Infrared Monitoring Of Nuclear Power In Space, David W. Hafemeister

This paper assesses the level of confidence for monitoring a ban on nuclear power in earth orbit using unclassified information from astronomical observatories based on Maui, Hawaii, and from the Kuiper Airborne Observatory. It is concluded that existing military and astronomical observatories can detect and identify operating nuclear reactor sources, such as the Soviet RORSAT and US SP-100, on satellites with a very high level of confidence out to distances beyond geosynchronous orbit. The smaller radioisotope thermal sources, RTG and DIPS, could be detected with a medium level of confidence under certain conditions.

The current practice in the assembly of electronic components on printed circuit boards (PCBs) is serial production. a process characterized by very long set-up times. However, with the advent of efficient on-line process information .. new production control methods are now possible. This paper proposes a different production method, called the group set-up (GSU) method, which can significantly reduce set-up times. The traditional and the GSU production methods are compared, and it is shown that the GSU always performs better than the traditional method in terms of total production flow (throughput) and labour time However, the traditional method performs better …

Unshielded nuclear reactors provide the lightest and most survivable long-lived sources of electric power available to support military satellites. Restricting their use now, before a new generation of larger space reactors is tested and deployed by the US and USSR, could help prevent an arms race in space. Space nuclear power systems have been used by the United States and the Soviet Union since the 1960s. The Soviet Union has used orbiting nuclear reactors to power more than 30 radar ocean reconnaissance satellites (RORSATs). This is the final report on Phase 1 of this project, conducted between March and October, 1988, under Cooperative Agreement No. 814921. It addresses the issue of environmental risk communication under Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA). That act calls for the creation in each state of Local Emergency Planning Committees (LEPCs) which are to include representatives of local government; police, fire, hospital and other emergency response and public health agencies; facilities likely to use hazardous materials covered by SARA; community groups and the media. Hydrodynamic Forces And Band Formation In Swimming Magnetotactic Bacteria, D. C. Guell, H. Brenners, Richard B. Frankel, H. Hartman

Dense suspensions of magnetotactic bacteria form long, thin, stable bands perpendicular to the common, net direction of motion of the cells in a magnetic field. A mechanism for this phenomenon is proposed in which the hydrodynamic coupling between two swimming cells is described in terms of an approximate, far-field solution for the flow around one swimming cell. The calculated hydrodynamic interaction force and torque based upon this analysis are of the correct orders of magnitude and in the right directions to provide a reasonable explanation for band formation and stability.

The Role Of The Peripheral Vascular Bed In Arterial Pulse Wave Propagation, L. S. Baker, F. A. Anderson, Jr., H. B. Wheeler, William W. Durgin

An analytical model was developed to simulate human arterial pulse wave propagation in major arteries. It was verified with an experimental model. The models investigated the effects of the peripheral vascular bed on pressure pulse morphology. The models revealed that the capillary bed in normal humans acts as a high resistance, low reflectance, boundary condition.

The transition from basic automation to flexible manufacturing is an expensive and tedious procedure. It requires meticulous planning and almost clairvoyant forecasting to insure that the initial flexibility obtained is sufficient to allow growth and expansion in the future. This paper will suggest a systematic and methodological approach to achieve optimal flexibility and describe the present results of its application to an ongoing system transformation. Conclusions based on existing levels of completion are presented along with identification of critical and non critical flexibility requirements. Expenditures And Receipts In State And Local Government Finances: Reply, Michael L. Marlow, Neela Manage
Economics
Chowdhury (1988) adopts an alternative technique to test for causality between expenditures and receipts of state and loyal governments and claims that he obtains results that are different from those reported in our 1987 paper (Marlow and Manage, 1987). We disagree with many of his criticisms. In this reply, we argue that he misinterprets our results and policy implications and that his results are really not much different from ours; in fact, sometimes his results provide stronger support of our hypothesis.
