Every year, 650,000 individuals are released from prison in the United States. In the near future the number is expected to rise to 1.2 million. Of those released, statistics confirm that two-thirds will commit additional crimes and return to prison shortly after their initial release. This failure in prison reform comes at great expense to society not only in increased crime, but increased tax and spending. In recent years, the government has recognized this dilemma and called upon the faith-based community to partner with them in creating reentry programs aimed at reducing recidivism. Fiscal stress has confronted many American cities during the past six years, as global economic restructuring and reduced inter-governmental transfers undermined traditional revenue sources. Consequently, city governments have scrambled to implement fiscal policies that support core services within the constraints of available resources. The City of Grand Rapids, Michigan is examined as a case study of a Midwestern core city that is in the process of shifting from unsustainable to sustainable fiscal policies. Ultimately, the author concludes, the City should be able to achieve sustainability without relying upon outside resources (i.e., inter-governmental transfers, joint service provision, or large-scale privatization), although …

Compliance With Hygiene Recommendations For Human-Animal Contact At Petting Zoos, Kathleen E. Werden, Paul C. Bartlett

Background: Most children at petting zoos are at least somewhat naïve with respect to animal contact, which is probably why they are being taken to a petting zoo. Unfortunately, their immune systems may be equally naïve, thereby putting these children at high risk of contracting one of several enteric zoonotic diseases. A cross-sectional study was conducted to determine public and organizational compliance with current recommendations for hygiene and public safety for human-animal contact at permanent and temporary petting zoos. The focus of this study was the examination of communication issues in the field of law enforcement in order determine what effect if any, an officers’ organizational maturity has on their decision to utilize verbal and or non-verbal communications when performing their job, especially when interacting with citizens.
