This thesis aims to investigate local conditions of high-tech industry development in the Portland/Vancouver CMSA. To do so, the research proceeds in four major stages. First, it is analyzed how historical factors contributed to the rise of high-tech industries in the CMSA. The second part consists of mapping the distribution pattern of hightech establishments. The U.S. Bureau of Census' County Business Patterns statistics are used to calculate the number of high-tech establishments and employees by branch (SIC code) and county; two high-tech directories help to identify the exact firm locations. A significant and challenging topic for contemporary geography is an understanding of how the social construction of space both reflects social forces and at the same time structures those forces. This thesis is a case study of how political and social attitudes, measured as an outcome of votes for different issues, reflect the social organization of space in Multnomah County, Oregon. It employs an arealstructural (ecological) approach. Using eleven different issues voted upon in the general elections of November, 1990, it analyzes relationships between ballot items and socioeconomic characteristics of the electorate for small geographic areas in the county. Archaeological sites in the New World are the fragile and non-renewable remains of cultures which flourished for thousands of years prior to European contact and displacement. Sites which escape the effects of erosion and development often fall victim to vandalism. Cultural resources, including rock art and other archaeological sites, are protected by state and federal laws which prohibit the removal or disturbance of the sites, whether from development or from vandalism. Vandalism is frequently seen as a problem for law enforcement rather than a problem for cultural resource management. The main objectives of the study of maroon communities are: to obtain archaeological data that can be used for the interpretation of the socio-cultural patterns of the behavior of the Maroons; to determine the factors that contribute to the location and character of Maroon settlements; and to obtain material for dating and providing a chronological framework for the origins and development of maroon heritage in Jamaica The overall objective is to identify the character and mechanism of the functional adaptation of Maroon societies in Jamaica over time.

Portland and Seattle are often considered to be divergent in character, partly because civic leadership in each city has a different vision. The adoption of contrasting downtown core plans, projects, and policies in each city allows us an opportunity to understand the nature of each city's regime. As defined by Elkin, an urban regime is the community's governing coalition, those who exercise public authority in a legal sense and those private actors able to act collectively and bring concerted influence to bear.

Downtown planning since World War II has been based on constantly changing assumptions about the nature of central business districts. From 1945 to 1955, downtown was seen as the city's unitary center, and the focus of planning activity was the improvement of downtown access and circulation. Between 1955 and 1965, downtown became a declining activity center and failing real estate market; planners and business groups fought decline and competition from the suburbs through programs like urban renewal. In the decade after 1965, a reaction against urban renewal led to a new conception of downtown as a set of distinct functional …

In 1964 Oregon novelist Ken Kesey published Sometimes a Great Notion, the impassioned story of a fiercely (even pathologically) independent family of loggers on the southern Oregon coast. The novel is much admired by Oregonians, who read it as a tribute to the vanishing American pioneer. The urban West appears only by implication in the form of a fumbling labor organizer who longs to return to the civilized cities of California. My argument is that what we see is what we're going to get. That is, the coming decades are likely to see the American West continue to work through …

The dissertation will outline an object-oriented model from which a next-generation GIS can be derived. The requirements for a spatial information analysis and modeling system can be broken into three primary functional classes: data management (data classification and access), analysis (modeling, optimization, and simulation) and visualization (display of data). These three functional classes can be considered as the primary colors of the spectrum from which the different shades of spatial analysis are composed. Object classes will be developed which will be designed to manipulate the three primary functions as required by the user and the data.

State Policy And Public Administration Impacts On An Emerging Industry: The Wine Industry In Oregon And Washington, Anthony Gene White

Oregon and Washington state administrative agencies’ impacts on economic development within the winery industry are examined. Policy cluster development appears to impact economic development programs differently in each state. The wine industry has flourished in both states since 1970, yet Oregon with 60% of Washington's population supports 10% more wineries. Oregon winery numbers continue to grow while Washington’s seem to have leveled out. From the literature and industry interviews, three variables were selected to be tested for their industry impacts:
- domestic consumption (state population times wine industry per-capita consumption);
- market domination (estimated from interviews and proportional market share); and

