Next-Generation Democratic Cyber Statecraft - Balancing The Signal: Shutdown Shocks And Democratic Digital Governance, Scott M. Di Panni

This paper develops Next-Generation Democratic Cyber Statecraft (NG-DCS), a unified strategic doctrine for democratic governments to contest the cognitive domain against authoritarian adversaries. Drawing on twenty-six years of cross-national panel data (1999–2024) spanning 213 countries, game-theoretic modeling, and qualitative case analysis, the paper establishes three interconnected empirical and theoretical foundations. First, cross-national OLS regression across 160+ countries demonstrates that regime type is the dominant structural determinant of internet freedom (R²=0.615, β=2.513, p< 0.001), explaining more than twice the variance attributable to per-capita wealth (R²=0.268). Democratic governance, not economic development, produces open digital environments. Second, a two-way fixed effects (TWFE) difference-in-differences study exploiting government-ordered internet shutdowns as discrete policy interventions finds that digital restrictions causally degrade V-Dem governance quality by 0.21–0.38 standard deviations (p< 0.001 across all specifications). Treatment effects are immediate (β=−0.302 at k=0) and persist through five post-treatment years (β=−0.246 at k=+5), indicating structural rather than transitory governance damage. Parallel trends validation (p=0.352) and Callaway–Sant’Anna heterogeneity-robust estimation (ATT=−0.230, SE=0.077) support causal identification. Instrumental variable triangulation (2SLS β=−0.949, p=0.005) confirms that simultaneity was attenuating, not inflating, the primary estimates. Third, formal game-theoretic analysis reveals that the current U.S.–adversary equilibrium is (Restrain, Escalate)—the risk-dominant but Pareto-inferior outcome of a Stag Hunt structure. China, Russia, North Korea, and Venezuela each occupy structurally distinct positions (Stackelberg commitment, asymmetric two-level, autarky, and reactive trigger, respectively), requiring differentiated doctrinal responses rather than a uniform strategic playbook. Generative AI and algorithmic governance are shown to accelerate cognitive vulnerability by collapsing influence operation costs and exploiting engagement-optimized platform architectures that systematically degrade deliberative capacity in democratic populations.

