Assessing Community Participation In Development Planning: A Case Study Of Participants' Perceptions From A Small Rural Community In St. Lucia, Augustine Dominique

This research paper is a case study of participants' perceptions of their involvement in a process of development planning undertaken by the community of Laborie on the island of St. Lucia in the Eastern Caribbean. Participants are drawn from an overall sample determined by case design theory and the boundaries of the case under investigation. During in-depth interviews participants provide responses to questions on the authenticity of the participatory process. Data from participants is validated through triangulation with evidence from a focus group meeting and other documents and artifacts from the 3-year development planning process. This paper explores contemporary sexuality in Chile, through an analysis of the institutionalized rules and regulations, comprised of the many laws and regulations determined by Chile’s governing bodies and embodied by the words and actions of State Officials, and the police force: los Carabineros; to the societal norms and collective values, which include the position of the Catholic Church, the media, and the sociological investigations which analyze Chile’s collective understandings and dominant discourses, determining what is acceptable within the realm of sex and sexuality, and what is not. It is based on my private teaching experience with one of many Japanese students in Boston. This paper is composed of two sections. Nationally, HIV/AIDS transmission rates are rising in African American communities while decreasing in white, gay communities where the disease has been the most devastating. Classism, homophobia, lack of cultural competency/sensitivity, distrust of health care providers, and racism are all social and cultural components which contribute to the spread of this pandemic.
