A Decision Tool To Optimally Select Pollution Prevention Projects Within A Constrained Budget, Charlotte Hudson
A Decision Tool To Optimally Select Pollution Prevention Projects Within A Constrained Budget, Charlotte Hudson
Theses and Dissertations
Pollution prevention managers need to select the best environmental projects for an installation within a constrained budget but have no standard way of selecting the optimal mix of projects. This thesis proposes a decision tool to aid decision makers in choosing this optimal mix. The model was built using decision analysis theory which provides a framework to aid the decision maker. Criteria sed in the model for selection was determined using a questionnaire sent to base-level pollution prevention managers. The model ses DPL, a software package designed to build, analyze, and conduct sensitivity analysis of decision problems to perform the …
Decision Support Model For Municipal Solid Waste Management At Department Of Defense Installations, John F. Muratore
Decision Support Model For Municipal Solid Waste Management At Department Of Defense Installations, John F. Muratore
Theses and Dissertations
This research focuses on the development of a decision support model to identify the preferred strategy for managing municipal solid waste using the principles of decision analysis theory. The model provides an effective decision making tool to evaluate and compare different municipal solid waste management strategies. The users of this model, the Environmental Manager or decision maker at a given installation, can enter installation-specific waste stream characteristics, treatment and disposal costs, and material buy-back prices to determine the expected value for various alternative strategies. The strategy having the greatest expected value is considered the preferred alternative. In calculating the expected …
Decision Support Model To Evaluate Methods For Reducing Air Pollution Emissions During Jet Engine Testing, Jeffrey R. Ullmann
Decision Support Model To Evaluate Methods For Reducing Air Pollution Emissions During Jet Engine Testing, Jeffrey R. Ullmann
Theses and Dissertations
The United States Air Force operates more than 6,800 aircraft that use more than 15,700 turbine engines. Whenever these engines are in operation they generate pollution. The majority of the pollution is composed of five air toxics: Particulate Matter, Carbon Monoxide, oxides of Nitrogen, Oxides of SulAir, and Unburned Hydrocarbons. Currently, the emissions from these engines are not regulated while the engines are in use in military aircraft. However, during the periodic maintenance and repair of aircraft turbine engines, maintainers must test the engines' operation at each power setting. Emissions during these tests are permitted under Title V of the …
Bioremediation: Factors Influencing Metal Ion Toxicity In A Toluene Selected Bacterial Population, Scott D. Hansen
Bioremediation: Factors Influencing Metal Ion Toxicity In A Toluene Selected Bacterial Population, Scott D. Hansen
Theses and Dissertations
This research was a general phenomenalistic overview of the effects of metals on the respiration rates of a toluene selected microbe culture. The metals studied were copper, zinc, cobalt, manganese and iron. Relative inhibition, Cu>Fe>Zn=Co>Mn, corresponded to hydrogen phosphate binding strengths. Inhibition was found to be pH dependent; it increased with increasing pH and was shown to correlate to an increased adsorption of metal onto the cell. Zn, Cu, and Co toxicities were shown to decrease with increasing magnesium concentrations. This decrease was linked to increased magnesium adsorption and decreased metal adsorption. The magnitude of effect was …
In Situ Warming And Soil Venting To Enhance The Biodegradation Of Jp-4 In Cold Climates: A Critical Study And Analysis, Ricky D. Cox
In Situ Warming And Soil Venting To Enhance The Biodegradation Of Jp-4 In Cold Climates: A Critical Study And Analysis, Ricky D. Cox
Theses and Dissertations
Numerous bioremediation projects have proven effective in accelerating contaminant biodegradation by injecting oxygen into the vadose zone with a technique called bioventing. In cold climates, bioremediation is limited to the summer when soil temperatures are sufficient to support microbial growth. Laboratory studies directly correlate increased biodegradation rates with temperature. By raising soil temperatures, in situ jet fuel remediation can be accelerated which was shown by a bioventing project conducted in 1991 at Eielson AFB, Alaska, where three soil warming techniques were used. Two methods actively warmed the soil - warm water circulation and heat tape; the other passively warmed the …
Validation Testing A Contaminant Transport And Natural Attenuation Simulation Model Using Field Data, Steven J. Flier
Validation Testing A Contaminant Transport And Natural Attenuation Simulation Model Using Field Data, Steven J. Flier
Theses and Dissertations
This research extends the work begun by Enyeart (1994) which evaluated the process of intrinsic bioremediation, and which developed a model for predicting the velocity of an aerobic degradation front, as it traverses the length of a JP-4 contaminant plume. It is assumed this aerobic front will traverse the contaminant plume as dissolved oxygen is carried by the ground water through the sorption-retarded contaminant. The ultimate purpose of Enyeart's model is to use it to develop field guidance for assessing the feasibility of intrinsic bioremediation to restore petroleum-contaminated soils. After simulating intrinsic bioremediation many times with a spreadsheet model, results …
