A psychological sense of community (PSOC) has been found to facilitate adjustment and well-being. However, little research has been conducted in Australian universities. In order to gain a deeper understanding of the phenomena, a qualitative approach was adopted. This research explored PSOC from the participants' perspective using McMillan and Chavis's (1986) theoretical framework as a guide and investigated the following research questions. (1) What is the residential students' perception of PSOC, at Edith Cowan University (ECU)? (2) What factors, within the student village, facilitate and inhibit PSOC? Community access to technology has become a critical issue in the discussion of sustainable community development and the economic viability of communities in the 21st century. The Policy Research Action Group (PRAG), a now-retired portion of CURL, established the Community Access to Technology Working Group to explore community access and training with regards to technology in the context of universal access within the city of Chicago. Additionally, the group sought to find out how technology resources are distributed in Chicago with particular emphasis on access at community centers, schools and libraries. In an effort to address the global crisis of HIV/AIDS and to reduce the spread of other sexually transmitted infections (STIs), maternal and child health/family planning (MCH/FP) programs have attempted to integrate the management of STIs into their services. This integration was endorsed at the 1994 International Conference on Population and Development in Cairo. However, as noted in this report, programs have encountered a number of difficulties as they try to effectively manage STIs in an MCH/FP setting. In particular, the effective detection and treatment of STIs has proven difficult among MCH/FP populations. This current study was developed to help …

Several historical reasons explain opposition to the airing of internal criticism by scholars and activists within progressive social movements and by members of subordinate communities. Opponents often contend that such criticism might reinforce negative stereotypes of subordinate individuals and that reactionary movements and activists might appropriate and misuse negative portrayals of the oppressed. A related fear holds that internal criticism will dismantle political unity within oppressed communities and progressive social movements, thereby forestalling social change. While these concerns provide some context for understanding the resistance to internal criticism within progressive social movements, I argue in this essay that they do …

Because of their traditional application in the environmental and geological sciences, geographic information systems are not usually considered to be useful tools for rural community research or analysis. The 1990 census made socio-economic data available at the block-group level, however, and this has facilitated the mapping of socio-economic variables in small areas. Insight, explanation, and understanding can come from seeing data in their spatial context. Citizen researchers in the Jackson County, KY, Empowerment Zone used block-group level data in maps of their county to study socio-economic patterns in their communities. In order for comprehensive community initiatives (CCIs) to be sustained beyond their initial funding period, they must "take hold" in a community and develop the capacity of community members to control and guide the community-building process. Given that CCIs are usually formulated largely by sources external to the community, such as private foundations and government agencies, it can be difficult for CCIs to achieve the necessary level of local participation. Furthermore, conflicts over the dynamic of power within the CCI, and differences over internal versus external interest, can make interaction between external agents and community members problematic. This article addresses the interconnection of political socialization and identity development. We begin with Erikson 's work, which identified the development of political commitment in adolescence as a key aspect of identity formation. We then seek to shed light on the social processes through which youth become engaged in political activities and issues. We discuss the influences of family and peers as well as participation in community service and other civic activities. The development of social responsibility and agency, and an understanding of the complexity of social issues are considered as important facets of political commitment. Data from a case …

The goal of undertaking operations research (OR) on family planning (FP) and reproductive health (RH) services is to strengthen the ability of programs and policies to maximize access to and quality of these services. This report addresses the need for a greater understanding of how information from OR studies is utilized. The Africa OR/TA Project II undertook a study to assess the extent to which information from OR studies conducted under the Africa OR/TA Project I (1988–1993) was utilized. Common among many approaches to the study of emotions that are emerging across disciplines is the fundamental proposition that emotions "are emergent properties of social relations and sociocultural processes" (McCarthy 1994: 269). Consistent with Berger's (1977) assessment of ideas, emotions–their meanings and associated behavioral counterparts–are believed to succeed in history by virtue of their relationship to specific social processes. Hence, as Steams and Steams (1994) observed, emotions have histories that are a part of every individual's socializing environment Emotions, then, are social things that are learned and can be relearned (McCarthy 1989).

A substantial number of U.S. adolescents currently participate in community service and there is increased national interest in service programs. This article assesses the assumption of developmental benefits to service participants by critically reviewing 44 empirical studies. It offers a theoretical framework for understanding the findings by connecting them to identity development and delineating three pertinent concepts: agency, social relatedness, and moral-political awareness. These concepts are applied to studies that investigate: ( 1) the characteristics and motivations of participants, ( 2) the effects of service, and ( 3) the process of service. The family planning (FP)/maternal and child health (MCH) program in Bangladesh has achieved success in the recent past, mostly through a large-scale government service-delivery system with support and cooperation from donors and nongovernmental organizations. There is concern about the financial and social sustainability of the program. Other issues include achievement of replacement-level fertility within a stipulated period and improvement of MCH-FP service quality. A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

As of April 1993, an estimated 5.3 million women in Indonesia were using IUDs. In 1991, the IUD was the second most commonly used family planning method in Indonesia (13.4 percent). According to the Indonesia Demographic and Health Survey, in 1994 it became the third most commonly used method among currently married women (10.3 percent), primarily on the islands of Java and Bali. Housing strategies designed to create a sense of community for our nation's at-risk and poverty-stricken citizens continue to be a source of debate. One major issue is the degree to which criminal behavior exists within these environments. In this article, the results from a seven year study of one single room occupancy (SRO) facility in Pittsburgh, Pennsylvania are described. Analysis of two models used for intervening with the vulnerable tenant population of the SRO suggest that a "strengthfocused" strategy rather than a "need- focused" approach may be more effective in reducing crime and may contribute to the establishment of a …

Citizenship education is generally recognized as the primary reason for supporting service-learning on college campuses. Assumptions about citizenship affect how programs and curricula are structured. An analysis of programs around the country identified four sets of "core assumptions" about civic education that inform service-learning courses and programs. This paper is intended to be useful to faculty designing service-learning courses and to those who want to make explicit multiple frameworks for understanding service experiences.

The California Department of Education has received $1,600,000 under the Serve America subtitle of the National and Community Service Act to award to local partnerships for 1991-92. Considering that California serves some 6 million public and private K-12 students, this is a modest sum. What do we hope to achieve? How realistic are our hopes? This paper discusses Service Learning in the context of a broad landscape of reforms in education and society. These reforms have much to do with our capacity to fulfill our hopes and sustain the service movement.

Community Organization Approaches To The Prevention Of Juvenile Delinquency, Ronald J. Berger, Cherylynne E. Berger

This paper examines juvenile delinquency prevention programs which implement large-scale intervention and social change strategies. A typology of community organization practice is used to analyze the assumptions, objectives, and methods underlying these approaches. Three models of community organization-- locality development, social planning, and social action--are used to evaluate three exemplary delinquency prevention programs: the Chicago Area Project, the 1960's provision of opportunity programs, and the 1960's comprehensive community-based projects such as Mobilization for Youth. The difficulties encountered in implementing these models and programs are identified and assessed. The implications for contemporary crime prevention efforts are also considered.
