Background: The skills and capacities developed during early childhood are the foundation for a child’s future academic functioning, economic productivity, and lifelong health and mental health. When young children have developmental delays or disabilities, early identification and intervention lead to better outcomes; however, only a minority are identified before school entry. Primary care is an important setting for identification of developmental and behavioral conditions as most young children attend well-child visits regularly and parents expect developmental guidance from pediatricians. Two key pediatric preventive services are recommended: developmental monitoring/surveillance at every well-child visit and developmental screening at 9 months, 18 months, …

This report examines the shift in U.S. youth justice systems toward using adolescent development science to improve interventions and measure youth success. It emphasizes the adoption of Positive Youth Development (PYD) principles, which focus on fostering positive relationships and skills rather than just preventing recidivism. The report highlights various frameworks—such as the Developmental Assets model and Positive Youth Justice model—that align with PYD principles and research on desistance from crime. These frameworks offer a path for transforming youth justice systems into strengths-based approaches that promote long-term positive outcomes.

The emergence of the New Public Management with its emphasis on performance measurements and managerial strategies such as accountability, efficiency, and cost effectiveness have encouraged nonprofit child welfare agencies in New York City to pursue the practice of the private sector. In the current environment, service delivery has become more entrepreneurial, strategic and outcome minded on the assumption that the market-oriented approach is more effective (Watson-Bishop, 2007). This study examines the relationship between policy and service delivery. Specifically, it investigates the impact of the initiative known as Improved Outcomes for Children on child welfare supervisors in a managerial environment.

John Jay College conducted a quasi-experimental evaluation of Youth Advocate Programs, Inc. by comparing justice system outcomes for a sample of Florida youth served by YAP, Inc. with a matched comparison sample of youth supervised by the public juvenile probation department. This report discusses the outcomes for YAP youth and provides estimations for the savings generated from reducing the need for commitment and out-of-home placement among court-involved youth.

U.S. Latino youth are as undereducated and underprepared today as they were in the 1960s, leading some to declare that there is a national “Latino education crisis” that is affecting the lives of millions. In 2012, the Research and Evaluation Center at John Jay College began to publish the results of an assessment conducted between Summer 2011 and Summer 2012. The project conducted surveys and measured the effectiveness of the National Forum on Youth Violence Prevention. In 2016, with the support of the Office of Juvenile Justice and Delinquency Prevention, the research team tracked perceptions and opinions in each community involved in the National Forum on Youth Violence Prevention.

Although links between history of maltreatment, attachment security, and maltreatment perpetration have been established, support for the intergenerational cycle of maltreatment remains weak due to definitional and methodological issues. In addition, less severe forms of child neglect that do not result in Child Protective Services (CPS) involvement have not been extensively studied. In order to expand our understanding of the cycle of neglect, the present study examined a model linking maternal mind-mindedness, maternal history of neglect, subthreshold neglect and child outcomes (physical, socioemotional, and intellectual).

Reclaiming Futures is an organizational change initiative that supports coordinated and individualized responses for justice-involved youth with problematic substance use issues. The Research and Evaluation Center at John Jay College of Criminal Justice compared people's perceptions currently working in Reclaiming Futures communities with similar colleagues from nearly ten years ago. The study suggested that communities with the strongest engagement in Reclaiming Futures tended to have more positive perceptions of their youth justice and substance abuse treatment systems, including key facets of administration, collaboration, and overall system quality.

Background: Children and adolescents in foster care with a history of complex trauma such as neglect, emotional, physical, and sexual abuse have a greater odds of being clinically diagnosed with depression in adulthood compared to children and adolescents without such a history. The current study examines the prevalence of depression in a national sample of children and adolescents aged 7 to 17 years. Child sexual abuse has always been a highly publicized and controversial topic due to the vulnerability of children. However, there have been several recent child sexual abuse (CSA) scandals garnering even more attention and concern. With the exposure of the Catholic Church abuse scandal in 2002, public attention became focused on the Archdiocese's poor and prolonged response. However, this crisis was not the sole case of widespread sexual violence and institutional failure. Across the country, child welfare agencies have started to implement casework practice models in an effort to improve the safety, permanency and well-being of vulnerable children and families. In their effort to do so, child welfare systems have faced complex contextual challenges to implementation. When justice-involved youth are supervised by local agencies and placed with locally operated programs rather than being sent away to state facilities, they are better able to maintain community ties. They stay connected with their families, and they are more likely to remain in local schools. Policy reforms that localize the justice system are often called “realignment.” New York’s “Close to Home” (or C2H) initiative is a prominent example of youth justice realignment. Well-known social scientist William Wilson notes the Black underclass is particularly at risk of developing behaviors and attitudes that promote educational and social isolation. This situation has become characteristic of America's inner cities (Wilson 1996). Education as the great arbiter of social mobility seems to be less true for America's most vulnerable Black students. Low-income Black students graduate high school at a much lower rate than their middle- to upper-income counterparts. Assessing clients’ satisfaction with family therapy interventions has important practical and theoretical implications. This article presents findings on client satisfaction after participating in functional family therapy (FFT), which addresses youths at risk of delinquency behaviour and communication problems in the family. Qualitative interviews and quantitative research methods are employed to compare programme perceptions with standardized therapeutic outcomes. The data include a parent or guardian interview, a youth interview, a services tracking form and the initial and discharge strengths and needs assessment (SNA). This research project considered two questions regarding forensic interviewers: Do forensic interviewers hold implicit biases toward people with disabilities? If so, could this influence whether a forensic interviewer finds a child with a disability believable? To examine these questions, a quantitative exploratory study was conducted. Using an online survey, participants were randomly assigned to read a scenario about a child's disclosure of sexual abuse (children with and without a disability), and respond to questions about the believability of the child. Participants then completed an adapted version of the Disability Attitude Implicit Association Test (DA-IAT). The results yielded four significant findings. …

This study involves secondary analysis of the national administrative data contained in two major federal child maltreatment and foster care data systems, the National Child Abuse and Neglect Data System and the Adoption and Foster Care Analysis and Reporting System for 2005 to 2010. The study examines the data related to screening in and determination of maltreatment reports (child maltreatment response), as well as the provision of services to children referred for maltreatment. Objective: Youth in war-affected regions are at risk for poor psychological, social, and educational outcomes. Effective interventions are needed to improve mental health, social behavior, and school functioning. This randomized controlled trial tested the effectiveness of a 10-session cognitive-behavioral therapy (CBT)–based group mental health intervention for multisymptomatic war-affected youth (aged 15–24 years) in Sierra Leone. Method: War-affected youth identified by elevated distress and impairment via community screening were randomized (stratified by sex and age) to the Youth Readiness Intervention (YRI) (n = 222) or to a control condition (n = 214). The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.
