A field study involving the development of a handbook for beginning school board members, by the writer, under the direction of Dr. Matzner of the Eastern Illinois University Department of School Service Personnel, is summarized in this paper. A handbook for beginning school board members was developed to assist them in the difficult areas of school operations as designated by board members now serving school districts in central Illinois.

In 1947, a large number of very small school districts surrounded Oakland, Illinois each with its own school board. In 1948, Oakland and all or parts of these 16 districts were consolidated by the vote of the people into a single school district as permitted by State Law (1948) thus forming Oakland Community School District No. 5.

Three attendance centers, the Oakland Elementary School; the Hindsboro Elementary School; and Oakland High School were operated from 1959 until 1968.

A new Elementary attendance center was completed in 1968, and the old attendance centers in Oakland and Hindsboro were closed.

Assertiveness training is a psychological intervention strategy designed to develop the skills of individuals who fail to defend and express their rights, feelings, or beliefs in a straightfoward manner.

Currently there is no set procedure regarding the composition of assertiveness training when modified to suit the needs of various populations. However a vast majority of professionals do employ effective basic techniques, i.e. behavior rehearsal, coaching, feedback, and social reinforcement to shape assertive request and refusal behavior.

The problem of this study was to increase the general publics' awareness of the difficulties Black Americans faced in pursuit of higher education.

The procedure was a twofold process. First, the writer reviewed some of the pre-college variables that affected the Black student. Second, the needs and concerns of the Black student at a predominantly White University were studied by the use of a questionnaire. The questionnaire was distributed to three groups on the Eastern Illinois University Campus. Since legislation has been enacted to insure the educational rights of handicapped students in the least restrictive environment, teachers and administrators are concerned with the placement of the students with learning disabilities in the regular classrooms.

Secondary teachers who do not have a background in special education find it difficult to accept students with learning disabilities into their regular classrooms. Upon assuming the principalship at Winchester High School, action was undertaken to aid the development of good lines of communication between the administration, faculty, student body and community. A preliminary study of Cooperative Purchasing, in Southern Illinois school districts, was conducted using the Delphi technique. A group of school personnel with Cooperative Purchasing experience was secured from the prescribed geographical area. These people, the experts, were asked to respond to a three round Delphi survey. The experts were to formulate their opinion from their own experiences and by reviewing the composite results of the previous Delphi round.

The experts reached a consensus of opinion on the Positive Delphi question. Ninety-eight percent of those surveyed stated that "Lower Prices" was the primary concern of a purchasing cooperative. The Negative …

While I was growing up, illustrations made deep impressions upon me. An illustration is a picture that explains and adds interest to the written part of a printed work such as a book. Often overlooked by others, for various reasons, this means of communication played a significant part in my life and art.

Raw Water Quality In The New Charleston, Illinois Pump Storage Reservoir, Kevin G. Lookis

Charleston, Illinois, a city located in east-central Illinois, recently implemented a new concept in a raw water system. Due to storage capacity-sedimentation problems in the old Lake Charleston-Embarras River raw water supply, the Charleston Pump Storage Reservoir was constructed. The new system involved building a dike separating the Lake Charleston impoundment from the Embarras River. Water to increase the storage capacity of the reservoir can now be selectively pumped into the impoundment from the river.

Raw water quality in the reservoir was monitored on a weekly basis for a full year from August, 1981 to August, 1982. The levels of …

Residual Phytotoxicity Of Mon-097 In Sludge Enriched Soils, Jennifer A. Woods

Aerobically and anaerobically digested sludges were added to soil at concentrations of 0, 1, 5, and 10% (v/v). Dry weights of Avena sativa var. Noble plants, harvested 28 days after planting, were greater with increased sludge concentrations. Plant dry weights were consistently greater with aerobically than with anaerobically digested sludge. MON-097, an acetanilide herbicide, was applied to these soil/sludge mixtures at concentrations of 0, 0.5, 1, 2, 4, 8, 16 and 32 ppm. Residual phytotoxicity of MON-097 was not significantly affected by sludge concentration. These results suggest that increased concentrations of sludge in the soil do not contribute to detoxification …
