การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาประวัติพัฒนาการแนวคิดและหลักพื้นฐานของพันธกรณีภายใต้ความตกลงอาเซียนทางด้านสิ่งแวดล้อมในประชาคมสังคมและวัฒนธรรมอาเซียนเพื่ออนุวัติการความตกลงอาเซียนดังกล่าว ศึกษามาตรการของการบังคับใช้กฎหมายไทยตามพันธกรณีตามความตกลงอาเซียนทางด้านสิ่งแวดล้อมและพันธกรณีตามความตกลงสิ่งแวดล้อมพหุภาคี (MEAs) วิเคราะห์กลไกบังคับใช้กฎหมายไทยและกลไกระงับกรณีพิพาททางด้านสิ่งแวดล้อมตามพันธกรณีภายใต้ความตกลงอาเซียนทางด้านสิ่งแวดล้อมของประชาคมอาเซียนเปรียบเทียบกับสหภาพยุโรป รวมทั้งเสนอแนะนโยบายและมาตรการเพื่อพัฒนาปรับปรุงกฎหมายไทยในการอนุวัติตามความตกลงอาเซียนทางด้านสิ่งแวดล้อมให้มีการบังคับใช้ได้อย่างมีประสิทธิภาพและสัมฤทธิผลในบริบทของประเทศไทยและประชาคมอาเซียน การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้ระเบียบวิธีวิจัยเอกสารในการเก็บรวบรวมข้อมูลเอกสารทั้งภาษาไทยและภาษาอังกฤษ กับวิธีการประชุมสนทนากลุ่มย่อยในการรับฟังความคิดเห็นของหน่วยงานและผู้ทรงคุณวุฒิที่เกี่ยวข้อง โดยใช้แบบสัมภาษณ์เชิงลึกเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญ ซึ่งมีการสุ่มกลุ่มตัวอย่างตามวัตถุประสงค์ของการวิจัยจำนวน 27 คน แบ่งเป็น 3 กลุ่ม คือ (1) กลุ่มหน่วยงานภาครัฐ (2) กลุ่มหน่วยงานภาคเอกชน และ (3) กลุ่มผู้ทรงคุณวุฒิภาควิชาการ ทั้งนี้ เพื่อให้เกิดการตรวจสอบแหล่งข้อมูลแบบสามเส้า ในการเก็บรวบรวมจากผู้ให้ข้อมูลสำคัญทั้ง 3 กลุ่มตามระเบียบวิธีวิจัยเชิงคุณภาพแล้วนำมาวิเคราะห์ข้อมูลเชิงเนื้อหา วิเคราะห์เชิงตรรกวิทยา และการวิเคราะห์เปรียบเทียบเกี่ยวกับการบังคับใช้กฎหมายไทยตามพันธกรณีภายใต้ความตกลงอาเซียนทางด้านสิ่งแวดล้อม กลไกบังคับใช้กฎหมาย และกลไกระงับข้อพิพาทสิ่งแวดล้อมให้มีประสิทธิภาพและสัมฤทธิผลในบริบทของประเทศไทยและประชาคมอาเซียน รวมทั้งยังได้จัดการประชุมสัมมนาวิชาการเพื่อรับฟังความคิดเห็นและข้อเสนอแนะจากผู้ทรงคุณวุฒิและหน่วยงานที่เกี่ยวข้องเพื่อปรับปรุงสรุปผลการวิจัยและข้อเสนอแนะให้มีความถูกต้องและสมบูรณ์มากยิ่งขึ้น ผลการวิจัยพบว่า ประเทศไทยได้ดำเนินการปฏิบัติตามพันธกรณีภายใต้ความตกลงอาเซียนทางด้านสิ่งแวดล้อมในระดับภูมิภาค และการปฏิบัติตามพันธกรณีภายใต้ความความร่วมมืออาเซียนทางด้านสิ่งแวดล้อมและความตกลงสิ่งแวดล้อมพหุภาคี (MEAs) หากเกิดปัญหาข้อพิพาทสิ่งแวดล้อมตามพันธกรณีก็ยังมีกลไกบังคับใช้กฎหมายภายในของประเทศไทยและสมาชิกอาเซียนอื่น กฎหมายระหว่างประเทศ รวมทั้งกลไกระงับข้อพิพาททางสิ่งแวดล้อมตามพันธกรณีภายใต้ความตกลงอาเซียนทางด้านสิ่งแวดล้อมทั้งในระดับภูมิภาคอาเซียน คือ กลไกระงับข้อพิพาทภายใต้กฎบัตรอาเซียน ค.ศ. 2008 และพิธีสารว่าด้วยกลไกระงับข้อพิพาทของอาเซียน ค.ศ. 2004 รวมทั้งกลไกระงับข้อพิพาทในระดับโลก เช่น กลไกระงับข้อพิพาทขององค์การการค้าโลก อนุญาโตตุลาการระหว่างประเทศ หรือ ศาลยุติธรรมระหว่างประเทศ

แม้ว่าคุณลักษณะหนึ่งของสังคมสมัยใหม่ คือ การเป็นสังคมปฏิเสธความตายที่การแพทย์และสถาบันทางศาสนาเข้ามามีอำนาจเหนือการตัดสินใจต่อความตายของปัจเจก ในบทความนี้ ผู้เขียนจะใช้แนวคิดของ Tony Walter ที่มองว่าแต่ละสังคมมีวิถีความตาย (Deathway) เฉพาะของตนที่เป็นผลมาจากปัจจัยและประวัติศาสตร์เชิงพื้นที่การศึกษาวิถีความตายของแต่ละท้องถิ่นจึงมีความสำคัญ ผู้เขียนสำรวจปรากฏารณ์การโอบรับกิจกรรมเรื่องตายในบริบทของสังคมเมืองสมัยใหม่ เช่น งานเทศกาลความตาย การจัดแสดงประติมากรรมเรื่องตาย และ คาเฟ่เรื่องตาย เป็นต้น เพื่อชี้ให้เห็นถึงนัยสำคัญของการโอบรับ “มรณิจกรรม” หรือ เดธทิวิตี (Deathivity) ของคนเมืองที่จะเปลี่ยนภูมิทัศน์ของความตายด้วยการประกอบสร้างความหมายใหม่ผ่านตัวแสดง คือ เทคโนโลยีดิจิทัล การทำให้เป็นสาธารณะ และการทำความตายให้เป็นกิจกรรมมากขึ้น ท้ายที่สุดแล้ว