The Relationship Between Environmental Attitudes And Environmental Behaviors Among Air Force Members, Daniel T. Holt
The Relationship Between Environmental Attitudes And Environmental Behaviors Among Air Force Members, Daniel T. Holt
Theses and Dissertations
A questionnaire was distributed to nearly 2,000 randomly selected active duty Air Force members assigned to locations throughout the continental United States. The survey was designed to determine the extent to which Air Force members expressed support for environmental issues. In addition, the survey measured how frequently Air Force members engaged in specific behaviors that were deemed environmentally protective. Although the Air Force members expressed relatively strong support for environmental issues, they only occasionally engaged in activities that contribute to the preservation or protection of the environment. Correlation analysis revealed that the pro-environmental attitudes were positively linked to the environmentally …
A Comparison Of Remediation Priorities Developed By The Defense Priority Model, The Relative Risk Evaluation Method, And A Quantitative Risk Assessment Approach, David M. Hunter
Theses and Dissertations
The Superfund, established by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, seriously underestimated both the number of severely contaminated sites and the associated cleanup cost. The magnitude of projected cleanup costs, coupled with shrinking federal budgets, necessitated the development and use of risk-based prioritization models among some federal agencies. Among these tools, the DOD prioritization models are meant to give priority to sites posing the greatest threat to human health. Their failure to properly rank sites could incorrectly shift the focus from those that pose substantial risk to sites of lesser risk. The DOD site ranking …
Comparison Of Gravel Substrate Vs Soil Substrate For The Construction Of An Experimental Fen, Carolyn S. Langley
Comparison Of Gravel Substrate Vs Soil Substrate For The Construction Of An Experimental Fen, Carolyn S. Langley
Theses and Dissertations
Under the Clean Water Act Section 404 of 1972 and 33 CFR 320-330 and 40 CFR 230 moderate the destruction of wetlands by the Air Force to make way for other uses. To obtain a permit for a design or construction project which affects a wetland, the Air Force must agree to create new wetlands, or replace lost wetland acreage through wetland creation or restoration. The Air Force is interested in building 'successful' wetlands as inexpensively as possible. It has been common practice to use hydric soil, which often had to be hauled in, as the substrate at the restored …

Determining Types Of Health Effects To Persian Gulf Veterans Due To Exposure To Occupational Hazards, Rebecca A. Nelson
Theses and Dissertations
Persian Gulf Veterans' Illnesses (PGVI) consists of multiple illnesses with overlapping symptoms and causes. This research examined health effects literature concerning several occupational chemicals, to identify significant adverse health trends and assess research quality, completeness, and relevance. After compiling this knowledge base, the research focus was narrowed to Chronic Fatigue Syndrome (CFS), solvents, and pyridostigmine bromide (PB). The existing data was analyzed and compared to PGVI health data using the nonparametric statistical method of contingency table analysis to prove or disprove a link between the substance and PGVI. The results of the contingency table analysis were used to make inferences …
Perceptions Of Coherence And Usability In Environmental Impact Documents As Functions Of Visual And Linguistic Cues, Ronald B. Shankland
Perceptions Of Coherence And Usability In Environmental Impact Documents As Functions Of Visual And Linguistic Cues, Ronald B. Shankland
Theses and Dissertations
Environmental impact statements (EISs) are prepared so decision makers can consider the potential environmental impacts of a proposed action. The National Environmental Policy Act mandates that EISs be clear, concise, and to the point so decision makers and the lay public can understand them, however, several authors assert these documents do not meet this requirement. To examine the usability of EISs, a 1994 AFIT GEEM student, Jill A. Easterly, altered visual and linguistic discourse elements in portions of sample ElSs and then a pool of readers answered objective questions about passages from these EISs. Easterly measured the effect of presence …

Modified Model For Transient Response Of Mrna Synthesis To Magnetic Field Exposure, Timothy W. Crosnoe
Modified Model For Transient Response Of Mrna Synthesis To Magnetic Field Exposure, Timothy W. Crosnoe
Theses and Dissertations
It is a well-known fact that high frequency, or radio frequency, radiation can be directly harmful to biological tissue. The radiation frequencies to which humans are most exposed, however, are the extremely low frequencies, or ELFs. To date there has been no definitive measure for predicting the ability of low frequency electromagnetic radiation to cause adverse biological effects. Two specific measures, average magnetic field and kinetic index, have been used in studies to determine if they are useful predictors of adverse effects, specifically leukemia. Unfortunately, both have shown only marginal results. This thesis analyzed and improved the kinetic index measure …

