Michigan Juvenile Waiver Law: Time For Repeal?, Debra Barnum

The sharp increase in violent juvenile crimes from 1988 to 1994 compelled Michigan and almost every other state in the United States to create harsher laws to make it easier to transfer violent juvenile offenders to the adult criminal court. Michigan’s resolution arrived with the passing of Michigan Compiled Law (MCL) 712A.2d, via Public Act 288 of 1996, which abolished the age limit for juveniles to be waived to criminal court for felony crimes. Since MCL 712A.2d was passed, violent juvenile crimes and the number of juveniles transferred to criminal court have markedly decreased. However, does MCL 712A.2d deter juveniles …

The issue of affordable housing is a complex and multi-faceted one. It often runs counter to the market principles, and is viewed with the same scrutiny and judgment as welfare programs at large. Affordable housing programs are funded primarily at the federal level, administered at the state level, and finally implemented through local communities. Given this relationship, it may seem that local communities have very little say in the way that affordable housing develops. This paper explores how empowering localities to tackle this issue through planning initiatives can have a significant impact on quality of life for low-income individuals. In …

The primary role of Intelligent Transportation Systems (ITS) system is to implement Advanced Driver Assistance Services (ADAS) such as pedestrian detection, fog detection and collisions avoidance. These services rely on detecting and communicating the environment conditions such as heavy rain or snow with nearby vehicles to improve the driver's visibility. ITS systems rely on DSRC to communicate this information via a Vehicle-to-Vehicle (V2V) or Vehicle-to-Infrastructure (V2I) communications architectures. DSCR performance may be susceptible to environmental changes such as air density, gravitation (gravitational acceleration), air temperature, atmospheric pressure, humidity, and precipitation.

Assessing The Predictive Validity Of The Youth Level Of Service Case Management Inventory 2.0 In A Sample Of Rural Juvenile Offenders, Julie Frick

This study evaluates the predictive validity of a juvenile risk need assessment, the Youth Level of Service/Case Management Inventory 2.0 (YLS/CMI), on a rural population of 215 juvenile offenders using a logistic regression model. The study includes the use of social and demographic variables as control variables, including gender, age, race, special education status, offense type, history of abuse and neglect, and the presence or absence of a police department in the geographic location of crime. The result of the study shows that the YLS/CMI composite risk score significantly predicted recidivism, (x"=19.796, df=1, N=188, p ≤.01). Directions for future research, …

Within the city of Grand Rapids, Michigan, the local Women’s Resource Center (WRC) fosters a mentoring program, New Beginnings (NB), with the goal to assist recently released jailed women to successfully reintegrate by achieving reentry goals. The following study examines how gender-responsive offender mentoring influences the success of women achieving reentry goals and reentering society. This study uses data from WRC that shows how many hours 78 mentees spent with their mentors before and after they were released from the Kent County jail and if reentry goals were met. Over the course of fifteen weeks, fourteen students and two professors explored the Criminal Justice System and the immense challenges faced by citizens as they attempt to reintegrate into their communities after being incarcerated. Through the lens of Systems Thinking, a system pioneered and described by Peter Senge, we dissected seemingly unrelated experiences to identify behaviors and patterns that have been intrinsic in the Criminal Justice System since “tough on crime” policies emerged into the early 1970’s. At work where Detroit’s kids live. In 2006, the Skillman Foundation committed $100 million to a decade-long investment in six neighborhoods. (See Figure 1, page 83.) Through this Good Neighborhoods Initiative, the foundation directed a majority of its grantmaking toward an intensive focus on changing the conditions where, at the time, one-third of Detroit’s children lived. The goal was to ensure that children in those places were safe, healthy, welleducated, and prepared for adulthood.

The initiative concluded in 2016, ultimately spanning 11 years and involving $122 million in grants, which represented 67 percent of the Foundation’s total grant spending in …

This article is a case study of Atlantic Philanthropies’ work in Northern Ireland, where it supported three thematic intervention areas: aging; children and young people; and reconciliation and human rights. Atlantic, a limited-life foundation that has been making grants since 1982 in eight countries, will close down by 2020 and is engaged in an exit strategy.

Atlantic’s original funding approach involved supporting key nongovernmental organizations to drive and advocate for change; its work helped to support and consolidate the peace process in that country. The Timing Of Welfare Payments And Intimate Partner Violence, Lin-Chi Hsu

I examine transfer schedules for the Temporary Assistance for Needy Families (TANF) program and find a causal relationship between the time directly after welfare payments and intimate partner violence against women. This study supports the hypothesis that the husband uses threats of violence as an instrument to gain control over the allocation of household resources, and suggests that the increased incidence in physical violence after welfare payments is associated with alcohol use. Additionally, I find that states that pay TANF recipients twice a month do not have this effect on threats of violence. This suggests that smaller, more frequent payments …

Following The Money: An Analysis Of Foundation Grantmaking For Community And Economic Development, Keith Wardrip, William Lambe, Mels De Zeeuw

The article challenges the perception among some in the field of community and economic development that small and socioeconomically distressed metro areas do not attract a proportional share of grant capital from the nation’s largest foundations.

The analysis presented in this article reviewed nearly 169,000 community and economic development grants made by the largest foundations between 2008 and 2013 to identify metro- area characteristics that are associated with higher levels of grant receipt.

The density of nonprofit organizations and the presence of large, local foundations are shown to be consistently significant predictors of grant receipt. After controlling for these and …
