Reliability Analysis Approach For Operations Planning Of Hydropower Systems, Jiyi Zhou, Ziad K. Shawwash, Daniel Archila, Paul Vassilev, Vladimir Plesa, Gillian Kong, Alaa Abdalla Aug 2014

Reliability Analysis Approach For Operations Planning Of Hydropower Systems, Jiyi Zhou, Ziad K. Shawwash, Daniel Archila, Paul Vassilev, Vladimir Plesa, Gillian Kong, Alaa Abdalla

International Conference on Hydroinformatics

Many existing hydropower storage facilities were built decades ago and components of these aging infrastructure facilities have higher risk of failure. Insufficient capacity or forced outages of the spillway and other waterway passage facilities during flooding incident could potentially increase the probability of dam safety incidents leading to public safety concerns. Currently approaches used to assess the risk and uncertainty in operational decision making are mainly based on qualitative assessment and expert judgment and can be significantly improved by the development of a framework that formally incorporates both qualitative and quantitative reliability analysis methods. Event tree analysis and fault tree …

Punishment Without End, Douglas N. Evans Jul 2014

Punishment Without End, Douglas N. Evans

Publications and Research

Criminal justice punishments are an investment that societies make to protect the safety and order of communities. Following decades of rising prison populations, however, U.S. policymakers are beginning to wonder if they have invested too much in punishment. Policies adopted in previous decades now incarcerate large numbers of Americans and impose considerable costs on states. Mass incarceration policies are costly and potentially iatrogenic—i.e., they may transform offenders into repeat offenders. Public officials and citizens alike often assume that known offenders pose a permanent risk of future offending. This belief entangles millions of offenders in the justice system for life, with …

Compensating Victims Of Crime, Douglas N. Evans Jun 2014

Compensating Victims Of Crime, Douglas N. Evans

Publications and Research

Victims of violent crime are often unable to access financial compensation to offset the costs of victimization (e.g., medical, lost wages, funeral expenses) despite the massive amounts of money set aside for just that purpose. Currently, there is about $11 billion in the federal Crime Victims Fund (CVF). Less than 10 percent of this amount is allocated to state victim compensation programs. This report explores the funding mechanisms used by federal and state governments to compensate victims of crime, and it describes the administrative and policy problems in these systems. The report offers several recommendations for improvement. States have their …

Translator, Traitor: A Critical Ethnography Of A U.S. Terrorism Trial, Maya Hess Jun 2014

Translator, Traitor: A Critical Ethnography Of A U.S. Terrorism Trial, Maya Hess

Dissertations, Theses, and Capstone Projects

Historically, the role of translators and interpreters has suffered from multiple misconceptions. In theaters of war, these linguists are often viewed as traitors and kidnapped, tortured, or killed; if they work in the terrorism arena, they may be prosecuted and convicted as terrorist agents. In United States v. Ahmed Abdel Sattar, a/k/a "Abu Omar," a/k/a "Dr. Ahmed," Lynne Stewart, and Mohammed [sic] Yousry, 02 Cr. 395 (JGK) (S.D.N.Y. 2003), Yousry, an Arabic linguist and scholar of Middle Eastern history, was labeled such an agent, his work as translator/interpreter construed as material support to terrorism, and his expertise recast as dangerous …

"If She Can Do It, So Can I": An Ethnography Of A Supportive Living Environment For Women In The Criminal Justice System And Their Children, Regina Cardaci Jun 2014

"If She Can Do It, So Can I": An Ethnography Of A Supportive Living Environment For Women In The Criminal Justice System And Their Children, Regina Cardaci

Dissertations, Theses, and Capstone Projects

There are now more women in prisons and jails than at any time in United States history. A large number of these women will be returning to the community. Women returning to the community after release from prison or jail face numerous challenges to successful reentry, e.g., securing housing and employment. In addition, following separation and care of their children by others, women with children struggle to resume their roles as mother.

This dissertation is an exploration of a program that assists women transitioning from incarceration to the community. This program helps women by helping to develop job skills and …

From Punishment To Treatment: A Providers’ Perspective On The Implementation Of 2009 Rockefeller Drug Law Reforms In New York, Robert Riggs, Jim Parsons, Qing Wei, Ernest Drucker May 2014

From Punishment To Treatment: A Providers’ Perspective On The Implementation Of 2009 Rockefeller Drug Law Reforms In New York, Robert Riggs, Jim Parsons, Qing Wei, Ernest Drucker

Publications and Research

Background: In 2009, New York reformed its “Rockefeller Drug Laws”, terminating mandatory imprisonment for many drug charges and expanding the availability of treatment alternatives to incarceration. The reforms occurred in an environment characterized by high incarceration rates, racial/ethnic disparities in drug convictions and incarceration rates, and expanded use of alternatives to incarceration. Early administrative data show a large impact on the criminal justice system. Few studies have considered the reforms from the providers’ perspective and none have sought to understand how providers are experiencing the reforms in their everyday practice.

