As early as February, 1942, fears of an agricultural labor shortage began to be expressed in California. The Pacific Southwest Area Committee of the Young Men’s Christian Association asserts in a statement of policy on Emergency Harvest Camps, “The California State Chamber of Commerce’s Central Coast Council’s Agricultural Committee points out that ‘the removal of enemy aliens from coastal areas, the absorption of migrant workers into defense industries, and increased government quotas for the production of many crops has created a serious agricultural problem.’ (News release, February 28, 1942).”

The problem is divided into three main sections s (1) total amount of funds expended for public welfare in Kansas and number of recipients in each category; (2) source of the funds expended; (3) a general description of the activities of the various phases of the entire program. The main facts are set forth in the first two divisions and the sources of information for statements given there are the two large charts appearing at the end of each chapter. We have a responsibility to influence for good the fundamental character of American housing by stressing essentials. What is essential at the beginning; what, if anything at the end? Not home ownership-a house and garden for everyone-but standards of upkeep, ethics for tenants, minor improvements of present home conditions, order and intelligence in the utilization of space, adjusting the old house to meet present needs, making best use of what one already has.

Nebraska 4-H Clubs: Historical Materials and Publications
This 4-H circular is for use with the 4-H Cooking Club project. It aims to teach young cooks some of the Hows and Whys of food selection, cooking and canning. To be eligible for this project a girl should be at least 12 years of age or have completed the "Learning to Cook" project.
