A branch of cyber security known as memory forensics focuses on extracting meaningful evidence from system memory. This analysis is often referred to as volatile memory analysis, and is generally performed on memory captures acquired from target systems. Inside of a memory capture is the complete state of a system under investigation, including the contents of currently running as well as previously executed applications. The present study examined the impact a mental illness diagnosis has on parole eligibility mediated by the participants’ perceptions of whether the prospective parolee would commit future crimes if released. Participants watched a video vignette of an individual charged with second degree manslaughter and diagnosed with borderline personality disorder, antisocial personality disorder, or bipolar disorder while incarcerated. Results indicated that a diagnosis of antisocial personality disorder indirectly reduced parole success compared to bipolar disorder and borderline personality disorder when mediated by participants’ perceptions of whether the convict would recommit a crime following release.

Introduction Three medications are Food and Drug Administration approved for the treatment of opioid use disorder (OUD); however, these medications are underused within prisons, which elevates the risk of relapse and overdose when persons with opioid use disorder (POUD) are released. Research is scant regarding the multilevel factors associated with POUDs’ willingness to initiate medication treatment for opioid use disorder (MOUD) while in prison and their continued engagement in treatment after release. The following study will determine whether Korean Americans’ trust in police positively correlates with perceptions of police legitimacy. This project uses the data collected from surveys given to Korean Americans in the Atlanta, Georgia area. It takes into consideration 128 complete responses collected in September 2022 from Korean Americans, regardless of their immigration status. A regression analysis will be conducted to analyze the relationship between trust in police and perceived police legitimacy among Korean residents while controlling for the demographic factors such as age and gender of the participants. Introduction Health and social service organizations, including the emergency department (ED) and public assistance programs, constitute a social safety net that may serve as an “access point” for substance use treatment utilization. Racialization of substance use disorder (SUD) and gender disparities in access to treatment contribute to differences in health and social service utilization, including substance use treatment for Black women. We therefore explored the role of various access points in facilitating the use of substance use treatment among Black women with substance use and involvement in the criminal justice system.

วิทยานิพนธ์ มาตรการกำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกม: กลไกเพื่อความสนุกหรือการพนันแฝง มีวัตถุประสงค์เพื่อศึกษาเพื่อศึกษาการทำงานของระบบกล่องสุ่มภายในวิดีโอเกมว่าเป็นกลไกเพื่อความสนุกหรือการพนันแฝง ผลกระทบที่อาจเกิดต่อผู้เล่นและต่อสังคม และเพื่อมาตรการกำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกมของประเทศไทยและต่างประเทศ เพื่อเสนอแนวทางที่เหมาะสมในการกำกับควบคุมการใช้ระบบกล่องสุ่มภายในวิดีโอเกมสำหรับประเทศไทย โดยศึกษาเชิงคุณภาพด้วยการวิจัยเชิงเอกสารและการสัมภาษณ์เชิงลึกจากผู้ให้ข้อมูลสำคัญในหน่วยงานภาครัฐ และภาคเอกชน จำนวน 17 คน ผลการศึกษาพบว่า การทำงานของระบบกล่องสุ่มภายในวิดีโอเกม เป็นทั้งระบบที่เป็นส่วนหนึ่งของวิดีโอเกมและระบบที่มีลักษณะและการส่งผลทางจิตเหมือนกับการพนัน เสมือนการพนันแฝงภายในวิดีโอเกม แต่ระบบกล่องสุ่มภายในวิดีโอเกมไม่มีสถานะเป็นการพนันตามพระราชบัญญัติการพนัน พ.ศ. 2478 ระบบกล่องสุ่มภายในวิดีโอเกมส่งผลกระทบทั้งในด้านความไม่เป็นธรรมต่อผู้เล่น ด้านสุขภาพ และด้านเศรฐกิจและสังคม ซึ่งอาจส่งผลให้เกิดปัญหาอาชญากรรมอื่นตามมา ในปัจจุบันประเทศไทยยังไม่มีกฎหมายหรือหน่วยงานใดที่กำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกมโดยตรง และไม่มีมาตรการของภาคเอกชนไทยในการกำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกม ในส่วนของมาตรการกำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกมของต่างประเทศ ในส่วนของภาครัฐมีการใช้มาตรการทางกฎหมายการพนัน กฎหมายคุ้มครองผู้บริโภค และกฎหมายกล่องสุ่มภายในวิดีโอเกมโดยตรง ภาคเอกชนมีการทำข้อตกลงในภาคอุตสาหกรรมเกม มีมาตรการของร้านค้าออนไลน์ และมาตรการจัดเรทวิดีโอเกม แนวทางของมาตรการกำกับควบคุมระบบกล่องสุ่มภายในวิดีโอเกมที่เหมาะสมสำหรับประเทศไทย คือ 1) มีการนิยามการพนันไว้ในกฎหมายอย่างชัดเจน 2) ให้มีกฎหมายเกี่ยวกับระบบกล่องสุ่มภายในวิดีโอเกมโดยตรง 3) ให้มีการจัดเรทวิดีโอเกมโดยพิจารณาจากระบบการเล่น 4) ให้มีมาตรการสำหรับผู้ให้บริการเกมจากต่างประเทศ นอกจากนี้ควรมีการประชาสัมพันธ์ให้ความรู้เพิ่มเติม และส่งเสริมการทำงานของทุกภาคส่วนที่เกี่ยวข้อง

