a frequent occurrence in accident cases involving alleged brain injury and attendant damage suits, for the defendant's attorney to charge the plaintiff in the case with malingering. In this thesis, the problem considered is that of linear static optimization of a large system which is composed of a finite number of subsystems, each characterized by its own constraint matrix and objective function.
The total system is itself constrained by resource availabilities and other factors, and its objective function is the mathematical linear sum of the objective function of the subsystems. The total system constraints couple together all the subsystems. In August of 1969 abortion became legal in Oregon. About a year later, in October of 1970, the Planned Parenthood Association in Portland began to offer pregnancy testing and counseling as part of their services. This is a new and separate program which is designed to help women find out if they are pregnant as early as possible (at low or no fee) and provide counseling on the problems connected with unwanted pregnancy. This study is based on a sample of women seeking pregnancy counseling at Planned Parenthood in Portland in the calendar year 1971. During that year about 1,230 …

In this study the trends of social work were examined and the importance of the family in social work practice was identified. The changing role of the school and its relevance to the total welfare of the child was historically documented. The components of the family life education movement were analyzed as were the social forces which contributed to its growth and development. The incorporation of family life education into the schools was reviewed. The active involvement of several disciplines and numerous national organizations, as well as the federal government, was identified in this process.

A new thin‐film tunnel triode is discussed which uses a p‐type amorphous film to achieve amplification of injected current from a tunnel cathode. It is not only the basis for a new semiconductor device but also suggests a novel method for measuring electrical properties of semiconductors.

Many practical problems in the field of engineering become so complex that they may be effectively solved only with the aid of a computer. An effective solution depends on the use of an efficient algorithm. Plotting root locus diagrams is such a problem. This thesis presents such an algorithm.
Root locus design of feedback control systems is a very powerful tool. Stability of systems under the influence of variables can be easily determined from the root locus diagram. This study was directed toward the development of a bistable wall attachment Flip-Flop device which was capable of directionally controlling particle flow. The particles were transported by a fluid stream which under the influence of wall attachment. The chemical properties of guanidinium tris(catecholato)siliconate, [(H₂N)₂C=NH₂]₂[Si(C₆H₄O₂)₃]·XH₂O (0 < X < 1), precipitated from an ammoniacal solution of silica and catechol by adding guanidinium hydrochloride, (H₂N)₂C=NH·HC1, were studied, and infrared, nmr, x-ray powder diffraction, and analytical data were gathered.
This same compound was, upon addition of' (H₂N)₂C=NH·HC1, isolated from 0.25, M aqueous catechol solutions buffered at pH 10 and containing the silicate minerals albite, andradite, muscovite, pyrophyllite, talc, and wollastonite, and also from unbuffered catechol solutions containing wollastonite and andradite.
It is concluded from this work that the formation of an anionic catechol-silicon complex, Si(C₆H₄O₂)₃²⁻, is largely responsible for the dissolution of the minerals mentioned above. From this conclusion, it is proposed that naturally occurring members of the class of organic compounds to which catechol belongs, the aromatic v̲i̲̲c̲-diols, may play …

Garner Ted Armstrong is fast becoming a well known religious and political commentator. The purpose of this thesis was to describe and discuss the techniques and characteristics of Mr. Armstrong's rhetoric. The question to be answered was "What are the characteristics of a successful religious broadcaster?" The method used-in the selection of the speeches to be used in this study consisted of selection a number of speeches (56), then breaking them down into theme categories.