This thesis shows that the UTAP specification to be implementable. However, if the underlying operating system does not support generic message passing, an …
Atmospheric Transport And Diffusion Modeling Of Rocket Exhaust, Chad A. Burel
Atmospheric Transport And Diffusion Modeling Of Rocket Exhaust, Chad A. Burel
Theses and Dissertations
Space launches at Vandenberg Air Force Base (VAFB) and the Cape Canaveral Air Station (CCAS) produce exhaust from the solid rocket boosters and liquid hypergolic fuels containing several toxic substances including hydrogen chloride and hydrazine. In order to estimate the health risk that would be imposed upon the public by proposed launches, range safety officials rely on the Rocket Exhaust Effluent Diffusion Model to predict where the exhaust chemicals will go after the launch and how strong the concentrations will be. The original REEDM program averaged the meteorological parameters (wind speed, wind direction, shear, etc.) across the entire mixing level …
Evaluation Of The Sensitivity Of Radar Cross Section Predictions To Uncertainties In Material Characteristics, Greg A. Barnhart
Evaluation Of The Sensitivity Of Radar Cross Section Predictions To Uncertainties In Material Characteristics, Greg A. Barnhart
Theses and Dissertations
The purpose of this study was to evaluate the effects of material characteristics uncertainties on Radar Cross Section (RCS) predictions. Many methods have been developed to predict the RCS of metal objects, but for material coated objects, these methods depend on the accuracy of measured material characteristics. Material characteristics of three dielectrics were measured by two separate X-band waveguide set-ups. RCS measurements were then made to evaluate the accuracy of RCS predictions using these measured material characteristics. A six inch square slab of each material was measured with and without a metal plate backing. A six inch square flat metal …

Velocity Determination For An Inverted Pseudolite Navigation Reference System, Jeffrey M. Hebert
Velocity Determination For An Inverted Pseudolite Navigation Reference System, Jeffrey M. Hebert
Theses and Dissertations
As navigation systems continue to improve in performance and features, the Air Force must develop better Navigation Reference Systems (NRS) to keep pace with technology. Specifically, with the advent of enhanced, integrated Global Positioning System (GPS) and Inertial Navigation System (INS) navigators, emphasis is placed on the measuring performance in the presence of GPS jamming. To meet these needs, a new NRS, dubbed the Sub-Meter Accuracy Reference System (SARS), is being developed by the 746th Test Squadron, Holloman AFB, New Mexico. SARS uses a unique, inverted GPS pseudolite positioning system to determine a reference trajectory. This research investigates two post …
A Quantitative Feedback Theory Fcs Design For The Subsonic Envelope Of The Vista F-16 Including Configuration Variation And Aerodynamic Control Effector Failures, Vicent J. Cacciatore
A Quantitative Feedback Theory Fcs Design For The Subsonic Envelope Of The Vista F-16 Including Configuration Variation And Aerodynamic Control Effector Failures, Vicent J. Cacciatore
Theses and Dissertations
Fault tolerant flight control systems for combat aircraft are an alternative to excessively redundant aircraft designs or reconfigurable control laws. However, due to the range of flight conditions within a combat aircraft's operational flight envelope, the variety of its configurations, and the unavailability of an aerodynamic data base for damaged aircraft, designing fault tolerant systems is a complicated endeavor. Quantitative Feedback Theory is a robust control design technique especially well-suited to manage the structured parametric uncertainty inherent in this problem, and consequently is applied as the primary design tool for this research. Furthermore, realistic failure models are developed for the …
Temporal Influence On Awareness, Don E. Hill
Temporal Influence On Awareness, Don E. Hill
Theses and Dissertations
Grossberg's Motion Oriented Contrast Filter (MOC) was extensively analyzed (7). The output from the filter's "global motion" neuronal layer was compared to a noncausal post-processing filter developed by AFIT. Both filters were shown to incorporate a weighted, noncausal temporal range of input data in processed output. The global motion framework was then implemented using a physiologically motivated pulsed neural model - the Pulse Coupled Neural Network (PCNN). By incorporating both spatial and temporal data, the PCNN was shown to exhibit a common visual illusion, apparent motion. The existence of a physiological temporal processing range was further investigated through implementation of …
Design And Fabrication Of A Micromechanical Gyroscope, Richard M. Kuhns
Design And Fabrication Of A Micromechanical Gyroscope, Richard M. Kuhns
Theses and Dissertations