การศึกษาเชิงพรรณนานี้มุ่งศึกษาลักษณะ ปัจจัยที่สัมพันธ์ต่อความขัดแย้ง รูปแบบการจัดการที่มิได้เข้ากระบวนการศาลจากโรงพยาบาลตติยภูมิในกรุงเทพมหานครและปริมณฑลในช่วงแพร่ระบาดของโรคโควิด-19 รวมถึงผลกระทบจากสถานการณ์ ตลอดจนโอกาสพัฒนาแนวคิดยุติธรรมเชิงสมานฉันท์ โดยศึกษาข้อมูลเบื้องต้นจากหน่วยงานบริหารความขัดแย้งผ่านแบบสอบถาม และสัมภาษณ์เชิงลึกในผู้ที่เคยได้รับความเสียหายในบริการทางการแพทย์ ผู้บริหารระบบและไกล่เกลี่ยความขัดแย้ง ผลการศึกษาจากการสำรวจจากโรงพยาบาล 19 แห่ง พบว่าการให้ข้อมูลที่ไม่เหมาะสม และปัญหาการสื่อสาร เป็นเหตุสำคัญสูงสุด (ร้อยละ 71.5) ผู้ไกล่เกลี่ยที่เคยอบรมหลักสูตรการเจรจาไกล่เกลี่ย หรือการบริหารความขัดแย้งมีเพียงส่วนน้อย (ร้อยละ 12.2) และไม่มีผู้รู้จักแนวคิดยุติธรรมสมานฉันท์ ผลสัมภาษณ์เชิงลึกพบว่าความขัดแย้งนั้นเกี่ยวเนื่องกับผู้ป่วยเชื่อว่าความเสียหายนั้นเกิดจากการบริการ ความบกพร่องของสื่อสารหรือท่าทีของผู้ให้บริการ ส่วนอุปสรรคต่อความสำเร็จการยุติความขัดแย้งที่สำคัญ คือ ผู้บริหารความขัดแย้งขาดอำนาจตัดสินใจ แสดงออกไม่จริงใจและไม่เป็นกลาง ผู้ให้บริการทางการแพทย์ที่ไม่แสดงความเห็นใจ และรูปแบบการเยียวยาที่ไม่ตรงความต้องการกับผู้เสียหาย สอดคล้องกับกรณียุติความขัดแย้งสำเร็จพบว่าคณะผู้เสียหายได้รับเยียวยาเพียงพอ ได้รับการสื่อสารที่เข้าใจและเข้าหาสม่ำเสมอ ดังนั้นผู้บริหารควรร่วมบริหารความขัดแย้ง ให้ความสำคัญกับภาระงานและส่งเสริมพัฒนาทักษะผู้ปฏิบัติ รวมทั้งนำหลักยุติธรรมสมานฉันท์มาประยุกต์ใช้ ที่มุ่งเน้นเยียวยาให้อภัยและนำไปสู่ยุติความขัดแย้งได้

