Enviromental Enforcement Solutions: How Collaborative Seps Enhance Community Benefits, National Policy Consensus Center
National Policy Consensus Center Publications
In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.
Colloquium participants explored the benefits of expanding the SEP process to incorporate multisector, community-based collaborations in the selection, design, and/or implementation of …

Initiated in the summer of 2005 under contract to the Federal Highway Administration (FHWA), this project focused on the use of collaborative practices to address a range of transportation planning and development issues.
The project had four primary objectives:
- develop increased awareness among state officials of opportunities for the use of collaborative processes and collaborative governance systems in the transportation arena;
- identify one or more transportation collaboration opportunity in at least two states;
- identify collaborative training opportunities;
- develop and test a detailed assessment tool for use in identifying and designing transportation collaborations.

Science education and environmental education are not meeting the needs of marginalized communities such as urban, minority, and poor communities (Seller, 2001; U.S. Environmental Protection Agency [EPA], 1996). There exists an equity gap characterized by the racial and socioeconomic disparities in: levels of participation in scientific and environmental careers and environmental organizations (Lewis & James, 1995; Sheppard, 1995), access to appropriate environmental education programs (U.S. EPA, 1996), exposure to environmental toxins (Bullard, 1993), access to environmental amenities and legal protections (Bullard, 1993), and in grades and standardized test scores in K-12 science (Jencks & Phillips, 1998; Johnston & Viadero, 2000). …

The Heart Of The Matter: Aligning Curriculum, Pedagogy And Engagement In Higher Education, Kevin Kecskes, Seanna Kerrigan, Judy Patton
Public Administration Faculty Publications and Presentations
This essay explores the themes of curriculum and pedagogy, as outlined by the editors of this special edition, in the context of Portland State University's institutional transformation. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." In doing so we discuss how CBL and other civic engagement strategies relate to the disciplines, departments, and interdisciplinary work as well as how these various collaborative approaches affect pedagogy and epistemology at PSU.

An Evaluation Of The Oregon Department Of Transportation’S (Odot) Environmental Streamlining Efforts: A Focus On Cetas, Connie P. Ozawa, Jennifer Dill

The Oregon Department of Transportation responded to the federal call in the late 1990s to streamline the National Environmental Policy Act (NEPA) by (1) implementing organizational and procedural changes internal to the agency, (2) funding ODOT-dedicated staff positions in state and federal resource agencies, and (3) convening regular meetings with state and federal agencies with NEPA-related regulatory responsibilities. This latter effort evolved into the CETAS (Collaborative Environmental and Transportation Agreement for Streamlining) process that includes a management and a technical team element. Examines the effectiveness of vehicle buy-back programs such as the Bay Area Quality Management District's vehicle buy-back program, the largest publicly-funded scrapping program in the country. Attempts to identify who participates in such programs, and what the effects of participation are on efforts to reduce the amount of pollution generated by older vehicles.
