Mr. Louis B. Toomer was an early civil rights activist in post-Civil War Savannah. Although born in Charleston, South Carolina, Toomer was a moving force of reform in Savannah for blacks. He entered politics in 1870, and, despite holding only one office, remained politically active throughout his life. As for other occupations, Mr. Toomer worked for the Postal Service, taught at a local school, and co-founded and edited newspapers. Louis was married, had several children, and was a devout Christian.

Savannah Biographies
In 1826, James Porter was born in Charleston, South Carolina, of free parents. At an early age, his parents dedicated him for a missionary. Because of an accident which left him crippled, he was unable to carry out this task. Therefore, he concentrated on receiving the best education available which consisted of ancient and modern languages. In addition to those studies, James also studied vocal and instrumental music under George 0. Robinson of Charleston.1 The remarkable talents Porter exhibited in music would eventually become the catalyst for his migration to Savannah, Georgia.

The date of his arrival in Savannah is unknown, but Noel was appointed Judge of the Courts in Upper Georgia prior to 1789 Tax Digest for Chatham County. Aspasia Mirault, Melissa D. Wolverton
Aspasia Mirault, Melissa D. Wolverton
Savannah Biographies
Aspasia Mirault, a Mulatto, was born in Santo Domingo and immigrated to the United States in 1800 as a free person of color. She probably immigrated to the United States because of the unrest in revolution-ravished Haiti. As Ms. Mirault was not born in Chatham County, no county records exist concerning her date of birth, and marital or family status. In William Harden's Recollections of a Long and Satisfactory Life, she is said to have had a husband named Simon Mirault; however, no other sources confirmed the marriage.