ผู้เขียนจะชี้ให้เห็นถึงรูปแบบการมีปฏิสัมพันธ์ต่อความตายสมัยใหม่ (modern death) ซึ่งเป็นการจัดประกอบหรือเรียนรู้ความตายด้วยประสบการณ์ของปัจเจก ซึ่งอีกนัยหนึ่งคือการพยายามค้นหาความหมายและคุณค่าของการมีชีวิตทำให้การโอบรับอาสัญทนาการที่ปรากฏให้เห็นกลายเป็นพื้นที่ของการเรียนรู้เพื่อเปลี่ยนแปลง (transformative space) หนึ่ง คือ พื้นที่ของการเติบโตภายใน และ สอง คือพื้นที่ของการเปลี่ยนผ่านภูมิทัศน์ความตายสู่กลไกของการกล่อมเกลา ถกเถียงและตั้งคำถามเรื่องตายที่สอดรับกับความเป็นสมัยใหม่มากยิ่งขึ้น ท้ายที่สุดแล้ว ผู้เขียนยังมองว่าแม้ภูมิทัศน์ความตายจะมีตัวแสดงใหม่เข้ามา แต่รากฐานที่ทำให้สังคมไทยไม่ได้เป็นสังคมปฏิเสธความตายอย่างสิ้นเชิง คือสองรากของความเปิดกว้างและการมีส่วนร่วม ที่ทำให้เดธทิวิตีกลายเป็นหนึ่งในกระบวนการเรียนรู้เรื่องตายของสังคมสมัยใหม่

Finding pathways to more sustainable agriculture and resource use remains the most pressing challenge for Amazonian countries. Characterizing recent changes in the structure and types of agrarian production systems, this review identifies responses to deal with the challenges and opportunities to promote more sustainable production and extraction economies in the Amazon. Attitudes towards immigration have been shown to be driven by dehumanization and disgust. The more people dehumanize immigrants and the more disgusted they feel, the more negative attitudes they tend to have toward immigrants. However, little is known about how exposure to social media content that links dehumanization, disgust, and immigration influences users’ attitudes on this issue. This is important to consider because the majority of adults in the United States are on social media. Labor unions in the United States have experienced decades of decline, but recent years have seen a rebirth of union campaigns and successes. This paper investigates urban air as an agentic force shaping the relationship between Bangkok and Bang Kachao, its designated "green lung." Traditional sustainable development frameworks often overlook air's dynamic role, treating it as a passive environmental component rather than an active participant in urban ecologies. To align with the SDGs, Japan has strengthened public-private partnerships (PPPs) in its ODA. This thesis explores how the Japan International Cooperation Agency’s (JICA) SDGs Business Supporting Survey promotes sustainable development for both Japan and Thailand. This thesis explores how the long-running Japanese manga One Piece functions as a radical political archive that reflects, critiques, and reimagines global politics across three historical eras. Drawing from the fields of International Relations and Development Studies, this research analyzes how the manga stages fictional yet deeply resonant struggles over power, freedom, and justice. งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์การลักลอบเคลื่อนย้ายยาเสพติดข้ามพรมแดนขององค์กรอาชญากรรมข้ามชาติผ่านช่องทางการขนส่งระหว่างประเทศทางน้ำและอากาศของประเทศไทย โดยมุ่งวิเคราะห์ปัญหา อุปสรรค และเสนอแนวทางการพัฒนามาตรการการสกัดกั้นที่มีประสิทธิภาพ งานวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลจากการสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured Interview) กับผู้แทนจากหน่วยงานบังคับใช้กฎหมายและองค์การระหว่างประเทศ ได้แก่ สำนักงาน ป.ป.