Côte D’Ivoire remains a vital case in the fight against AIDS proliferation due to its status as one of the most centralized and influential state in West Africa. This paper analyzes the unique case that Côte D’Ivoire presents socially, economically and politically and how an effective and comprehensive prevention program must incorporate these three dimensions. Particular attention is given to the impact of recent cultural shifts in understanding HIV/AIDS, the Migrant Labor Thesis, the costs of the disease, and the role of war. This analysis examines the role of civil society organizations in the public policy process in Tajikistan. It begins with an examination of the emergence of civil society organizations (CSOs) in Tajikistan as a consequence of the government’s failure to address citizens’ needs, and its impact in resolving the socially significant problems in the post-conflict Tajikistan. This is followed by an exploration of the current political situation and the contextual policy environment in which CSOs must operate in order to exist. Developing Business Acumen In Chinese Business School Graduates, Rajaram Veliyath, Bonnie Stivers, Joe Hair, Teresa Joyce, Marko Sarstedt

Journal of Emerging Knowledge on Emerging Markets

This study assessed the importance of knowledge, skills, abilities (i.e., KSAs) and competencies for managerial success in China’s market economy. Business students at a major Chinese university were surveyed over a five year period, initially in 2001 and later in 2006, five years after China’s entry into the World Trade Organization (WTO). Using Partial Least Squares (PLS), the explained variances in business acumen and social motivation skills were higher after China’s WTO entry. The results were reversed for communication skills. The results confirmed the predictive relevance of entrepreneurial behavior and adaptability in the model. Overall, the results suggest an enhanced …

Both China and Kazakhstan have established sovereign wealth funds and financial state holding companies, where diversified asset management can move beyond Western financial markets to take multiple stakes in other emerging market businesses, including international private equity, commodities, and real estate. Faced with uncertain returns in the West, China and Kazakhstan are increasingly poised to evolve separate yet mutually cooperative investment projects to further diversify their own state portfolios away from Western capital markets. For instance, China’s financial conglomerate CITIC (China International Trust and Investment Corporation) acquired shares of Kazakhstan’s sovereign wealth fund Samruk-Kazyna. The availability of iPads and other mobile devices has provided new opportunities for communication, creativity, gaming, shopping, customer service, and more. With mobile devices surging in popularity among patrons, library innovators have started experimenting with these technologies in their services. Given the recent debut of these devices, the professional literature offers only a few studies about academic libraries that have harnessed mobile devices for reference, instruction, and outreach. In helping to expand this research, this paper presents the results of a survey of Association of Southeastern Research Libraries (ASERL) reference departments about their use of mobile devices.

To ascertain the use of e-books and e-book readers in academic libraries, a study was conducted by Judith Brook of Mercer University and Anne A. Salter of Oglethorpe University. The term wiki, derived from the Hawaiian adjective “wiki wiki” meaning quick or fast, was coined by Ward Cunningham who created the original WikiWikiWeb for the Portland Pattern Repository (Leuf, 2001, 15). Touted by Cunningham as “the simplest online database that could possibly work” (Cunningham, 2002, June 27) “ wiki” is alternately used to refer to both a wiki website and the software used to create and maintain it and was designed to allow multiple users to collaborate in its development (Klobas 2006, 3). The rapid development and release of emerging technologies have made their adoption challenging. Most often there are failing issues in organizational adoption of emerging technologies. It is yet unclear which component(s) of organization play the prominent role(s) in organizational readiness to adopt emerging technologies. Using a mixed method, this study conducted an online survey of 83 South African organizations for server virtualization adoption. Server virtualization is an emerging technology being widely adopted in most organizations in developed countries. The Federal Democratic Republic Of Ethiopia: Liberal Democratic Or Authoritarian Regime?, Solomon Terfa

The leaders of the Federal Democratic Republic of Ethiopia adopted their constitution on December 8, 1994. This analysis argues that the ethno-linguistic federal political system adopted by the founding members is problematic because the framers superimposed the constitution on the citizens dogmatically without thoroughly examining the country’s objective reality. Hence, the author contends that the ethnic federalist paradigm adopted in Ethiopia is diametrically opposed to the wishes and aspirations of the people as validated by a survey he conducted between 1992 and 1993. Governments around the world have in recent years, increased the numbers of women legislators through gender quotas. Kenyan women inched closer to the glass ceiling when a new constitution in 2010 guaranteed them 13 percent representation in the parliament. Kenya currently stands at 10 percent women representation, which is significantly lower than neighboring countries Uganda, Tanzania, and Rwanda, that stands at above 30 percent. A government’s commitment to an adopted policy may be the first step that symbolizes its genuine intent to ameliorate the living conditions of its people, particularly the relevant and/or beneficial populations for which the policy was formulated. Ghana’s President J. A. Kufuor’s New Patriotic Party government ended decades of debate about improving the conditions of the vulnerable group of women and children by establishing the Ministry of Women and Children’s Affairs. The purpose of this analysis is twofold. First, it undertakes a critical review of Nigeria’s performance within the five decades of its nationhood. Second, it compares its performance vis-à-vis a number of new states which started almost at the same time in both Africa and Asia using basic economic and political indicators. The article, however, infers that Nigerian political-economic performance is appalling, which has subjected citizens to living almost without the state in all ramifications. This paper compares the lives and work of Flannery O’Connor and Cormac McCarthy. The two authors share similarities in their backgrounds, careers, and work. The paper begins with an examination of biographical information of both authors to contextualize their work and note commonalities in their lives and careers. Recent mandates created by the federal government have placed a large emphasis on standardized testing in elementary schools. Educators now face the challenge of how to best prepare their students for these tests. In this qualitative case study research project, I collected data from four third grade teachers to determine how recent governmental laws impact their teaching styles; in this article I tell the story of two of those teachers. The origins of the American conservative movement lie in several strands of political and economic thought. The contemporary narrative about free and unfettered markets, i.e. neoliberalism, had been adopted from the early laissez-faire individualism of the American Old Right. In light of the recent political ascent of “Tea Party Conservatism” in the United States and its misappropriation of laissez-faire ideas, this paper traces the development of this one aspect of the American conservative tradition, what is now commonly referred to as libertarianism.[i]

Journal of Global Initiatives: Policy, Pedagogy, Perspective

Romania is the home of one of the largest Roma minorities in the world. This paper examined sources of negative attitudes toward the Roma in Romania by testing two explanations, that of societal integration and contact on a nationally representative sample. Our findings suggest that the negative attitudes against the Roma are largely driven by the type of relationships and contact that Romanians develop with the Roma. Having Roma in the family or as friends or colleagues at work decreases Romanians ' negative attitudes against the Roma. The paper develops the idea that post-communist societies are dysfunctional societies and applies this analysis to a study of contemporary Romania, 1989-2011. It looks at how the historical experiences of Romania both before and during communist rule created such a society, the development of Romania as a dysfunctional society between 1989 and 2002, and assesses the progress Romania has made in dealing with its legacy between 2002 and 2011 on the basis of several international indices.