My review paper is part of Covid-IAS Project, funded by National Research Council of Thailand. The paper focuses on the geography of globalisation in the Covid -19 pandemic. I employ Ulrich Beck’s concept of risk society to critically examine geography. Although Beck is not a geography theorist, his theory can be used extensively and alternatively to study the geography of globalisation. บทความวิจัยฉบับนี้สะท้อนให้เห็นความซับซ้อนด้านอุดมการณ์ของรัฐผ่านวาทกรรมการพัฒนาพื้นที่ห่างไกล พื้นที่ชายขอบ และกลุ่มชาติพันธุ์ ว่าท้ายสุดแล้วประเด็นเรื่องการนำปรัชญาเศรษฐกิจพอเพียงมาเป็นแนวทางพัฒนานั้นมีความเป็นไปได้มากเพียงใดและความสัมพันธ์ระหว่างโครงการหลวงหนองหอยกับชุมชนชาติพันธุ์มีทิศทางการพัฒนาและการตอบสนองอย่างไร จึงนำไปสู่วัตุประสงค์กล่าวคือ เพื่อศึกษาความเปลี่ยนแปลง วิถีชีวิต กิจกรรมทางเศรษฐกิจ บริบททางสังคมและชุมชนของชนเผ่าในบริเวณศูนย์พัฒนาโครงการหลวงหนองหอย จังหวัดเชียงใหม่บนกรอบคิดการพัฒนาชุมชนชาติพันธุ์ของรัฐไทยภายใต้แนวทางเศรษฐกิจพอเพียง การศึกษาดังกล่าวเลือกนำเสนอข้อมูลที่ได้จากการวิจัยเชิงคุณภาพซึ่งมีกลุ่มผู้ให้ข้อมูลทั้งภาครัฐและภาคประชาชนที่เกี่ยวข้อง ข้อค้นพบในงานวิจัย คือ หน่วยงานภาครัฐและนโยบายรัฐส่วนกลางก่อให้เกิดความเปลี่ยนแปลงทางด้านสังคม วัฒนธรรม วิถีชีวิต และระบบเศรษฐกิจ อย่างมากต่อชาติพันธุ์ซึ่งความเปลี่ยนแปลงที่เกิดขึ้นไม่ได้เป็นลักษณะของการคุกคามและบังคับแต่เป็น “การเกื้อหนุนกัน” ซึ่งกันและกันระหว่างโครงการหลวงในฐานะหน่วยงานของรัฐในการนำนโยบายจากรัฐเข้าสู่พื้นที่ชายขอบที่ห่างไกลอำนาจรัฐผ่านวาทกรรมการพัฒนา

การเปลี่ยนแปลงระเบียบราชการส่วนกลางที่มีผลต่อการใช้เงินสะสมของ อปท. ขนาดใหญ่ในการจัดบริการสาธารณะ, ชฎิล โรจนานนท์, นภา วรวรางกูร

เงินสะสมของ อปท. ในปัจจุบันมีปริมาณอยู่ในระดับสูง ถือเป็นการสูญเสียโอกาสการพัฒนาของท้องถิ่น โดยเฉพาะ อปท. ขนาดใหญ่ ระเบียบกระทรวงมหาดไทยฯ ปี พ.ศ. 2547 และที่แก้ไขเพิ่มเติมก่อนปี พ.ศ. 2561 เป็นระเบียบส่วนกลางกำหนดโครงสร้างเงินสะสมที่ซ้ำซ้อน ขาดความยืดหยุ่น มีพื้นที่การคลัง (Fiscal Space) ที่จำกัด การออกระเบียบกระทรวงมหาดไทยฯ (ฉบับที่ 4) ปี พ.ศ. 2561 ซึ่งเป็นระเบียบส่วนกลางที่ปรับโครงสร้างสัดส่วนในการกันทุนสำรองเงินสะสมมาอยู่ที่ร้อยละ 15 นำไปสู่การเพิ่มพื้นที่การคลังในการจัดบริการสาธารณะ จากการทดสอบทางสถิติจากกลุ่ม อปท. ขนาดใหญ่ จำนวน 30 แห่ง พบว่าระเบียบกระทรวงมหาดไทยฯ พ.ศ. 2561 มีส่วนทำให้พื้นที่การคลังเพิ่มขึ้น อย่างไรก็ดี การเพิ่มขึ้นดังกล่าวไม่ได้เป็นหลักประกันว่าเป็นปัจจัยสำคัญในการส่งเสริมให้ อปท. ได้ใช้เงินสะสมเพิ่มขึ้น การใช้เงินสะสมส่วนใหญ่เป็นการใช้เพื่อการบริหารองค์กรซึ่งเป็นการใช้เงินสะสมนอกโครงสร้างเงินสะสม นอกจากนี้ อาจมีปัจจัยอื่น ๆ นอกเหนือจากระเบียบส่วนกลางที่มีเป็นปัจจัยผลักดันให้ อปท. ได้นำเงินสะสมมาใช้จ่าย

