Seasonal Changes In Allocation, Growth, And Photosynthetic Responses Of The Submersed Macrophyte Egeria Densa Planch. (Hydrocharitaceae) From Oregon And California, Toni Garrett Pennington
Dissertations and Theses
Many rooted macrophytes form a dense canopy on the water surface that is detrimental to aquatic organisms, water quality, navigation, and recreation. Control of invasive macrophytes may be improved when management activities are linked to the plant's biology. The purpose of this research was to evaluate seasonal changes in the morphology, growth rates, allocation patterns and photosynthetic responses of a clonal submersed macrophyte. Egeria densa Planch. (Hydrocharitaceae) is highly invasive in the USA where it forms dense surface canopies in freshwater ecosystems. Using E. densa the following hypotheses were evaluated: (1) flowering stems have reduced capacity for vegetative growth as …

Culture War: The Battle For Portland's Lair Hill Neighborhood, 1968, James Tucker Jackson
Culture War: The Battle For Portland's Lair Hill Neighborhood, 1968, James Tucker Jackson
Dissertations and Theses
The youth explosion of the mid-1960s that spawned the hippie counterculture also bred fear among older Americans, many of whom viewed the cultural dissenters as immoral, deviant, and criminal. Some in the ranks of government shared this view and felt duty-bound to oppose the counterculture. This thesis examines one example of a municipal government and the series of policies it pursued to address the threat of a "hippie invasion" into the Lair Hill neighborhood in Portland, Oregon in 1968. The central question will be to determine whether these policies were enacted in pursuit of the stated goals of improved public …

The Structure And Function Of Small Nucleolar Ribonucleoproteins, Steve Reichow, Tomoko Hamma, Adrian R. Ferré-D’Amaré, Gabriele Varani
Chemistry Faculty Publications and Presentations
Eukaryotes and archaea use two sets of specialized ribonucleoproteins (RNPs) to carry out sequencespecific methylation and pseudouridylation of RNA, the two most abundant types of modifications of cellular RNAs. In eukaryotes, these protein–RNA complexes localize to the nucleolus and are called small nucleolar RNPs (snoRNPs), while in archaea they are known as small RNPs (sRNP). The C/D class of sno(s)RNPs carries out ribose- 20-O-methylation, while the H/ACA class is responsible for pseudouridylation of their RNA targets. Here, we review the recent advances in the structure, assembly and function of the conserved C/D and H/ACA sno(s)RNPs. Structures of each of the …

An Examination Of Faculty Experiences With Hybrid Formats, Jo Elsa Meyertons
An Examination Of Faculty Experiences With Hybrid Formats, Jo Elsa Meyertons
Dissertations and Theses
This phenomenological study investigated the experiences of a set of faculty who taught classes in hybrid format at a small liberal arts university in Salem, Oregon. For this study, a "hybrid format" course was defined as a course that includes elements of both traditional face-to-face and technology-enhanced (often Internet) course components. The study consisted of a set of heuristic interviews with faculty members identified through an empirical survey I conducted in Fall 2002 as part of my duties as Director of Instructional Design and Development for the university's technical services department.
Higher education leaders have consistently identified technology integration as …

A Preliminary Proposal For The Development Of A Distance Education Lubrary Media Endorsement Program At Central Washington University, Marwin Britto
A Preliminary Proposal For The Development Of A Distance Education Lubrary Media Endorsement Program At Central Washington University, Marwin Britto
Northwest Journal of Teacher Education
In Washington State, there are currently six higher education institutions which offer state-approved library media endorsement programs for certified K-12 teachers. Due to population and geo graphical factors, our institution, Central Washington University, finds it difficult to attract K-12 teachers during non-summer months. Currently, our library media program is only offered during the summer months. Consequently, we lose a lot of the potential market of those unavailable during the summers. With the growing demand for library media specialists throughout Washington K-12 school districts, the timing may not be better in developing and implementing a fully distance education (DE) model for …

Advancing Transdisciplinary And Translational Research Practice: Issues And Models Of Doctoral Education In Public Health, Linda Neuhauser, Dawn M. Richardson, Sonja Mackenzie, Meredith Minkler
Community Health Faculty Publications and Presentations
Finding solutions to complex health problems, such as obesity, violence, and climate change, will require radical changes in cross-disciplinary education, research, and practice. The fundamental determinants of health include many interrelated factors such as poverty, culture, education, environment, and government policies. However, traditional public health training has tended to focus more narrowly on diseases and risk factors, and has not adequately leveraged the rich contributions of sociology, anthropology, economics, geography, communication, political science, and other disciplines. Further, students are often not sufficiently trained to work across sectors to translate research findings into effective, large-scale sustainable actions. During the past 2 …

