This is the first part of a two-part investigation that applies nonstationary time series analysis methods and the St. Venant equations to the problem of understanding juvenile salmonid access to favorable shallow-water habitat in a tidal river. Habitat access is a function of river stage, tidal range, and the distribution of bed elevation. Part 1 models nonstationary tidal properties: species amplitudes and phases and tidal range. Part 2 models low-frequency river stage in the Lower Columbia River and reconstructs historical water levels, using the tidal model from part 1. This is the second part of an investigation that analyzes human alteration of shallow-water habitat (SWH) available to juvenile salmonids in the tidal Lower Columbia River. Part 2 develops a one-dimensional, subtidal river stage model that explains ~90% of the stage variance in the tidal river. This model and the tidal model developed in part 1 (Kukulka and Jay, 2003) uncouple the nonlinear interaction of river tides and river stage by referring both to external forcing by river discharge, ocean tides, and atmospheric pressure. Much of the elegance and power of Smalltalk comes from its programming environment and tools. First introduced more than 20 years ago, the Smalltalk browser enables programmers to “home in” on particular methods using a hierarchy of manually-defined classifications. By its nature, this classification scheme says a lot about the desired state of the code, but little about the actual state of the code as it is being developed. We have extended the Smalltalk browser with dynamically computed virtual categories that dramatically improve the browser’s support for incremental programming. This study reports on the effectiveness of (theatrical) stage dialect learning techniques in bringing about linguistically authentic change. Actors use several techniques, some rather esoteric in nature and others more closely tied to linguistic fact such as the use of the International Phonetic Alphabet. The purpose of this study is to examine some of these techniques as to their ability to bring about linguistic authenticity, as well as to attempt a comparison of stage dialect acquisition and naturalistic dialect acquisition.

This research note reports an analysis of dwell times at bus stops using archived Automatic Vehicle Location/ Automatic Passenger Counter (AVL/APC) data reported at the level of the individual bus stop. The data provide a large number of observations that serve to better understand the determinants of dwells, including analysis of rare events, such as lift operations. The analysis of bus dwell times at bus stops is applicable to TriMet, the transit provider for the Portland metropolitan area, and transit agencies in general. The global arms trade should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. I make this argument and then employ quantitative methods developed for social network analysis in an effort to describe the evolving structure of the arms trade network since the end of World War II. That structure has changed significantly over the past fifty years. Many different medical providers visit critically ill patients during a hospitalization, and patients and family members may not feel any physician is truly in charge of care. This study explores whether perceiving that a physician was clearly in charge is associated with reports by surviving next of kin about the responsiveness of physicians to symptoms in hospitalized patients near the end of life. We conducted telephone interviews with surviving next of kin of adult patients (n = 1107) who died in one of five New York City teaching hospitals between April 1998 and June 1999 after a minimum 3-day inpatient …

Online markets for transportation services, in the form of Internet sites that dynamically match shipments (shippers? demand) and transportation capacity (carriers? offer) through auction mechanisms are changing the traditional structure of transportation markets. A general framework for the study of carriers? behavior in a sequential auction transportation marketplace is provided. The unique characteristics of these marketplaces and the sources of difficulty in analyzing the behavior of these marketplaces are discussed. Learning and behavior in a sequential Vickrey auction marketplace is analyzed and simulated. Some results and the overall behavioral framework are also discussed.

Spontaneous pulsations similar to the type discovered in 3.51-μm Xe laser oscillators were reported several years ago in 3.39-μm He–Ne lasers, but no numerical interpretation of the He–Ne data has been given. The model for the Xe laser instability is adapted here to the He–Ne system, and the results include direct comparisons between theoretical calculations and published experimental data. Good agreement is obtained for the instability threshold, the pulsation frequencies, and many other features; and unmeasured but potentially useful pulsation characteristics are also readily obtained from the model.