บทความวิจัยชิ้นนี้ นำเสนอสันติวิธีในทางปฏิบัติในสถานการณ์ความขัดแย้งทางการเมือง กรณีการเคลื่อนไหวของขบวนการเยาวชนช่วงปี 2563-2564 เพื่อทำความเข้าใจเงื่อนไขในทางปฏิบัติที่ทำให้ขบวนการเคลื่อนไหวที่เริ่มต้นจากความตั้งใจที่จะใช้สันติวิธี แต่ต่อมามีผู้ใช้ความรุนแรงเชิงตอบโต้แบบไม่มีอาวุธร่วมด้วย งานวิจัยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูล 60 คน จัดกิจกรรมสนทนากลุ่ม และใช้แนวคิดปฏิบัติการไม่ใช้ความรุนแรงที่ให้ความสำคัญกับความรู้จากประสบการณ์ของผู้เคลื่อนไหว และการรับมือของรัฐ

บทความนำเสนอสามประเด็น คือ หนึ่ง การยกระดับความรุนแรงเกิดจากปฏิสัมพันธ์โต้ตอบระหว่างฝ่ายรัฐกับผู้ชุมนุม ทั้งสองฝ่ายจึงมีส่วนต่อความรุนแรงที่เกิดขึ้น สอง ความรู้จากภาคปฏิบัติของนักกิจกรรมพบว่า ผู้ร่วมเคลื่อนไหวบางส่วนต้องการตอบโต้เจ้าหน้าที่รัฐ การห้ามปรามจึงไร้ผล ทางเลือกที่ทำได้คือ ช่วยให้ผู้ชุมนุมที่ไม่ต้องการปะทะได้ออกจากพื้นที่เสี่ยง สาม รัฐสามารถสลายการเคลื่อนไหวแล้วไม่เสียความชอบธรรม เพราะใช้วิธีการปราบปรามอย่างชาญฉลาด

ผลการศึกษาพบว่า เหตุปัจจัยสำคัญที่ส่งผลให้บริษัทข้ามชาติจีนในนิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง มีบทบาทและความสำคัญในการพัฒนาความสัมพันธ์ระหว่างไทย-จีน คือ การเป็นนิคมอุตสาหกรรมจีนแห่งแรกในต่างประเทศของจีน ได้รับการผลักดันและสนับสนุนผ่านนโยบายจากรัฐบาลจีนทั้งในอดีต (Going Out) และปัจจุบัน (BRI) โดยมีการให้บทบาทสำคัญแก่บริษัทข้ามชาติจีนในฐานะตัวแสดงของรัฐบาลจีนในการสร้างความร่วมมือระหว่างประเทศ กอปรกับนโยบายของไทยในปัจจุบัน เช่น ไทยแลนด์ 4.0 และโครงการ EEC นั้นสอดรับกับนโยบายของจีนอย่าง BRI ซึ่งส่งผลโดยตรงต่อการเพิ่มจำนวนการเข้ามาลงทุนของบริษัทข้ามชาติจีนในประเทศไทย เกิดเป็นสภาพการพึ่งพาอาศัยกันและการแข่งขันกัน ทำให้ความร่วมมือในด้านต่าง ๆ ระหว่างไทยกับจีนนั้นมีขอบเขตที่กว้างและเป็นไปในทิศทางที่ดีมากยิ่งขึ้น เป็นการส่งเสริมความสัมพันธ์เชิงยุทธศาสตร์ของทั้งสองประเทศ