Conservationists rely heavily on support from sectors of the population that want wildlife and wild places protected, but for whom it is not a priority. Support for conservation is widespread but not deep and seems to be weakening. This must be changed. Some of the obstacles are material—such as, fewer people have spent any part of their childhood immersed in nature. But many of the obstacles to deepening support among various constituencies rests with conservationists' prejudices: a belief that if people know the facts they will do the right thing; that truth by itself can overcome propaganda; that people are …
Using Simulation To Evaluate Global Software Development Task Allocation Strategies, Siri-On Setamanit, Wayne Wakeland, David Raffo
Using Simulation To Evaluate Global Software Development Task Allocation Strategies, Siri-On Setamanit, Wayne Wakeland, David Raffo
Complex Systems Faculty Publications and Presentations
We describe a hybrid computer simulation model of the software development process that is specifically architected to study alternative ways to configure global software development (GSD) projects, including phase-based, module-based, and follow-the-sun allocation strategies. The model is a hybrid system dynamics and discrete-event model. In this paper, test cases have been developed for each allocation strategy, and project duration is computed for each configuration under a range of plausible assumptions for key parameters. The primary finding is that although under ideal assumptions follow-the-sun is able to produce impressive reductions in time-to-market, under more realistic assumptions the reverse is true, thus …
Public Finance : Differences, Similarities, And No Quick Fixes, Steve Novick
Public Finance : Differences, Similarities, And No Quick Fixes, Steve Novick
Institute of Metropolitan Studies Publications
Candidates for office, in every place and at every level of government, often talk as if they think they will be able to revolutionize both government services and the local (or state, or national) economy by, in some way, changing the structure of public finance. They’ll improve funding for basic services by prioritizing government spending. They’ll boost the economy by cutting taxes. They’ll replace an outdated, irrational structure by reforming taxes. They’ll make corporations and the rich pay their fair share. Et cetera. A review of the structure of public finance in the Portland metropolitan region suggests that any and …
Five Questions For The Future, Ethan Seltzer, Sheila A. Martin
Five Questions For The Future, Ethan Seltzer, Sheila A. Martin
Institute of Metropolitan Studies Publications
We suspect that every generation views its times and challenges as tougher and more challenging than any preceding time. Sometimes the issue is money, others it’s that elusive sense of leadership, or even “the vision thing.” Nonetheless, it’s less about what times used to be like that matters, and more about what we’ll do with the hand we’ve been dealt. Fundamentally, it’s about the future. As we reviewed the materials now in your hands, we identified a number of issues, five to be precise, that will distinguish or diminish the prospects for this region in the future. Certainly, other readers …

The Institute of Portland Metropolitan Studies (IMS) was created to connect the resources of higher education to the needs of the six-county, bit-state Portland-Vancouver metropolitan area (Clackamas, Clark, Columbia, Multnomah, Washington, and Yamhill Counties). In this spirit, we offer our 2007 Metropolitan Briefing Book. Our theme is regional variety. Variety has been touted as "the very spice of life" (William Cowper) and as "the mother of enjoyment" (Vivan Grey). Our region enjoys a good deal of variety--in its landscapes, in its economy, and in its people, their cultures, and their attitudes. These differences are important to local vitality and beauty. …

Multi-Stakeholder Collaborative Learning And Action Processes For Social Change And Sustainability : The Case Of A Regional Food System Effort In The Pacific Northwest, Janet Michelle Hammer
Dissertations and Theses
Multi-Stakeholder Collaborative Learning and Action (MCLA) is defined as a type of multi-stakeholder process that convenes diverse system members for the purpose of increasing individual and system knowledge and facilitating individual and collaborative activity supportive of movement toward a shared vision or goal. Despite increased theoretical and practitioner attention to the topic, questions remain regarding what reasonably to expect from MCLA processes and how best to design them. Further, little research has addressed the assertion that certain MCLA processes can facilitate domain development. Addressing these questions, this case study applies quantitative and qualitative methods to the analysis of two components …

Relic Hunting, Archaeology, And Loss Of Native American Heritage At The Dalles, Virginia L. Butler
Anthropology Faculty Publications and Presentations
Assesses the damage done to Native American sites and heritage by relic hunters and archaeologists digging in the mid-Columbia River region that was inundated by completion of The Dalles Dam in 1957. Long before the dam was built, relic hunters disturbed grave sites and mounds in their search for artifacts. The artifacts went into private collections or were sold, without concern for their context or for the rights and concerns of native people. The article also discusses the development of the profession of archaeology and the ways professional archaeologists were complicit in the desecration of native sites. Sites along the river …

Educational Achievement: Shaping The Region's Reputation And Driving Its Economy, John Tapogna
Institute of Metropolitan Studies Publications
Any region’s reputation in education is a key to its economic vitality. Businesses look for signals of a quality workforce. Families want good schools for their children. The Portland-Vancouver region is making progress in education, but the news is not uniformly good. On the positive side, Portland is rising in the ranks of so-called “well educated” cities—a reputation that benefits the region as a whole. Portland’s attractiveness to young, recent college graduates is well documented and has played an important role in the trend. The influx of young professionals is a plus for the regional economy. However, instability of K-12 …

Tienen Ventajas Cognitivas Los Bilingües Sobre Los Monolingües?, Eva NúÑEz-MéNdez
World Languages and Literatures Faculty Publications and Presentations

Quantum Physics And Welfare Policy?, Jack C. Straton
Physics Faculty Publications and Presentations
Welfare policy is examined through the paradoxical logic of Nagarjuna’s tetralema, providing a lens through which wave-particle duality in quantum mechanics is then viewed. Through this process students are challenged to radically expand their critical-thinking horizons beyond conventional dualistic bounds. They learn not only this key property of quantum reality, but have to come to grips with the nature of knowledge itself, and the degree to which they censor their own awarenesses.

Directflow: A Domain-Specific Language For Information-Flow Systems, Andrew P. Black, Chuan-Kai Lin
Computer Science Faculty Publications and Presentations
Programs that process streams of information are commonly built by assembling reusable information-flow components. In some systems the components must be chosen from a pre-defined set of primitives; in others the programmer can create new custom components using a general-purpose programming language. Neither approach is ideal: restricting programmers to a set of primitive components limits the expressivity of the system, while allowing programmers to define new components in a general-purpose language makes it difficult or impossible to reason about the composite system. We advocate defining information-flow components in a domain-specific language (DSL) that enables us to infer the properties of …