ส. สำนักงานตำรวจแห่งชาติ กรมศุลกากร และสำนักงาน ยาเสพติดและอาชญากรรมแห่งสหประชาชาติ (UNODC) ร่วมกับการวิเคราะห์เอกสารกฎหมายที่เกี่ยวข้อง โดยใช้แนวคำถามการสัมภาษณ์ (Interview Guide) เป็นเครื่องมือหลัก ผลการวิจัยสะท้อนให้เห็นปัญหาและอุปสรรคที่มีนัยสำคัญ ได้แก่ ความหลากหลายและความซับซ้อนของรูปแบบการลักลอบ อุปสรรคด้านการประสานงานและระบบข่าวกรอง และข้อจำกัดด้านทรัพยากร เช่น บุคลากร งบประมาณ และเครื่องมือ ตลอดจนข้อจำกัดด้านกฎหมายทั้งในระดับภายในประเทศและระหว่างประเทศ รวมถึงอิทธิพลของบริบททางการเมืองที่ส่งผลต่อการกำหนดนโยบายยาเสพติด นอกจากนี้ ยังพบว่าโครงสร้างองค์กรและแนวทางปฏิบัติที่เน้นการตอบสนองเฉพาะหน้า ยังคงเป็นข้อจำกัดต่อการสกัดกั้นเชิงระบบในระยะยาว เพื่อตอบสนองต่อปัญหาดังกล่าว งานวิจัยนี้จึงเสนอแนวทางการพัฒนาใน 6 ด้านหลัก ได้แก่ (1) การกำหนดยุทธศาสตร์เชิงรุก เช่น การใช้กลยุทธ์การส่งมอบยาเสพติดภายใต้การควบคุม (Controlled Delivery) และการพัฒนาระบบคัดกรองและสุ่มตรวจในจุดเสี่ยง (2) การบูรณาการความร่วมมือภายในประเทศ ผ่านการจัดตั้งระบบฐานข้อมูลกลางด้านข่าวกรอง และการขยายโมเดลคณะทำงานสกัดกั้นยาเสพติดในพื้นที่ด่านหน้า (3) การเสริมสร้างความร่วมมือระหว่างประเทศในระดับทวิภาคีและพหุภาคี โดยเน้นการแลกเปลี่ยนข้อมูลข่าวกรองและการสืบสวน (4) การพัฒนาเทคโนโลยีและระบบสารสนเทศ เช่น การใช้ AI และ Big Data วิเคราะห์พฤติกรรมเสี่ยง และการเสริมอุปกรณ์ตรวจสอบให้หน่วยงานภาคสนาม (5) การปรับปรุงกฎหมายให้สอดคล้องกับลักษณะของอาชญากรรมข้ามชาติ และ (6) การเสริมสร้างศักยภาพองค์กรและบุคลากร ทั้งในด้านทักษะเฉพาะทาง และกลไกการตรวจสอบภายในองค์กร ที่เข้มแข็ง ข้อเสนอแนะจากการวิจัยครอบคลุมทั้งระดับปฏิบัติการและระดับนโยบาย โดยเน้นการยกระดับระบบตรวจสอบและข่าวกรอง การพัฒนาทักษะเจ้าหน้าที่ การปรับปรุงกฎหมายให้สอดรับกับอาชญากรรมสมัยใหม่ และการออกแบบแผนยุทธศาสตร์ระดับชาติเพื่อรองรับปัญหาอย่างต่อเนื่องและเป็นระบบ ภายใต้การบูรณาการระหว่างภาครัฐ ภาคเอกชน และชุมชน เพื่อสร้างกลไกการสกัดกั้นยาเสพติดที่มีความยืดหยุ่น เข้มแข็ง และยั่งยืน ภายใต้หลักสิทธิมนุษยชนและนิติธรรม

Historically, public and political discourse around people who nonmedically use opioids has largely been rendered via a deficits-oriented lens, presenting this population as weak, disinterested, and deviant,and thus undesirable and ill-positioned for wellness and communal integration. These narratives, and subsequent policies used to engage people who use opioids, are intermittently formed and disrupted by geopolitical changes, as public and institutional attitudes, often driven by racial and class-related considerations, shift. As part of what we term the crimedical cycle, a population’s behaviors fluctuate between periods of medicalization and criminalization. This conceptual overview offers a comprehensive overview of systemic pathways that negatively impact the mental health of Black Men throughout their lives. Our argument highlights the importance for counselors and mental health professionals to utilize a thorough social risk assessment that considers these pathways in order to effectively address the mental health needs of Black Men while fostering positive working relationships. This overview strongly advocates for the use of context and structural determinants when evaluating mental health symptoms. Without an appropriate understanding of social risk and determinants, counselors may inadvertently perpetuate disparities by decontextualizing symptomology, and reproducing racist discourse.