บทความวิจัยนี้นำเสนอผลการวิเคราะห์และสังเคราะห์ข้อมูลบางส่วนที่ได้จากการทำงานภาคสนามทางมานุษยวิทยาใน 10 ครัวเรือนในจังหวัดพิษณุโลกที่มีฐานะยากจน ขาดเงินออม มีอัตราการพึ่งพิงกันในครัวเรือนสูงและการศึกษาต่ำอันเป็นคุณลักษณะของครัวเรือนยากจนข้ามรุ่นที่ระบุไว้ในหมุดหมายที่ 9 ของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 13 (พ.ศ.2566-2570) โดยบทความวิจัยนี้มีข้อถกเถียงหลักคือ ความยากจนข้ามรุ่นนั้นยังดำรงอยู่เพราะนโยบายการศึกษาและนโยบายสังคมอื่น ๆ ที่เกี่ยวข้องที่ผ่านมายังไม่สามารถแก้ไขปัญหาความยากจนข้ามรุ่นได้อย่างตรงจุดและมีประสิทธิภาพ ในระหว่างเวลาของการรอคอยนโยบายสังคมที่ช่วยหยุดการส่งผ่านความยากจนข้ามรุ่นนี้ คนยากจนจากหนึ่งรุ่นสู่อีกรุ่นหนึ่งได้สูญเสียโอกาสในชีวิตมากมาย จากการปริทัศน์วรรณกรรมเกี่ยวกับแนวคิดเรื่องเวลาที่รอคอย (waiting time) ผู้วิจัยสร้างกรอบแนวคิดการวิจัยในการวิเคราะห์ข้อมูลจากภาคสนามเพื่ออธิบายว่าเวลาที่คนยากจนข้ามรุ่นรอคอยนั้นสามารถอธิบายได้สามนัยยะสำคัญ คือ หนึ่ง ความยากจนยังดำรงอยู่และถูกส่งผ่านข้ามรุ่น สอง ช่วงเวลาของการรอคอยนโยบายการศึกษาที่จะช่วยตัดตอนวงจรความยากจนข้ามรุ่นเป็นช่วงเวลาที่คนยากจนรุ่นแล้วรุ่นเล่าสูญเสียโอกาสบางอย่างในชีวิตไปอย่างไม่มีวันหวนกลับมา เช่น หลุดออกจากระบบการศึกษาและกลายเป็นแรงงานกึ่งทักษะกึ่งไร้ทักษะ สาม นโยบายการศึกษาที่ผ่านมามีส่วนช่วยขยายโอกาสในชีวิตของคนยากจน แต่อาจยังไม่มีประสิทธิภาพมากพอในการตัดตอนวงจรความยากจนข้ามรุ่น บทความนี้จะสะท้อนนัยยะทั้งสามประการข้างต้นผ่านข้อมูลจากภาคสนาม รวมทั้งนำเสนอข้อเสนอเชิงนโยบายที่ได้จากการสังเคราะห์ข้อมูลจากภาคสนาม

The concept of the judgment-proof or collection-proof debtor is fundamental to our understanding of civil law and of what distinguishes it from criminal law. But when civil creditors can threaten unduly harsh or cruel debt collection measures (whether legally or not), they extend their reach into the pockets of those whom this Article calls “redeemers,” third parties with a familial or quasi-familial relationship to civil debtors who have reason to pay on their behalf. OBJECTIVES: Cohort studies must implement effective retention strategies to produce internally valid and generalizable results. Ensuring all study participants are retained, particularly those involved in the criminal legal system, ensures study findings and future interventions will be relevant to this group, who are often lost to follow-up: critical to achieving health equity. Our objective was to characterize retention strategies and describe overall retention among an 18-month longitudinal cohort study of persons on community supervision prior to and during the COVID-19 pandemic.

Research consistently finds that Black and Hispanic youth are overrepresented at various stages of juvenile justice processing. However, less research has considered the role of community characteristics in juvenile justice processing, and much of this research has been mixed. Legislators have largely regarded payday lending, a type of alternative financial service through which borrowers obtain unsecured loans for fast cash, as predatory and detrimental for already vulnerable areas. Recent criminological advancements increasingly aim to better understand criminal behavior in context. This is particularly true regarding how perceptions of legal sanction risk are anchored in reality and influence offending decisions. Yet research on extralegal considerations such as morality has not kept pace. The current dissertation integrates criminological morality literature, with psychological research on Self Concept Maintenance Theory (SCMT) and moral identity, into a perspective on moral decision-making dynamics that integrates personal and situational factors. Trends in public opinion research suggest that Americans are becoming more liberal with respect to drugs. This research is limited by the absence of a reliable and valid indicator of drug sentiment, which inhibits our understanding of how and why public opinion toward drugs evolves over time.
