The Impact Of Site-Based Management On Perceived Roles Of Superintendents, Board Chairpersons, Principals And Selected Central Office Personnel In Tennessee School Systems, Narvia D. Haywood

The introduction of site-based management has had an impact on the operation of school systems in Tennessee; however no one seems to know for certain what that impact was. Findings from this study revealed that there is a basic understanding of the impact of site-based management as perceived by superintendents, board chairpersons, principals, personnel, budget, curriculum, and staff development administrators. Findings also revealed that central office staff and principals, for the most part, perceive that the superintendents and board chairpersons were supportive of site-based management programs. One hundred and eighty-one educators, including board chairpersons, responded to a fifty-four item questionnaire. …

During the past 30 years, the middle school movement has been a comprehensive effort to restructure middle level education. Literally thousands of school districts have chosen to change from junior high schools to middle schools for a variety of reasons. Research to support this massive reorganization of American schools has not been evident. The early research did not provide consistent evidence of improvement for middle school students. Most of this early research was based solely on the grade configuration of the schools being compared rather than the conceptual framework of the school.

The staff development programs recommended through literature and programs in actual practice in the state of Washington were studied. Thirty-two school districts responded to a questionnaire based on important findings in the literature. The results showed strengths and weaknesses in staff development programs. This study did indicate that staff development programs in the state of Washington had many of the elements of effective staff development as set forth in the literature.

The purpose of the study was to describe the operational form of the innovation--Integrated Thematic Instruction within the context of its implementation.

An embedded single case study design was used to carry out this qualitative study, with Integrated Thematic Instruction (ITI) as the unit of the case study. The questions that guided the study were: What does ITI look like when implemented by the teacher? What are the contextual elements of implementation of this program? What variations are found in the implementation of this innovation by different teachers?

Teachers are experiencing pressures from the demands of educational change required in their profession. The quality of education is reflected by the competency of the teacher. The research suggests that efforts should be directed toward identifying a process for change that will reduce the feelings of burnout which block the energy and enthusiasm needed for change.

An Exploratory Study Of Research Utilization By Virginia Nurse Educators, Evelyn M. Clingerman

The purposes of this study were: to explore research utilization by three groups of Virginia nursing educators; and to determine if differences in stages of diffusion existed between nurse educators working in hospital diploma, associate degree and baccalaureate degree settings within the Commonwealth of Virginia. A stratified random sample included 28 hospital diploma, 41 associate degree and 37 baccalaureate degree nurse educators from the Commonwealth of Virginia, who completed the Nurse Educator Questionnaire (NEQ). American higher education is characterized by keen competition but also by a high degree of cooperativeness. This apparent paradox is illustrated by the extensive use of consultants. The typical higher education consultant is based on one campus and helps a competing institution become more effective. The net result is the reverse of Gresham's Law: good practice drives out bad, and the total enterprise of higher education benefits.

This case study documented a staff development program which was the major component of a public school/university partnership between Portland State University and the Lake Oswego School District, a suburb of Portland, Oregon. A select group of 34 Lake Oswego teachers and 4 administrators participated in the Joint Ventures in Instructional Leadership Program which included classes in learning and instructional theory, techniques of peer sharing, instructional strategies and models of teaching, and approaches to the teaching of higher order thinking skills. The program included 7 full days and 4 evenings of instructional training which occurred throughout the 1986-87 school year. …

The main purpose of this study was to determine what some of the factors are that have an affect upon the maintenance of an innovation. Many educational change models focus upon the initiation and implementation of educational innovations in schools. This study tested some of the factors identified, from the literature review as affecting innovation maintenance, upon one innovation which is being used by teachers in several school districts. The purposes of the study were: (a) to determine the types of professional development in which elementary teachers voluntarily participated and the extent of that participation, and (b) to investigate the relationships between school climate and teachers' participation, enrollment size and teachers' participation, and enrollment size and school climate.

The survey included all of the 356 regular elementary school teachers in two southwestern Michigan school districts who each held a tenured position and was assigned to a building with the same principal for at least the 1980-81 and 1981-82 years. The number of schools was 15 in District A and …

Several excellent reviews of the general education change and innovation literature exist and this literature indicates that a widely adopted strategy for planned development and dissemination of curriculum innovations has been the Research, Development and Diffusion (RD&D) model. This empirical-rational strategy involves the initial development of teacher-proof curriculum packages followed by mass dissemination which assumes that teachers' adaptation and translation problems have been largely anticipated and accommodated. Nongraded education differs theoretically from graded education in administrative and curricular design. The nongraded program responds to individual abilities and achievement, and groups accordingly. The graded school is organized on the basis of age and group expectation, and prescribes curriculum which equates with grade level requirements rather than ability. This project presents selected details of both graded and nongraded education and a modified plan for implementation of a nongraded program.

When the federal government's War on Poverty began, it was based on the assumption that economically depressed urban and rural areas could be stimulated into economic activity through the massive use of federal funds. After sufficient time had passed for trends to develop, it was evident that the funds were going into urban areas at the expense of rural areas.
