Following Hurricane Maria in 2017, the Federal Government’s use of diesel generators exposed the limitations of renewable energy for large-scale operational needs of the Department of Defense (DoD). Solar and wind are impractical and costly for such demands, and green and synthetic fuels face significant supply chain challenges unless produced on-site. Transportable nuclear reactors, proven effective by the Navy, can produce large quantities of synthetic fuel and reduce reliance on vulnerable supply chains. Expanding the DoD’s nuclear capabilities offers reliable, transportable energy, enhancing military logistics, reducing costs, and supporting emissions reduction efforts.

Breaking The Shield: Countering Drone Defenses, Zachary Kallenborn, Marcel Plichta

The article begins with an overview of drone defenses, with an emphasis on how they operate, and the trade-offs involved. The article then looks at countermeasures to drone defenses, surveying 11 different approaches to breaking the drone shield. The emphasis is on an overview to understand the scope of the possibilities and the potential trade-offs associated with each approach. Countering drone defenses depends entirely on which ones are employed and prove most effective, so the value of specific counter-countermeasures will change over time. “Responsive Space and Strategic Information” argues that the U.S. relies too heavily on large, costly satellites that are difficult to adapt in a crisis. This paper proposes a more flexible approach: responsive space. This means launching small, low-cost payloads on short notice to replace, reinforce, or add new capabilities when needed. Responsive space can also support information operations, shaping how adversaries perceive events and make decisions. By linking space capabilities with strategic information, the United States can improve deterrence and act faster in competition and conflict. In the future, speed, flexibility, and adaptability may matter more than size or permanence.

Hosted by the University’s Institute for National Strategic Studies, the conference brought together perspectives from practitioners in the U.S. Government and uniformed military, along with experts from academia and the think tank community in the United States, United Kingdom, Ukraine, and Taiwan, to discuss the lessons that the United States and its allies should take from the first year and a half of the effort to repel Russia’s invasion of Ukraine.

This issue of PRISM—titled “Forward Defense”—examines the security transformations taking place in these diverse but aligned countries. As distinct as these nine countries are they are each reinforcing, or in some cases rebuilding, their armed forces and reviving the Total Defense or Comprehensive Defense concepts they embraced during the Cold War. Total or Comprehensive Defense is a strategic approach that recognizes the multidimensional threat posed by autocratic countries and the existential threat to the liberal, rules-based world order. It understands that effective deterrence depends on both resistance and resilience and codes those into the respective security and defense strategies.

Dangerous Alliances: Russia’S Strategic Inroads In Latin America, Douglas Farah, Marianne Richardson

Russia’s strategic interests in Latin America center on establishing a multisector, persistent presence in the Western Hemisphere as a counterweight to U.S. and North Atlantic Treaty Organization (NATO) presence in the former Soviet Union and bordering states. The engagement focuses on aggressive implementation of what the West calls the doctrine of “hybrid warfare.” This approach fuses hard and soft power across multiple domains, recognizing the existence of a permanent state of confrontation with the West. This strategy undergirds the rationalization and operationalization of Russia’s invasion of Ukraine.

The United States, and the West, struggle to understand and respond to irregular warfare, whether by states or nonstate actors. Attempts to master the art have generated much new jargon, ranging from “hybrid war” to “the gray zone,” and most recently “integrated deterrence.” The terminology belies a struggle to overcome entrenched presumptions about war—a confusion that generates cognitive friction with implications for strategy. To inform a better approach, this monograph presents an analytical framework to assess and respond to irregular threats.

Russia’s failures in the early phases of the 2022 Ukraine conflict, and Ukraine’s successes, have raised questions about the implications for China’s People’s Liberation Army (PLA). U.S. and other foreign analysts have identified several lessons the PLA could learn from the Ukraine conflict that would improve China’s prospects in a future conflict with Taiwan and the United States or potentially with a different regional rival.