Both size and cost of mechanical and optical inertial navigation systems (INS) have prevented their use in many applications. By developing a micromachined gyroscope and combining it with existing micromachined accelerometer designs to form a low sensitivity INS, the cost would be reduced by a factor of 10 or more. The lower per unit cost would open new areas for INS use. A second advantage of the micromachined INS would be its size. A micromachined INS would weigh only a few ounces and take significantly less space, allowing more room for electronics and the weight reduction would lead to longer …
Reducing Lag In Virtual Displays Using Multiple Model Adaptive Estimation, David W. Kyger
Reducing Lag In Virtual Displays Using Multiple Model Adaptive Estimation, David W. Kyger
Theses and Dissertations
Multiple Model Adaptive Estimation is an effective method for reducing lag in virtual environment displays. Lag in displays (the time from head motion to the appearance of the proper image on the display) is a significant detriment to realism in virtual environments. Increasing the speed of the computers which control the virtual display is not a final answer. No matter how fast the processors work, there will always be demands to do more. Predicting angular head positions (look-angles) can reduce the lag by allowing the computer to calculate the appropriate scene before it is needed on the display. Single predictors …

This thesis examines the effects of a digital excision filter (DEF) upon the error rates and detectability of a Direct Sequence Binary Phase Shift Keyed communication signal in the presence of both continuous wave (CW) and pulsed jammers. Simulations were performed using the Comdisco Signal Processing Worksystem. Detector models used were the wideband radiometer and two forms of the chip-rate detector. Twelve jamming scenarios were used to test the performance of the DEF in the presence of the CW and pulsed jammers. In addition, the effects of the CW jammer frequency, the pulsed jammer duty cycle, and the pulsed jammer …
Wing Flexure Compensation For Aircraft Attitude And Position Determination In An Inverted Carrier-Phase Positioning System, Bradley W. Mahlum
Wing Flexure Compensation For Aircraft Attitude And Position Determination In An Inverted Carrier-Phase Positioning System, Bradley W. Mahlum
Theses and Dissertations
In response to the ever increasing accuracies in inertial navigation systems, the U. S. Air Force must develop higher accuracy reference systems. These reference systems must also be small enough to be utilized in the testing of navigation systems onboard fighter aircraft. One such proposed system utilizes carrier-phase Global Positioning System (CPGPS) transmitters mounted on MM-9 pods with receivers on the ground. This research examines one possible method of utilizing this system to determine the attitude and position of the aircraft, given position estimates for the transmitter's locations. The transmitter positioning algorithm showed that the geometry will be problematic for …

The purpose of this research is to determine if hierarchically partitioning a discrete event battlefield simulation reduces runtime and, if reduction exists, to characterize the run time reduction given any particular partition configuration. A hierarchical discrete event simulation of a main battle tank was constructed. Implementations were built for both a single processor and a multiprocessing machine. The implementations used the Message Passing Interface to increase portability to other parallel and distributed configurations. Three test cases were generated and run on three parallel and distributed environments, a network of Sun SparcStation 20's, a Silicon Graphics Power Challenge, and a Paragon …
Optimal Formation Flight Control, Shawn B. Mccamish
Optimal Formation Flight Control, Shawn B. Mccamish
Theses and Dissertations
Automatic formation flight involves controlling multiple wing aircraft equipped with standard Mach-hold, altitude-hold, and heading-hold autopilots in order to maintain a desired position relative to a lead aircraft throughout formation maneuvers. Changes in the lead aircraft's states, including formation heading, velocity, altitude, and geometry changes, are treated as disturbance and are rejected by the formation flight control system. The work in this thesis is a continuation of five previous theses, dealing with the design of formation flight control systems. The goal of the optimal formation flight control design is to achieve robust formation maintenance in the face of formation maneuvers …
Detection Of Clustered Microcalcifications Using Wavelets, Donald A. Mccandless
Detection Of Clustered Microcalcifications Using Wavelets, Donald A. Mccandless
Theses and Dissertations
An automated method for detecting microcalcification clusters is presented. The algorithm begins with a digitized mammogram and outputs the center coordinates of regions of interest (ROIs) that contain microcalcification clusters. The method presented uses a 12-tap Least Asymmetric Daubechies (LAD12) wavelet in a tree structured filter bank to increase the signal to noise level of microcalcifications. The signal to noise level gain achieved by the filtering allows subsequent thresholding to eliminate on average 90% of the image from further consideration without eliminating actual microcalcifications 95% of the time. A novel approach to isolating individual calcifications from background tissue through non-stationary …
