This presentation will provide an overview of the Clark Fork River Basin Task Force and the Clark Fork Basin Watershed Management Plan which it adopted in 2004. In addition it will summarize a key Task Force initiative, obtaining a block of water from Hungry Horse reservoir to provide for new basin water uses and increase the security of existing uses based on water rights junior to lower Clark Fork basin hydropower water rights.

Whirling disease, caused by the myxozoan parasite Myxobolus cerebralis, remains a serious health threat to salmonid fish in the western U.S. Although various aspects of this host-parasite system have been studied, investigations examining the overall epizootiology of whirling disease in an ecosystem are lacking. Therefore, in June 1998, such a study was initiated in the Rock Creek watershed of west central Montana. Parameters examined included assessing the intensity of infection in trout using sentinel cages stationed throughout the drainage and determining the percentage of Tubifex tubifex releasing M. cerebralis at sentinel cage and other localities. The Opportunity Ponds Wetland is a 550 acre wetland creation located three miles east of Anaconda Montana. In 2009 the first 220 acres of wetland planting was completed. Careful design, excavation and site shaping, along with diligent quality assurance and highly professional contractors have resulted in exceptional plant establishment.

The site was historically used as a repository for tailings from the smelting of copper ore. Remediation of the tailings facility is being conducted by capping the tailings ponds with soil material obtained from nearby borrow areas. Watershed Scale Response To Climate Change— South Fork Flathead River, Montana, Katherine Chase, Lauren E. Hay, Steven L. Markstrom

In 2008, the U.S. Geological Survey Global Change Program funded a study to examine integrated watershed scale response to global change in selected watersheds across the United States. Fourteen watersheds for which hydrologic models had been created using the Precipitation Runoff Modeling System (PRMS) were selected as study sites. PRMS is a deterministic, distributed-parameter, watershed model developed to evaluate the effects of various combinations of precipitation, temperature, and land use on streamflow and hydrology. The portion of the South Fork Flathead River watershed located upstream from Hungry Horse Dam in northwestern Montana is 1 of the 14 study sites.

Missoula County recently performed a pilot Channel Migration Zone (CMZ) mapping effort for the Clark Fork River from Missoula to Huson, in part to explore the potential use of such mapping as an educational and management tool. The pilot project consisted of an assessment of historic rates and patterns of river movement, and delineation of a 100- year migration corridor. With continued collaboration between the county, technical advisory committees and the project contractor, strong considerations were given to inherent uncertainties associated with the prediction of a century of future river migration. In the 25-year effort to improve the Clark Fork River watershed, from its headwaters in Butte to the dam at Milltown, the Superfund-driven cleanup has been a remarkable achievement. Along the way, though, remediation decision-making has sometimes left questions, for example: How clean is clean enough? Why isn’t “total removal” ever completed? The practical reality of a risk-based cleanup law for hazardous wastes (CERCLA/SECRA/Superfund) is far different from the requirements of the clean air and water laws, which are more widely understood.

The Clark Fork Voluntary Nutrient Reduction Program (VNRP) was a multi-party agreement between state government, municipal governments, private industry and environmental groups with the explicit goal to: “restore beneficial uses and eliminate nuisance algae growth in the Clark Fork from Warm Springs to the Flathead confluence…”

The VNRP was carried out from 1998-2008 by Butte-Silver Bow County, City of Deer Lodge, Missoula City-County government, City of Missoula, Smurfit-Stone Container Corporation, DEQ and the Clark Fork Coalition, all facilitated by the Tri-State Water Quality Council, based in Sandpoint, Idaho. 1. Assess its condition & compare that to our goals for the basin;
2. Determine whether the basin’s condition is getting better or worse;
3. Evaluate our plans & on-the-ground actions for effectiveness; and
4. Consider challenges that face us in meeting our goals.

Condition and Trends

Commercial models have been applied to most aspects of Not-for-profit management and operation. There are very good reasons why this might be advantageous to the Not-for-profit sector generally and to funders and boards of management particularly. Such reasons include the fact that the commercial sector has developed far more mature governance models than the Not-for-profit sector, that advisors to the sector are far more adept at providing solutions based around these commercial models and that boards of management are more likely to be able to quantify their achievements using such measures.