In view of theoretical proliferations in migration studies, there is a need for a more comprehensive approach to migration modeling. A central problem identified in this study was the multitude of potential variables for migration research and the lack of established procedures for selecting among them. Several studies on migration have attempted to answer cornmon migration questions, but with differing variables and therefore divergent conclusions. There is thus a strong potential for misinterpretation by researchers and policy makers. Partial theories of migration have been developed rather than a unified one. One fascinating aspect of archaeological analysis is the explanation of the frequency with which material manifestations of man's behaviour are bonded together. The complexity of the interconnections and associations makes it even more challenging and exciting. Areal variations of the relationships between cultural phenomena are so numerous that archaeologists have, over the centuries, looked for regularities or patterning among distributions of these material manifestations. Implementation research, an area once largely ignored in favor of policy design and impact assessment, now constitutes a significant portion of the policy analysis literature. One of the key issues addressed by the theory building portion of that literature is the necessity of precisely identifying implementation variables, conditions, or actions that measurably contribute to the success or failure of implementation efforts over a broad range of policies and programs, and to then suggest some order of significance. This master plan sets the direction for development of the Springwater Corridor into the premier urban recreation and alternative transportation corridor in the State of Oregon, with an expected annual user count of over 400,000. With its connections to neighborhood, community and regional parks and open spaces, in addition to employment centers and residential neighborhoods, it will pull users from a region-wide area as well as the 150,000 people who live within a two-mile distance along the route of the Corridor.

Most historians readily acknowledge the economic incentive that prompted many pioneers to migrate westward across the overland trail. Health motivations remain generally unexplored. Many Americans had settled the interior regions most suited to farming, especially the acreage around river valleys in the Mississippi drainage system. Unfortunately, health conditions were not favorable to human existence.
The dilemma of economic well-being versus health disaster motivated a number of Americans to seek better living conditions. Some chose overland migration to the Pacific Northwest. Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman

Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …

We are pleased to present the eighth edition of the Neighborhood Information Profiles. The Profiles were last published by the City of Portland's Office of Finance and Administration in 1986. This edition is based on the 1990 Census data.
This demographic report includes Census data compiled according to the boundaries of each of the 90 recognized neighborhood associations in Portland. The information about boundaries was gathered from neighborhood by-laws and interviews with neighborhood leaders. The boundaries are current as of August 31, 1992.
This report can be used for allocating needed resources and services, measure changes in conditions and populations, …

Although Portland, Oregon, and Seattle, Washington, have comparable early histories, similar economic bases, and parallel demographic profiles, their responses to the rise of a global economy in the 20th century differ. Both were regional capitals in the first half of the century. Since then, however, Portland has kept its traditional role and has gained ground as a regional capital, while Seattle has become a network city transferring goods, services, and ideas reaching beyond the Pacific Northwest. Many local planning departments have acquired and put into use advanced automated geocoding and Geographic Information Systems (GIS) to store, process, map and analyze geographic data. GIS technological advancements in hardware, software, and geographic databases - specifically, in geocoding methods to reference street address data to geographic locations - enable data to be integrated, mapped, and analyzed more efficiently and effectively. Also, technological advancements depend on organizational and institutional environments. This dissertation examines the turnaround of labor force migration patterns in the states of California, Oregon, and Washington in the 1970s. The focus of the dissertation is the simultaneous phenomena of economic deconcentration and employment migration in nonmetropolitan counties during the turnaround period. The theoretical approach of the research draws from the disciplines of economics, geography, and sociology to develop a model that addresses what attributes of areas attract labor migration flows. The study specifies that labor migration is a function of economic activities, the environment, and accessibility. The research focus is the role that economic and noneconomic factors play …

Simulation Design, Role Identification And Attitude Change In A High Technology Culture, Terry Robert Schumacher

Gaming-simulations (G-S) are those in which participants play roles, make decisions and receive feedback while interacting with a simulation model. This study used attitude change to measure of G-S effectiveness in exploring questions relating simulation design and effectiveness. To define participant attitudes and the content for a simulation, the organizational culture of a software engineering firm was studied using an ethnographic approach. Inconsistencies between the existing culture and expressed ideals were measured using an 40 item attitude questionnaire drawn from statements made during interviews. Simulation structure and participant cognitive style were factors hypothesized to influence identification with a simulation role. …