Chinese parachute kids, defined as unaccompanied minor who study in foreign countries alone while their parents remain in China, represent a unique segment of international students.This research specifically focusing on Chinese parachute kids studying in the U.S. Grounded in interviews with nineteen individuals who were once parachute kids, this study challenges the popular view that all international students have monolithic experiences especially within the assimilationist framework.

I propose a typology of three orientations (the heritage, the instrumental, and the global) and argue that Chinese parachute kids’ orientation determines their sense of belonging and their approaches to embeddedness in American educational …

This project develops a praxis towards social change based on the works of Michel Foucault. It first establishes Foucault’s philosophical assumptions, methods, and political goal of countering “objectivizing” modern Western social forces. It then draws on sources from the three major phases of Foucault’s career to trace his development of a general conceptualization of experience as relational, or as non-exhaustively co-constituted by and through three indispensable kinds of social forces: knowledge, power, and ethics. This study explored the relationship between social capital and proactive resilience in the context of climate disasters in Mongolia, the Philippines, and Vietnam. This country-level comparative study aimed to 1) determine associations between demographic, socioeconomic variables, and social capital, 2) explain how social capital affects community resilience, and 3) illustrate mechanisms of reactive and proactive resilience. Drawing on Nahapiet and Ghoshal (1998) and Carmen et al. (2022), the study determined whether each country exhibited reactive and/or proactive resilience mechanisms through three social capital dimensions: structural, relational, and cognitive. Water quality is a major concern around the world, but assessments of quality often privilege producers, regulators and experts over consumers. With water supplies and sources constantly in flux, how do ordinary people experience and “sense” quality? Since the introduction of the Green Revolution, the use of agrochemicals in Thai farming has sparked repeated contentious debates among local policy elites, addressing issues such as consumer health, farmer livelihoods, and environmental degradation. In 2019, this subject re-emerged on the policy agenda with the proposed ban of three key agrochemicals: Chlorpyrifos, Paraquat, and Glyphosate. Net Zero ideology promises that current and ongoing emissions can be partially offset by ‘negative emissions’ strategies such as carbon capture and sequestration, allowing carbon intensive firms to narrate themselves as agents that are solving – not causing – the climate crisis. This represents a shift in liberal and corporate environmentalism away from both denial and delay, towards a new strategy acknowledging the need to end fossil fuel use while urgently deferring transformations to a future made possible by not-yet developed technological innovations. A graduate student in art therapy wrote this heuristic paper to explore shame's role as both a negative internal feeling and a cultural and social tool for evaluating and regulating behavior. As a transgender woman, she examines what it is like to be labeled as Filipino and deal with being transgender. Tiny advances have been made in the understanding of shame within the context of minority transgender self-research. Taken collectively, Patton’s scholarship and activism has laid the foundation for insights in the health humanities, particularly AIDS studies, that consider the inextricable connections between epidemiology and ideology. Patton’s theorizations of stigma and discrimination patterns, her deconstruction of “truth” discourses subtending science, her critical re-evaluations of axioms associated with risk, safe sex, community, and knowledge production have been crucial interventions in the understanding of health and illness as cultural and discursive scripts. Not only has it served as the wastewater treatment facility for the city, it has also provided other beneficial uses such as acting as a sanctuary for bird, mammal, amphibian, and macroinvertebrate species. With facility upgrades currently underway, it has become important to revisit the beneficial uses of the Arcata Marsh. This project aimed to identify and characterize these beneficial uses.
