The purpose of this study is to show how a public assistance program has developed to meet the needs of a rapidly urbanizing society, and how, in Louisiana, this program has evolved from an incidental, casual, and uncertain activity of local governing units to an integrated, well-organized governmental function.

Legislative provisions for aid to dependent individuals form the base of the study; statistical information concerning the extent of assistance and explanation of the administrative organization of the various public assistance agencies bring out the sociological implications of a public assistance program.

John Hampden Randolph, a native of Virginia born in 1813 came to Mississippi with his parents in 1819. He grew up on his father's plantation in Wilkinson County and subsequently became a cotton farmer. This was his occupation in Mississippi until 1841 when he bought a plantation in Iberville Parish, Louisiana to which he moved in December of that year. For three years he raised cotton as a staple on his plantation. "Forest Rome," but at the end of that time changed to sugar cane.

The primary object of this paper is to present in a straight-forward manner the origin and early development of the Louisiana Penitentiary. Chief among reasons leading to the study was the frequently debated question as to why the state prison seldom, if ever pays Its own expenses. At present farming is the chief prison industry. A good farmer pays his upkeep, and usually rears a number of children. Why can not a farm conducted wholly by adult convicts, and their keepers, operate without cost to the state?