This paper examines the role of traditional masculine ideology in the continued prevalence of transphobia. Drawing on established research, it follows the development of traditional masculinity in critical social and emotional aspects of men’s lives and explores the predictive relationship between endorsement of traditional masculinity and transphobic attitudes. It emphasizes solution-based psychological research in addressing and challenging this belief system, particularly gender-transformative programs for boys and young men, where supportive role models and healthy representations of masculinity are presented. In this paper, we investigate households’ behavioral responses to wildfires in California to understand their mitigation and adaptation strategies. We combine daily household-level consumer purchase data from the NielsenIQ Consumer Panel with detailed wildfire incident and smoke exposure data from various sources. Our analysis reveals that wildfires reduce retail trips and overall spending, both in-store and online, likely due to evacuations. However, wildfire-driven smoke increases purchases of essential goods, indicating adaptive behavior. More experienced households tend to respond more cautiously, and we observe heterogeneity in responses based on income, age, and pre-existing health conditions. Although a substantial body of research has documented the benefits of shared reading for children under six, far less is known about how these experiences and reading development unfolds in digital contexts. Reaction videos (RVs) are surging in popularity, emerging as a distinctive facet of participatory culture on modern social video-sharing platforms such as YouTube, TikTok, and Twitch. This study aims to explore not only the motivations and engagement patterns of viewers towards RVs, but also the underlying nature of the virality and community-building phenomena that this sub-genre of video content fosters. In all likelihood, Germany’s 2025 federal election has driven a final nail in the coffin of a party system marked by two traditional catch-all parties and several small parties. The FDP, Greens, AfD, Left Party, and BSW together received a record vote share. However, not all of them were electoral winners. Led by the AfD, smaller opposition parties on the ideological extremes surged, while hinge parties in government lost ground. This thesis examines contemporary product launches as communicative events, arguing that they help shape how technological change is publicly interpreted and remembered. Drawing on media ecology and cultural memory, and using Fantasy Theme Analysis as the primary method, the study analyzes Tesla’s 2019 Cybertruck unveiling as a case of symbolic meaning-making at the moment of introduction and in its immediate circulation. The analysis identifies four dominant fantasy themes that organize the launch’s symbolic world and cohere into a rhetorical vision presenting Tesla as a disruptive actor introducing a resilient technology for an already arriving future. The reasons, or push factors, of why individuals are emigrating from their home countries is the central question of this study. College football's labor market has been transformed by litigation-driven regulatory change eliminating long-standing mobility restrictions. Central to this transformation is a new roster construction dilemma — whether to acquire experienced collegiate talent through the transfer portal or invest in traditional high school recruiting. Using a fixed effects panel of 127 Football Bowl Subdivision programs across six recruiting cycles (2019–2024), we examine whether schools substitute transfers for high school recruits. Three findings emerge. First, portal activity is associated with reduced three-star recruiting but no relationship with four-star or five-star prospects, with substitution driven by quantity rather than quality. Indigenous territories in Amazonia sustain forest cover through the practice of swidden-fallow agriculture, yet declining land availability threatens both the ecological sustainability of this agricultural system and its contributions to community livelihoods. This short communication synthesizes evidence on how the Ice, Cloud and Land Elevation Satellite-2 (ICESat-2) altimetry data are used by private sector actors and the implications for economic value creation. Using secondary research that collected and summarized information from existing data from reports, journals, websites, and databases, the work identifies 54 companies across 9 sectors leveraging ICESat-2-derived elevation, canopy height, bathymetry, and surface measurements to inform decision-making, risk assessment, and new business models. It attempts to make a broader claim about what the Christian Church as a whole could do better and has historically fallen behind at. Previous research indicates that religion and spirituality can have a beneficial impact on the well-being of individuals, both promoting health and reducing poor mental and physical health outcomes. Religiosity often shifts across the lifespan, but some experiences can predict those changes. For example, stressful life events (SLEs; e.g., loss of a family member, serious illness) are often associated with a decrease in religiosity. Past research has shown that in adults, the experience of SLEs predicts less identification with previously held religious beliefs. This study utilized a brief experimental analysis (BEA) to examine the effects of taped problems (TP) alone and in combination with brief therapeutic interventions on math fact fluency and math anxiety in elementary-aged students with language disorders. Math anxiety was assessed pre- and post-intervention using the Early Elementary School Abbreviated Math Anxiety Scale (EES-AMAS), a standardized measure for examining math anxiety levels in young students, and math fact fluency was measured using 2-minute Curriculum-Based Measurement (CBM) probes. Results indicated that TP-only was associated with improvements in digits correct per minute (DCPM) for most participants; further, the addition of therapeutic interventions …

Student affairs is a field within higher education that works to support students’ out-of-classroom needs and provide them with a college experience that promotes holistic growth. This study examines the experiences of women leaders in student affairs at a mid-sized university in the southeastern United States and the opportunities and barriers they encountered in their pathways to their careers. Through in-depth, qualitative interviews, clear themes emerged regarding both facilitators of and challenges to their progression to leadership. Universities prioritize strategies that improve student success, with graduation rates serving as a key indicator of institutional effectiveness (Kinzie & Kuh, 2017; York et al., 2015). Considering this, we examined peer relational victimization, an interpersonal stressor involving exclusion and reputational harm (Casper et al., 2020; You & Bellmore, 2012), as a predictor of dropout intention. Using archival data collected from undergraduate volunteers recruited from the University of Southern Mississippi (N = 291), we tested a moderated mediation model. For an actor to accurately perceive if a gap affords crossing, they must consider environmental constraints, particularly spatial dimensions like gap depth and gap width, and their own physical capabilities, as determined by body/action-scaled information, namely body height and jumping ability. Prior research has examined the gap-crossing affordance across various contexts (real-world, augmented reality, and virtual reality). This study examines how conspiracy-related content spread across social media platforms following the 2020 U.S. Presidential election, specifically the “Stop the Steal” (STS) movement. While conspiracy theories are often seen as influential on niche parts of the internet, less is known about how they compare to non-conspiracy content in terms of engagement, visibility, and how they change over time. The Florida Harvester Ant (Pogonomyrmex badius) was once widespread and commonplace throughout the sandhills of the Southeastern United States, providing key ecosystem services, such as seed dispersal and soil aeration. Over recent decades, however, Florida Harvester Ant populations have declined in some areas. Current literature postulates that Red Imported Fire Ants (RIFA), and the insecticides used to manage them, as well as further human encroachment onto their habitat, all likely contributed to Florida Harvester Ant population declines.
