On June 28, 2004, indicted drug trafficker and paramilitary leader Salvatore Mancuso, wearing a fashionable Italian suit and tie, addressed the Colombian Congress from the podium. "The judgment of history will recognize the goodness and nobility of our cause," he told the assembled legislators and press. The day before, Mancuso, along with two other paramilitary leaders, had traveled in an official air force plane from the small northern Colombia hamlet where paramilitary leaders had assembled to begin talks with the Colombian government. After almost a decade of fighting outside the law, Mancuso was now addressing the heart of the state, …

In 2002, Colombia had the highest homicide rate of any Latin American country(Berkman, 2007). The origins of this violence, however, are complex and difficult to identify. It would be sensible to argue that it cannot be explained by any one particular factor, but rather an assortment of many factors that wholly represent the social, economic, and political conditions of Colombia. By better understanding the origins of Colombian violence, policy makers can more effectively address and alleviate this prolonged issue. This dissertation analyzes the formation, implementation, and evolution of Plan Colombia from 2000 to 2012. This work is an examination of U.S. foreign policy towards Colombia and uses theories and methods from International Relations Theory and Comparative Politics. This analysis examines the violent predator/innocent victim paradigm employed by many governmental and nongovernmental organizations active in monitoring and combating transnational human trafficking. One common treatment of the issue moralizes victims as innocent women and children who have been deceived and coerced into exploitative sex work; another constructs human trafficking as modern day slavery which takes a variety of forms and requires foreign intervention to organize rescues and redemption. Both views see human trafficking, most especially sex trafficking, as an exceptional crime with distinct predators and victims and cultivate moral outrage as a strategic tool to combat coerced labor. Las Fuerzas Armadas Revolucionarias de Colombia- Ejército del Pueblo (FARC-EP) is a Marxist-Leninist guerrilla group that formed in the rural sections of Colombia in 1966. The guerilla group has claimed to fight for the marginalized Colombian. Because this insurgent group disrupts the status quo, more recent hardliner governments of Colombia and the United States have vilified the organization publicly to denounce the legitimacy and goals of the Leftist guerillas as well as labeled them terrorists and narco-terrorists. Last month, a ruptured pipeline in northern Colombia spilled 20,000 gallons of fuel into the Caribbean Sea and created a localized environmental emergency. Authorities allege that the spill was caused by a failed criminal attempt to siphon oil from the pipeline. How big of a problem is the theft of oil, fuels and electricity in Latin American and Caribbean countries? In which countries is the situation most critical? What types of entities are behind the theft, and what policies and practices should be implemented to stop this type of criminal activity?

Analyst in the strategy and operations of guerrillas and paramilitaries, have suggested that the Colombian conflict analysis should show the differences between clusters paramilitary. Not only because after the 80s, drug trafficking has played a decisive role, but because the geography of territories and control combinations have not been studied sufficiently. Geography of armed conflict should also provide tools to understand the impact of war on natural resources, for example. We sustain that while the drug economy has filtered the structure of semi-groups, promoting market competition and private security protection, drug trafficking does not explain absolutely all sources of violence …

One of the most pressing and often overlooked consequences of over 40 years of fighting in Colombia is internal displacement. Approximately 3.8 million people have been displaced in Colombia since 1985, nearly 10% of its population. This is the second worst IDP crisis in the world, second only to Sudan. IDPs in Colombia suffer egregious violations of their basic human rights everyday.
In this Article, I analyze Colombian policy and legislation concerning IDPs, and how the continuing deprivation of rights resulting from displacement has been litigated in the Colombian court system. By considering the parameters of each attempt to protect …

American Ambassador to Colombia, 1994-97, Myles R. R. Frechette provides authoritative, eloquent, and impassioned perspectives on both the achievements and failures of American and Colombian efforts. He argues that American policy made analytical errors that need to be rectified, including underestimating the long-term complexity and interrelated nature of the problem, while both nations overestimated the amount of support that Colombia would receive from the international community. Moreover, nation-building and the rule of law are strategic imperatives which American policy must take seriously. The complex war of today actually began decades ago as a small political struggle, which has gradually developed into a large-scale civil war. The mapping of Colombian national territory, however, is fundamental to the problem of control of national territory. As a threshold matter, policy, strategy, and military asset management in contemporary conflict in virtually any unstable part of the world must deal with the problem of governance in "lawless areas."
