Ethics establishes the required rules and standards that govern the moral behavior of individuals or groups. It also distinguishes between right and wrong conducts. It involves honest consideration to underlying motive, to possible potential harm, and to congruency with established values and rules. Ethics is a branch of philosophy that theoretically, logically, and rationally determines right from wrong, good from bad, moral from immoral, and just from unjust actions, conducts, and behavior. Applied ethics refers to moral conclusions based on rules, standards, codes of ethics, and models that help guide our decisions.

A Defense Of Unilateral Or Multi-Lateral Intervention Where A Violation Of International Human Rights Law By A State Constitutes An Implied Waiver Of Sovereignty, Mitchell A. Meyers
ILSA Journal of International & Comparative Law
This paper seeks to defend United States intervention in states that violate international human rights law. To explain the modem framework behind the legal justifications for intervention, it is necessary to review the historical development of international human rights law, the concept of sovereignty, and the continuing conflict between the two principles.

Russian Minorities In The Newly Independent States, John Quigley
ILSA Journal of International & Comparative Law
One of the legal issues left by recent territorial change in Eastern Europe is the status of persons of a former majority group who become a minority. This issue has presented particular difficulties where, the remaining population is of an ethnic group that formerly held a predominant role vis-d-vis an ethnic group that, as a result of the territorial change, has become a majority.

Development And Evaluation Of Interactive Courseware For Visualization Of Graph Data Structure And Algorithms, Thomas E. Beutel
CCAC Theses and Dissertations
The primary goal of this dissertation was to develop and pilot test interactive, multimedia courseware which would facilitate learning the abstract structures, operations, and concepts associated with graph and network data structures in Computer Science. Learning objectives and prerequisites are presented in an introduction section of the courseware and a variety of learning activities are provided including tutorials, animated demonstrations, interactive laboratory sessions, and self-tests. Courseware development incorporated principles and practices from software engineering, instructional design, and cognitive learning theories. Implementation utilized an easy-to-use authoring tool, NeoBook Professional (1994), to create the overall framework and the user interfaces, and Microsoft …
