This study focuses on the impact of poverty on student achievement in reading and the vocabulary development of students in rural elementary schools. It provides research through the literature review on the impact administrator and teacher leadership has on poverty as it relates to student achievement. The United Nations Development Programme (2020), reported that people are multi-dimensionally poor, experiencing deprivation in health, education, and living standards. The only way to combat poverty is through education (World Vision, 2021). Broadband Availability Vs. Adoption: Which Matters More For Economic Development?, Brian Whitacre, Roberto Gallardo

Many academic articles have explored the relationship between broadband and economic development in the United States. Looking at research published since 2012, we find that studies focusing on broadband availability find impacts on local employment and entrepreneurship- but mostly use outdated speed thresholds. Other studies show that broadband adoption is closely linked to household- and farm- level outcomes. When both elements are considered simultaneously, adoption seems to matter more.

Depredation, defined as the partial or complete removal of a hooked fish by a non-target species, is a cryptic form of mortality that can affect the accuracy of stock assessments and species management efforts. Accounting for depredation is crucial to minimize uncertainty in stock assessment models and to obtain accurate and reliable fisheries catch data. If these interactions are frequent, failure to properly quantify this form of mortality can lead to the underestimation of reef fish population removals, inappropriate harvest recommendations, and stakeholder unrest. In recent years, depredation has escalated in the Gulf of Mexico (GoM) reef fish fishery. Although …

Conservation planning products should enable organizations to achieve focus, coordination, and increased effectiveness to maximize ecological benefits. The increasing availability of large-scale geospatially-explicit data has greatly enhanced the ability to develop spatial planning resources and decision-support tools. However, the increasing number of tools and resources has also increased the awareness that independently created tools have the potential to misalign priorities within the same geography, i.e., assign different levels of priority to the same location or resource. Genetic improvement and hybridization in the Populus genus have led to the development of genotypes exhibiting fast growth, high rooting ability and disease resistance. However, while large biomass production is important for bioenergy crops, efficient use of resources including water is also important in sites lacking irrigation and for maintaining ecosystem water availability. In addition, comparison of water use strategies across a range of growth rates and genetic variability can elucidate whether certain strategies are shared among the fastest growing and/or most water use efficient genotypes. A Granular Look At Internet Speeds And Demographic Groups: Implications For Digital Equity, Roberto Gallardo, Brian Whitacre

This brief takes a granular look at broadband access using three broadband speed thresholds and 2020 Census block-level data in the nation and southern region of the U.S. Results indicate that rural Census blocks continue to lag urban blocks and that the share of population, including children, declines significantly when looking at faster speeds. Surprisingly, a higher share of minorities resided in Census blocks with broadband at faster speeds compared to Whites. Robust efforts, including leveraging Extension’s trust and partnerships with providers, are needed to ensure everybody can benefit from adequate internet.

State Policies That Impact Rural Broadband Availability, Brian Whitacre, Christina Biedny

States have taken a variety of approaches to improving rural broadband availability. However, few academic studies have explored the impacts of specific state-level policies. This brief examines the recent literature on this topic and highlights three main findings: 1) State funding and state broadband offices matter for increasing overall availability; 2) Restricting municipalities from offering broadband services holds back rural availability; and 3) “Dig-once” and permitting policies can improve fiber access.

A library hotspot lending program was popular with low and middle income Tennessee residents. The primary uses of broadband during the COVID-19 pandemic were for school work, connecting with family, conducting research and entertainment purposes. Residents used the program to access broadband when faced with a lack of reliable local broadband service or high-cost subscription plans. The Community Capitals Framework can be used as a strategy to address digital divide and improve broadband access for underserved communities that wish to replicate or expand similar programs. COVID-19 pandemic notably had a negative impact on work productivity and children’s academic performance.

Open access publishing not only increases accessibility to library materials and publications but also provokes the growth of predatory journals. The objectives of this study were to 1) corroborate the increasing concern of predatory journals, 2) identify journals publishing articles that commented on this issue, and 3) pinpoint occupations, academic disciplines, and geographic locations of these authors. This bibliometric study covered 2010-2020 tracking the library and information science literatures on the subject of predatory journals and outlined the trends.
