Despite statistics that illustrate how Mexican migration to the United States continues to decrease, politicians and voters continue to demand increased border enforcement, deportation of all undocumented migrants, and a wall to prevent Mexican migrants from entering the country without authorization. The disconnect between reality and rhetoric illustrates how Mexican migrants have become inextricably associated with illegality, crime and deportability although they have become central to how the U.S. economy operates. In an era of unprecedented deportations, Mexico has struggled to address the constant influxof deportees and return migrants. Based on research conducted in Mexico and the United States, Gutiérrez …

“A Reformers’ Union: Land Reform, Labor, and the Evolution of Antislavery Politics, 1790–1860” offers a critical revision of the existing literature on both the early labor and antislavery movements by examining the ideologies and organizational approaches that labor reformers and abolitionists used to challenge both the expansion of slavery and the spread of market relationships. Extending the timeframe of the antislavery and labor movements backwards to the 1790s, this dissertation situates the origins of the pre-Civil War labor movement in republican ideology and currents of transatlantic radical thought, and traces the rise of agrarian and communitarian labor reform against the …

The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.
In addition, the paper has three subsidiary objectives. The …

Ohio’s Rufus P. Ranney embodied many of the most intriguing social and political tensions of his time. He was an anticorporate campaigner who became John D. Rockefeller’s favorite lawyer. A student and law partner of abolitionist Benjamin F. Wade, Ranney acquired an antislavery reputation and recruited troops for the Union army; but as a Democratic candidate for governor he denied the power of Congress to restrict slavery in the territories, and during the Civil War and Reconstruction he condemned Republican policies.
Ranney was a key delegate at Ohio’s second constitutional convention and a two-time justice of the Ohio Supreme Court. …

Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. One of these resources is the U.S.–China Economic and Security Review Commission established in the 2001 National Defense Authorization Act. In 1993, Charles Moose became Portland, Oregon's first black police chief. A nationally recognized student of the developing theories of community policing, Chief Moose's promotion was also hoped to help strengthen the diversity of the Portland Police Bureau. Ultimately, Portlanders were unable to look past Moose's public outbursts and demeanor and recognize his accomplishments. As a city, they missed an opportunity.
This thesis uses transcripts of speeches and policy papers to present some political history to the reader, but also letters to the mayor's office, letters to the editor and the like to consider the social history of 1990's Portland. …

The scholarly and journalistic literature usually treats urban agriculture as a new phenomenon, but it is a neglected dimension of urban history. Some U.S. cities, at least in the Northeast, had food-raising and processing practices not just in colonial times but right up until the relatively recent past. Three areas of history are explored that have mostly omitted discussion of city food production but nonetheless provide important frameworks to explore such production: urban development, agricultural, and immigrant history. Woven throughout this piece is evidence from a study of Waterbury, Connecticut. Local food production did not die when the Industrial Revolution …

Eastland County Water Supply District has contracted with HDR Engineering, Inc. (HDR) to conduct an intensive archaeological survey in advance of the proposed improvements to the Lake Leon Dam in Eastland County, Texas (Figure 1). The Area of Potential Effects (APE) includes an approximately 6-acre emergency spillway area located east of Farm-to-Market Road (FM) 2461, approximately 400 feet (ft; 122 meters [m]) south of its intersection with County Road (CR) 569, in Eastland County, Texas. The City of Midland is proposing to install a new 12-inch (in; 30.5-centimeter [cm]) water pipeline at the Water Pollution Control Plant (WPCP) located south of the intersection of IH 20 and Farm-to-Market (FM) 307 on the east side of the City of Midland in Midland County, Texas (Figure 1-1).