In this paper we explore the use of Priority-progress streaming (PPS) for video surveillance applications. PPS is an adaptive streaming technique for the delivery of continuous media over variable bit-rate channels. It is based on the simple idea of reordering media components within a time window into priority order before transmission. The main concern when using PPS for live video streaming is the time delay introduced by reordering. Through its Progress Board created in 1989 and Oregon Benchmarks, Oregon has been a leader in collecting and using data to discern statewide trends in dozens of different economic, environmental, and social arenas. Oregon was among the first U.S. states to set targets for the future in each of these categories, allowing its citizens to see how much farther we have to go to achieve livability goals. In this study we analyze the impact of the urban growth boundary on rural landscape change in Portland, Oregon, and Clark County, Washington,and assess the importance of rural and agricultural landscapes to residents of the rural-urban fringe. We selected five, 4-square mile areas in the greater Portland metropolitan area for the study. Four are in Oregon and cover the transition area from urban to rural land uses under different levels of pressure along the state-mandated and Metrodel ineated urban growth boundary. A native of Egypt, Nohad Toulan has been a faculty member at Portland State University since 1972 when he founded the Urban Studies Program at Portland State University. Under his leadership the program evolved from modest beginnings as an undergraduate certificate progam into a Ph.D. grant ing school and in 2000 it became the College of Urban and Public Affairs. The college has maintained its stature as one of the leading urban studies programs in the nation. Dr. Toulon also founded the Institute of Portland Metropolitan Studies in 1993. Beyond Guilt: How To Deal With Societal Racism, Lauren N. Nile, Jack C. Straton

This article addresses the specific form of racism that we refer to as “societal,” and provides a method of responding to the guilt-based reactions of many European Americans to the subject of racism. We examine the “daily indignities” to which people of color are subjected and the additional hurt they feel when those indignities are either denied or blamed on them. Finally, we provide practical methods for European Americans to engage in micro-revolutionary change, using their invisible privilege to interrupt the small-scale, insidious incidents of injustice that pass before their eyes.

Project assignment is considered one of the most critical project decisions since it influences the performance of projects, and eventually the performance of the organization. Despite its importance, the literature reveals two major gaps on project assignment criteria and methodology. To close these gaps, this study proposes an additional set of project assignment criteria and a systematic methodology for project assignments (DSM). Using Reconstructability Analysis To Select Input Variables For Artificial Neural Networks, Stephen Shervais, Martin Zwick

We demonstrate the use of Reconstructability Analysis to reduce the number of input variables for a neural network. Using the heart disease dataset we reduce the number of independent variables from 13 to two, while providing results that are statistically indistinguishable from those of NNs using the full variable set. We also demonstrate that rule lookup tables obtained directly from the data for the RA models are almost as effective as NNs trained on model variables.

The emergence of flexible supply chain systems (FSC) has sparked increased interest in real-time planning, scheduling, and logistics--with particular consideration for strategic implications and overall cost control. Important aspects of an FSC include forecasting, production, materials handling, transportation, and distribution center inventory. There exists a variety of software applications for addressing tactical issues, such as adaptive scheduling, and short term forecasting. However, these programs typically do not permit the user to assess the strategic implications of different policies for flexing capacity and making alternative commitments to manufacturing plants. This paper presents a new approach to reversible cascade evolution based on a 3D cellular automaton. As a research platform we used the ATR's CAMBrain Machine (CBM). Reversible circuits are investigated because they are expected to dissipate much less energy than their irreversible counterparts. One day they will be implemented as nano-scale 3-dimensional chips. A circuit is reversible if the number of its inputs equals the number of its outputs and there is a one-to-one mapping between spaces of input vectors and output vectors. This paper presents a model of the dynamic behavior of the yellowtail rockfish of the Pacific Coast of the United States. The purpose of the model is to generate endogenously the historical data for fish population, fishing vessels, regulatory parameters, and fish harvest. The model was subjected to a variety of tests to determine its sensitivity to changes in key parameters and initial values, including extreme conditions. Model results indicate that acceptable biological catch and fleet capacity must be adjusted quickly in response to changing conditions, in order to improve fishery sustainability.
