It is important to consider the effects of past conflicts on the current perceptions of the people of Cyprus and of the future generations. This thesis contends that the ongoing division of Cyprus along with the many unresolved issues regarding past conflicts have had a profound effect on how the people of Cyprus perceive new information in regard to their future. The inquiry will explore the historical background of Cyprus and the affects of nationalism. The need for enemies, large group identity, divided societies and the need for dialogue will also be examined in relation to perception and new information. …

The introduction of invasive aquatic plant species (IAPS) can cause significant ecological and economic harm. IAPS can displace native aquatic plant species, impair recreation, and degrade water quality. Early detection of new invasions can improve chances for successful eradication or containment to reduce the risk of IAPS spread. The Oregon Department of Agriculture (ODA) lists the most egregious offenders as “Noxious Weeds” which are defined as plants classified by the Oregon State Weed Board that are injurious to public health, agriculture, recreation, wildlife, or any public or private property (ODA 2011).

The development of genetically engineered (GE) crops has focused predominantly on enhancing conventional pest control approaches. Scientific assessments show that these GE crops generally deliver significant economic and some environmental benefits over their conventional crop alternatives. However, emerging evidence indicates that current GE crops will not foster sustainable cropping systems unless the negative environmental and social feedback effects are properly addressed. Moreover, GE crop innovations that promote more sustainable agricultural systems will receive underinvestment by seed and chemical companies that must understandably focus on private returns for major crops. School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,366 students in Fall 2011, a decrease of 27 students (0.2 percent) from Fall 2010. This is the third consecutive year of K‐12 enrollment loss, but the change was small compared with the loss …

The Tri-City Service District (TCSD) and Clackamas County Service District #1 (CCSD #1), both of Clackamas County, requested that the Population Research Center (PRC) at Portland State University produce long-term population forecasts for each of the two sewer service districts. In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. The forecast horizon extends 30 years from 2010 to 2040, and projections are produced in 5-year intervals. For the 2010-2015 interval, forecast numbers for …

From 6 April – 19 September 2011 we monitored the distribution, abundance and productivity of the federally Threatened Western Snowy Plover (Charadrius nivosus nivosus) along the Oregon coast. From north to south, we surveyed and monitored plover activity at Sutton Beach, Siltcoos River estuary, the Dunes Overlook, North Tahkenitch Creek, Tenmile Creek, Coos Bay North Spit, Bandon Beach, New River, and Floras Lake. To date, the predominant use of systematic conservation planning has been to evaluate and conserve areas of high terrestrial biodiversity. Although studies in freshwater ecosystems have received recent attention, research has rarely considered the potential trade-offs between protecting different dimensions of biodiversity and the ecological processes that maintain diversity. We provide the first systematic prioritization for freshwaters (focusing on the highly threatened and globally distinct fish fauna of the Lower Colorado River Basin, USA) simultaneously considering scenarios of: taxonomic, functional, and phylogenetic diversity; contemporary threats to biodiversity (including interactions with nonnative species); and future climate change and human population growth. …

The equivalence between nonlinear ordinary differential equations (ODEs) and linear partial differential equations (PDEs) was recently revisited by Smith, who used the equivalence to transform the ODEs of Newtonian dynamics into equivalent PDEs, from which analytical solutions to several simple dynamical problems were derived. We show how this equivalence can be used to derive a variety of exact solutions to the PDEs describing advection in fluid dynamics in terms of solutions to the equivalent ODEs for the trajectories of Lagrangian fluid particles. This paper analyzes the effectiveness of public credit lines in promoting the performances of Brazilian firms. We focus on the impact of the credit lines managed by BNDES and FINEP in fostering growth measured in terms of employment, labor productivity and export. For this purpose, we use a unique panel data set developed by the Instituto de Pesquisa Econômica Aplicada (IPEA), which includes information on both firm-level performances and access to public credit lines. This particular data setting allows us to use quasi-experimental techniques to control for selection bias when estimating the impact of the public credit lines. The core …

We present reliable a-posteriori error estimates for hp-adaptive finite element approxima- tions of eigenvalue/eigenvector problems. Starting from our earlier work on h adaptive finite element approximations we show a way to obtain reliable and efficient a-posteriori estimates in the hp-setting. At the core of our analysis is the reduction of the problem on the analysis of the associated boundary value problem. We start from the analysis of Wohlmuth and Melenk and combine this with our a-posteriori estimation framework to obtain eigenvalue/eigenvector approximation bounds.