Methods: To provide a providers’ perspective, we use a qualitative, …

Engaging Academics And Reimagining Scholarly Communication For The Public Good: A Report, Jessie Daniels, Polly Thistlethwaite Mar 2014

Engaging Academics And Reimagining Scholarly Communication For The Public Good: A Report, Jessie Daniels, Polly Thistlethwaite

Publications and Research

JustPublics@365 began as a discussion about how an interdisciplinary group of scholars at the Graduate Center, CUNY (located at 365 Fifth Avenue in Manhattan) might be able to bring their work together to foster greater social justice by sharing it in the public sphere.

We live in an era in which inequality is rampant. Media reports on inequality often gain little traction in a 24-hour news cycle dominated by the trivial. Activists work to address inequality in a myriad of ways, online and on the ground, but often lack connections to research or media that could further their cause. Key …

Denormalizing Violence: Evaluation Framework For A Public Health Model Of Violence Prevention, Jeffrey A. Butts, Lindsay Bostwick, Jeremy Porter

Publications and Research

John Jay College's Research and Evaluation Center evaluated the effectiveness of the Cure Violence approach to violence reduction. Between April 2013 and February 2014, researchers began the project by visiting Cure Violence sites in New York City and Chicago, the home base for Cure Violence. The research team observed the program's operation and assessed the model's suitability for detailed evaluation. The report addresses the operations of the Cure Violence model and how it differs from other approaches for reducing gun violence. It reviews the evidence underlying these models and proposes an agenda for future evaluation research.

Publications and Research

Extreme heat events (EHEs) are becoming more intense, more frequent and longer lasting in the 21st century. These events can disproportionately impact the health of low-income, minority, and urban populations. To better understand heat-related intervention strategies used by four U.S. cities, we conducted 73 semi-structured interviews with government and non-governmental organization leaders representing public health, general social services, emergency management, meteorology, and the environmental planning sectors in Detroit, MI; New York City, NY; Philadelphia, PA and Phoenix, AZ—cities selected for their diverse demographics, climates, and climate adaptation strategies. We identified activities these leaders used to reduce the harmful effects of …

Line Drawing: Raising The Minimum Age Of Criminal Court Jurisdiction In New York, Jeffrey A. Butts, John K. Roman

Publications and Research

This report was designed to inform New York's 2014 state commission on raising the age at which juveniles were charged as adults in New York courts. The report includes a review of existing evidence that supports raising the minimum age of criminal court jurisdiction in New York, describes the critical role economic consequences often play in such policy debates, and suggests how lawmakers should move forward by projecting the costs and benefits of reform transparently and objectively.

Renewal And Disposability: Projects And Narratives Of Development And Dispossession In The "New" New Orleans, Allison Padilla-Goodman Feb 2014

Renewal And Disposability: Projects And Narratives Of Development And Dispossession In The "New" New Orleans, Allison Padilla-Goodman

Dissertations, Theses, and Capstone Projects

When much of the physical landscape of New Orleans was destroyed with Hurricane Katrina, expedited change and a need to redefine the city's future rushed in. The "new" New Orleans would be decisively different: it would be change-oriented, optimistic, and a leader in progressive reform movements. Discourse around post-Katrina New Orleans was focused on making New Orleans "better than before" and becoming a national leader for cutting-edge urban renewal. On-the-ground change mirrored this discourse, as the city's institutional landscape was dismantled and reconfigured along lines of privatization and newness as the trend of "accumulation by dispossession" (Harvey, 2005) blanketed the …

Becoming Transnational Citizens: The Liberian Diaspora's Civic Engagement In The United States And In Homeland Peacebuilding, Janet Elizabeth Reilly Feb 2014

Becoming Transnational Citizens: The Liberian Diaspora's Civic Engagement In The United States And In Homeland Peacebuilding, Janet Elizabeth Reilly

Dissertations, Theses, and Capstone Projects

This study examines the relationship between civic participation in homeland peacebuilding and immigrants' political incorporation and integration in their local communities in the United States. It explores the impact of state (U.S. and Liberia) policies and local context on individuals' civic participation locally and in transnational activities. The study demonstrates the mechanisms through which state policies and local context influence Liberians' political participation in the United States and their transnational citizenship, defined as full legal membership and civic participation. The relationship between civic engagement in the United States and in transnational activities is not an adversarial one. Engagement with the …

Storm Surges, Disaster Planning, And Vulnerable Populations At The Urban Periphery: Imagining A Resilient New York After Superstorm Sandy, Andrea L. Mcardle Jan 2014

Storm Surges, Disaster Planning, And Vulnerable Populations At The Urban Periphery: Imagining A Resilient New York After Superstorm Sandy, Andrea L. Mcardle

Publications and Research

In the aftermath of Sandy, the destructive superstorm that had a devastating impact in New York City and other parts of the Northeastern U.S. in 2012, ideas and data proliferate about how coastal cities, such as New York, can pursue strategies of resilience to help withstand the next weather-related onslaught. This article argues that whether the city in fact acts resiliently must take into account the extent to which its proposals respond to the needs of vulnerable people housed along its coastline. Superstorm Sandy put a face to vulnerability, including 6,800 evacuees assigned to shelters, 1,800 of whom were residents …
