U.S. Extension Systems - Facing The Challenge To Internationalize, Barbara G. Ludwig

The purpose of the study was to identify the characteristics that will describe an internationalized state Extension system. The study used a modified Delphi technique to explore and describe the characteristics of an internationalized state Extension system. By consensus of the Delphi Panel, five critical elements were identified. Extension systems can use these as criteria to make initial assessments on the level of internationalization present.

Cooperative Extension System Creates Common Ground Through Search Workshops, Carol L. Anderson, Peter Bloome, John Bottum, Irene Lee

The National Strategic Framework identified "common ground" on which the Cooperative Extension System has some agreement. Future search workshops engaged staff, volunteers, and customers in co-creating an ideal future. A sense of shared meaning emerged from the interests, values, and visions of individual participants.

Multicultural organizations value diversity and are challenged to take steps to foster pluralism. A study of Ohio Extension administrators using survey instruments and focus group interviews examined perceptions about Extension's response to diversity issues, knowledge of administrators toward diversity issues, and organizational ability to provide equal opportunity to all employees. Outlined are steps leaders have taken since the study to foster diversity within the organization, including the development of a diversity plan with goals and action strategies.

Constancy of change and the accompanying unsettling effect on people is causing distress throughout the CES system as salaried and volunteer staff are "at risk" of not becoming all they can be. The purpose of this article is to encourage readers to ponder the situation and dialogue with concerned others to collectively find ways to reduce risk and increase the likelihood that CES can be sustained well into the coming century. How well does information flow between field staff, state specialists, and administrators? State, area, and county staff completed a questionnaire about the amount of information they received, information they needed to receive, and sources of that information. Staff wanted more communication about job performance issues, decision making processes, and future developments in Extension. Strategies are presented which can improve communication, build morale, reduce misunderstandings and conflicts, and help Extension respond more quickly to public needs.

This study examined the implications of cultural diversity in Cooperative Extension. A review of the literature suggested ways through which organizations change when they become more diverse. These organizations are more able to recruit (and retain) culturally diverse staff, expand their reach, create new work and management styles, develop new patterns of interpersonal relationships, and build new structures. Focus groups with Extension staff indicated that Extension must enhance its affirmative action strategies, place greater value on diversity, concentrate on managing differences, reposition itself, create new management structures, and establish mechanisms that build a more supportive working environment.

When budget cuts force large staff lay-offs, the usual communication lines may not work. Minnesota Extension Service appointed a transition team representing all parts of the organization to supplement usual procedures and to provide personal support to those cut, their families, and colleagues. The team used confidential communication procedures and the theoretical work of Dr. Pauline Boss, Dr. Robert Veninga, and William Bridges to facilitate organized movement from old security to new reality.

In rapidly changing environments, both organizations and the people who make up those organizations must engage in continual growth, or risk becoming obsolete. All too often, professional growth is a hit-or-miss process. Learning opportunities selected are often those that meet immediate needs rather than future needs. Most professional development programs do not acknowledge a learners' career stages in helping individuals make choices regarding professional development. From Single To Multicounty Programming Units, S Kay Rockwell, Jack Fergason, Connie Jacobson, David Schmidt

In 1986, Nebraska Cooperative Extension administrators started exploring methods to gain greater efficiency, yet still serve Nebraskans with quality education and programs. This exploration resulted in developing multicounty Extension programming units (EPUs) to replace single-county programs. Multicounty programming units allows Extension to better meet the needs of current clientele. While a major reorganization is never easy, making such a transition may be necessary for Extension's continued viability as a provider of informal adult education.

Although you'll find a variety of articles in this issue, their underlying theme seems strikingly similar. It's simply that from the survival of the Extension System to individual educational programs, the attitudes of our clientele, publics, and Extension staff are critical. To ignore attitudes will be perilous; to understand them will surely help Extension become a more responsive and effective organization.
