Devolution: The Retreat Of Government, Judith Kurland

New England Journal of Public Policy

Devolution as practiced in much of the world is decentralization of program authority and responsibility to achieve greater administrative efficiency or program standards. Devolution as practiced by the Bush administration and the Republican Congress is not that, nor is it a diminution of federal power and the strengthening of states’ rights. Rather, it is a radical restructuring of government to prevent the expenditure of funds for traditional Democratic programs of the New Deal and the Great Society, and to prohibit states from being either more generous in social programs or more stringent in regulating industry than this administration desires.

Funded by Nellis Air Force Base (NAFB), my thesis research and analysis examined Native American knowledge of heritage foods and how diminished access to food resources has affected Native American identity and health. NAFB manages the Nevada Test and Training Range (NTTR), land and air space in southern Nevada, which includes Native American ancestral lands. During a research period of 3 months in the spring/summer of 2012, I interviewed members of Native American nations culturally affiliated with ancestral lands on the NTTR, the Paiute Indian Tribe of Utah (PITU) and the Bishop Paiute Tribe. Portland, Oregon, is considered to be a leader in sustainable development. Government agencies, nonprofit organizations, and businesses have been innovators in policymaking and practice that is aimed at creating a more sustainable city. Despite population aging, little is known about how or whether planners and developers consider older persons in terms of sustainable development. Thus, this study examined the case of sustainable, affordable housing developed for low-income adults aged 55 and older. Focused ethnographies can have meaningful and useful application in primary care, community, or hospital healthcare practice, and are often used to determine ways to improve care and care processes. They can be pragmatic and efficient ways to capture data on a specific topic of importance to individual clinicians or clinical specialties. While many examples of focused ethnographies are available in the literature, there is a limited availability of guidance documents for conducting this research. Urban Forest Justice And The Rights To Wild Foods, Medicines, And Materials In The City, Melissa R. Poe, Rebecca J. Mclain, Marla R. Emery, Patrick T. Hurley

Urban forests are multifunctional socio-ecological landscapes, yet some of their social benefits remain poorly understood. This paper draws on ethnographic evidence from Seattle, Washington to demonstrate that urban forests contain nontimber forest products that contribute a variety of wild foods, medicines, and materials for the well-being of urban residents. We show that gathering wild plants and fungi in urban forests is a persistent subsistence and livelihood practice that provides sociocultural and material benefits to city residents, and creates opportunities for connecting with nature and enhancing social ties. The purpose of this needs assessment is to investigate the needs, interests, and opinions of mature residents of Hingham, Massachusetts, relating to their aging experiences and needs for age-related services. This assessment was undertaken by the Gerontology Institute of the McCormack Graduate School at UMass Boston on behalf of the Town of Hingham Department of Elder Services (hereinafter referred to as the Department of Elder Services). The purpose of this quantitative study was to determine the effectiveness of ground groups on office discipline referrals in a southeast Tennessee school district. Ground groups are meetings that students attended once a week in an effort to find the "middle ground" through modeling and observing particular behaviors. The primary hypothesis examined four schools from two separate districts over the course of two academic school years. The first group included schools from southeast Tennessee that incorporated ground groups and was classified as the treatment group. The second group included comparable schools from southeast Tennessee that did not incorporate ground groups …

Recent Data Show Continued Growth In Supplemental Nutrition Assistance Program Use, Jess Carson, William W. Meub

This brief uses data from the American Community Survey to examine rates of Supplemental Nutrition Assistance Program (SNAP) receipt in 2011, with particular attention to changes since the onset of the recession, and to receipt by family composition, region, and place type (rural, suburban, and central city locations). It also explores SNAP receipt among households at particular risk for food insecurity. Authors Jessica Carson and William Meub report that 13 percent of all households reported receiving benefits in 2011. This represents an increase from 7.7 percent in 2007, reflecting both changes in need and policy. SNAP is increasingly the target …