Since 1970 the percentage of women incarcerated in U.S. prisons has risen from nearly 3 percent to almost 7 percent—more than doubling in less than 40 years. This article examines explanations for this phenomenon—concentrating on two: Changes in the relative rates of arrest for females and males and sentencing reforms that were instituted during this period. The authors examine trends in female to male imprisonment rates from 1970 to 2008 across all fifty states using panel analysis. The only robust relationship they find is between the ratio of female to male incarceration rates and the ratio of female to male …

This article tells the story of Josefina Silva de Cintrón, (1884-1988), Puerto Rican journalist, feminist and arts impresario. Silva de Cintrón moved from San Juan to New York City in 1927. She published the Spanish language journal Artes y Letras from 1933 to 1939, and it circulated in 8 countries throughout the Americas. Artes y Letras was a publication that significantly enabled Spanish-speaking women’s activism in New York City. In its pages, women tested their ideas about feminismo. Their feminismo was Pan American in orientation and anti-racist in purpose, energized by the rhetoric of la raza. This article …

The task of providing an optimal analysis of the state of the atmosphere requires the development of dynamic data-driven systems (DDDAS) that efficiently integrate the observational data and the models. Data assimilation, the dynamic incorporation of additional data into an executing application, is an essential DDDAS concept with wide applicability. In this paper we discuss practical aspects of nonlinear ensemble Kalman data assimilation applied to atmospheric chemical transport models. We present a novel approach to the synthesis of incompletely specified reversible logic functions. The method is based on cube grouping; the first step of the synthesis method analyzes the logic function and generates groupings of same cubes in such a manner that multiple sub-functions are realized by a single Toffoli gate. This process also reorders the function in such a manner that not only groups of similarly defined cubes are joined together but also don’t care cubes. This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).

The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. Specifically, in the TAP, Lane Transit District subcontracts with human services agencies to conduct personalized in-home assessments with individuals with special transportation needs and who are requesting paratransit rides. Librarians and teaching faculty privilege peer review articles out of ideals rooted in academic culture more then for pedagogical reasons. Undergraduates would find greater benefit in the opportunity to search and critique sources related to their personal and creative interests as well as relevant to academic research projects. Librarians can adopt the role of change-agents by engaging relevant teaching faculty in discussions about the goal of research assignments relative to peer review literature. Framing this discussion is Paulo Freire's theory of banking information discussed in Pedagogy of the Oppressed (2000).

Given the competing demands on librarian's time, teaching and instruction are often a professional responsibility experienced in isolation with minimal colleague feedback beyond summative assessment. This article will describe a peer coaching pilot designed to increase teacher reflection, teacher collaboration, and to indentify future training and professional development needs. The article will report on the program's assessment facilitated by participant surveys. The peer coaching program described offers a model for fostering a community of teachers who are intent on improving and invigorating teaching practice.

The purpose of this case study is to explore how students make sense of and respond to messages about information in higher education. This study identifies the messages students in higher education receive about information gathering, conducting research, and the credibility and authority of information sources. This research revealed that students are receiving the message from faculty that format is a stand-in for credibility. Information literacy as defined by the ACRL is a set of standards and principles that can apply to all disciplines. This inquiry subjectively examines selected basic communication textbooks for information literacy concepts from the communication discipline point of view. Librarians can build on these concepts in library skills instruction sessions for first-year communication students. This analysis reveals that communication textbook authors are addressing information literacy concepts and standards with content, exercises, examples, and most importantly, context, and they are often utilizing their own discipline-specific terminology to do so. Biomimetic Broadband Antireflection Gratings On Solar-Grade Multicrystalline Silicon Wafers, Blayne M. Phillips, Peng Jiang, Bin Jiang

The authors report a simple and scalable bottom-up technique for fabricating broadband antireflection gratings on solar-grade multicrystalline silicon (mc-Si) wafers. A Langmuir-Blodgett process is developed to assemble close-packed silica microspheres on rough mc-Si substrates. Subwavelength moth-eye pillars can then be patterned on mc-Si by using the silica microspheres as structural template. Hemispherical reflectance measurements show that the resulting mc-Si gratings exhibit near zero reflection for a wide range of wavelengths. Both experimental results and theoretical prediction using a rigorous coupled-wave analysis model show that close-packed moth-eye arrays exhibit better antireflection performance than non-close-packed arrays due to a smoother refractive index …