This chapter introduces the reader to some of the influential perspectives on female mate choice in human evolutionary biology, including parental investment theory. We then present two key theories in evolutionary psychology that have been applied to understand variations in women’s mating preferences and choices: sexual strategies theory and strategic pluralism theory. Although the importance of female choice has gained widespread acceptance in the biological sciences, the influence that female choice has on mating systems can be limited by many factors, such as control over mating decisions by parents and men’s control over women’s sexuality. In September, 2012, a team of trained interviewers administered a comprehensive survey to 334 5th-7th grade students attending Owl Creek School in Fayetteville, Arkansas. With nearly 70 percent of students eligible for free and reduced lunch, the survey was interested in examining children’s health, well-being, their social relationships, and food insecurity.

Obesity has reached epidemic proportions in the United States. Almost two-thirds of

our adult population is overweight, and more than one-third are obese. The

obesity rate is twice what it was in 1970. Most local health departments try to

address this problem with nutrition and weight control clinics, but these clinics are often

underutilized. This study examined the effects of nine independent variables on a person's

inclination to use a nutrition/weight control clinic at ·a local health department in one of Utah's

This study examines the religious and spiritual activities that held the most value for older males and females, gender differences in these salient activities, and how elders rank church related activities with the idea of acquiring an understanding of the effects these activities had for the elderly. This study employed an in-person survey that used qualitative and quantitative methods to explore religiosity and spirituality. Participants were representative of the Christian religious and spiritual church congregations of the Inland Empire area, San Bernardino County.

This major research paper analyzes the representation of women and sexual reproduction in Western oral contraceptive medical texts. Drawing on previous feminist and sociological literature on the medicalization of women’s sexuality and reproduction, I suggest that these texts draw upon a particular discourse that confines/restricts the social construction of women as reproductive entities. This study is based on a discourse analysis of 10 oral contraceptive medical texts, published between 1965 and 2007. Drawing upon the theoretical frameworks of feminism and medicalization, I interrogate how womanhood and motherhood become inexplicably linked and how women are homogenised based on their reproductive capacities. …

Background: The exclusion of participants with invalid accelerometry data (IAD) may lead to biased results and/or lack of generalizability in large population studies. The purpose of this study was to investigate whether demographic, behavioral, and biological differences occur between those with IAD and valid accelerometry data (VAD) among adults using a representative sample of the civilian noninstitutionalized U.S. population. Methods: Ambulatory participants from NHANES (2003-2004) who were 20-85 years of age were included in the current study and wore an ActiGraph 7164 accelerometer for 7 days. Food insecurity is a fact of life for the vast majority of households across Maputo’s poverty belt. The Maputo urban food security survey done by AFSUN as part of its baseline survey of 11 Southern African cities found that households exist in a constant state of food insecurity manifested in a lack of access to sufficient affordable food, poor dietary quality and undernutrition. Income is meagre and only those households with access to wage income have any chance of holding food insecurity at bay. Africa encompasses a vast geographical area with considerable variation in climate and vegetation. The resulting differences in ways of living bring about variations in social structure and culture. In this immense area a myriad of languages are spoken and a wealth of customs flourish.

The reviewed literature corroborates that child-rearing and child care practices in continental Africa have been assiduously researched in the context of biological, historical, cultural, and social evolution. The latter results from the interaction of the individual and social needs and demands (Burgess, 1916). In this evolutionary, interactive process the child receives his/her socialization.

The protracted economic and political crisis in Zimbabwe led directly to a major increase in mixed migration flows to South Africa. Migrants were drawn from every sector of society, all education and skill levels, equal numbers of both sexes, and all ages (including unaccompanied child migration). Many migrants claimed asylum in South Africa which gave them the right to work while they waited for a refugee hearing. Many others were arrested and deported back to Zimbabwe. Migrants who were unable to find employment in the formal economy turned to employment and self-employment in the informal economy. These migrant entrepreneurs used …
