Coalition Battle Management Language (C-Bml) Study Group Final Report, Major Kevin Galvin, Mike Hieb, Andreas Tolk, Charles Turnitsa, Curtis Blais, James Montgomery

Computational Modeling & Simulation Engineering Faculty Publications

Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

Genocide: What Do We Want It To Be?, Alan A. Ryan Jr. Dec 2005

Genocide: What Do We Want It To Be?, Alan A. Ryan Jr.

New England Journal of Public Policy

The definition of genocide in the Genocide Convention has been universally accepted, in the statutes of the ad hoc international tribunals and the International Criminal Court, but it conceals a host of ambiguities. Sociologists, political scientists, and others have not devised any legally adequate substitute. This article proposes a non-linear definition of genocide, that is, a definition that takes into account the presence or absence of several factors, rather than one that attempts to generalize the crime of genocide. It disregards the motives or objectives of the perpetrator, sheds the secondary phenomena that often accompany genocide (such as dehumanization of …

Boots On The Ground: Use And Implications Of War Metaphors In A Top Team, Jo L. Longnecker Dec 2005

Boots On The Ground: Use And Implications Of War Metaphors In A Top Team, Jo L. Longnecker

Organization Management Journal

This paper describes the use and implications of war and military metaphors shared by a top management team working in the defense industry. The team used war metaphors pervasively to make meaning of the ambiguity and uncertainty in its environment. Five categories of war metaphors and action verbs were found. Findings from this study suggest the team used metaphors to structure and communicate abstract ideas and experiences, highlight or hide aspects of the work environment, unite team members, lead their organization, and maintain their warlike culture. Further findings demonstrate how the team constructed and maintained metaphors individually, intersubjectively, unreflectively, and …

Amerindian Torture Revisited: Rituals Of Enslavement And Markers Of Servitude In Tropical America, Fernando Santos-Granero Dec 2005

Amerindian Torture Revisited: Rituals Of Enslavement And Markers Of Servitude In Tropical America, Fernando Santos-Granero

Tipití: Journal of the Society for the Anthropology of Lowland South America

Western fascination with the body and all things corporeal has permeated millennial anthropology, capturing the attention of anthropologists working in different parts of the world. In lowland South America, Seeger, da Matta, and Viveiros de Castro (1979) called attention, early on, to the Amerindian propensity to use the body as the main instrument to convey social and cosmological meanings. In a now famous essay entitled “Of Torture in Primitive Societies,” Pierre Clastres (1974) suggested that Amerindian initiation rituals—always entailing some kind of torture and bodily modification—were meant to mark initiates not only as adults but, above all, as fellow and equal …

The Journey Of A Social Movement: A Glimpse Into Hizb 'Allah And Its Integration Into The Lebanese Landscape, Lisa L. Peters Dec 2005

The Journey Of A Social Movement: A Glimpse Into Hizb 'Allah And Its Integration Into The Lebanese Landscape, Lisa L. Peters

Masters Theses

Historically, research in Social Movement Theories has been limited to only certain aspects of a social movement, whether it was the impetus of the movement, explaining the reasons for its mobilization, how they recruit members and money, how social movements are able to function as an organization, or why groups suffer demise after flourishing for a period of time. This research attempts to build a framework of a particular social movement, Hizb'allah, a Shi'a Islamic movement based in Lebanon. This framework is built by extracting various elements from several social movement theories to explain and illustrate this movement's life course …

Television And Politics In The Former East Germany, Claudia Dittmar Dec 2005

Television And Politics In The Former East Germany, Claudia Dittmar

CLCWeb: Comparative Literature and Culture

In her paper, "Television and Politics in the Former East Germany," Claudia Dittmar analyzes how in the former East Germany (GDR) while television audience was restricted severly by government, at the same time West German broadcasts acquired a substantial audience and what the impact of these broadcasts had on the audience. West German television programs enjoyed a high level of popularity with the East German population, thereby posing the greatest competition to the GDR's own television stations. As a result, GDR television was forced to counteract the impact of West German television. Dittmar discusses how the West German media were …

Recalibrating The War On Terror By Enhancing Development Practices In The Middle East, Kevin J. Fandl Nov 2005

Recalibrating The War On Terror By Enhancing Development Practices In The Middle East, Kevin J. Fandl

ExpressO

This research paper suggests that the cart has been placed before the horse, that democratization and open markets in the Middle East are more likely the result of effective development than the catalyst for it. The war on terror has been justified by the United States as an effective means of reducing the possibility of terrorist attacks. This paper analyzes the validity of those justifications by reviewing the linkage between democracy and economic growth and that between democracy and peace.

The paper begins by hypothesizing that the war on terror and forced democratization of the Middle East are leading to …

From Terrorism To Nonviolence And The Islamic Peace Paradigm: Jihad, Just War, Peace And Islamic Nonviolence, Sezai Ozcelik

Peace and Conflict Studies

Islamic contributions in the areas of peace, war, and nonviolence require to be revisited in post-September 11 world. With reinterpretation and redefinition of Islamic concepts of jihad (sacred struggle), sabr (patience), adl (justice), umma (community), sulha (reconciliation), hijra (exodus), diversity, and tolerance, this study attempts to contribute the Islamic understanding of war, peace, and nonviolence. Also, the story of Cain and Abel in the Qur’an shows an example for the nonviolent action together with other contemporary Islamic nonviolence actions such as Intıfıada, Kosovo, and Abdul Ghaffir Khan in Afghanistan. This study will examine the just war, qital (fighting), jihad (sacred …

The Challenge Of Terror: A Traveling Essay, John Paul Lederach Nov 2005

The Challenge Of Terror: A Traveling Essay, John Paul Lederach

Peace and Conflict Studies

So here I am, a week late arriving home, stuck between Colombia, Guatemala and Harrisonburg when our world changed. The images flash even in my sleep. The heart of America ripped. Though natural, the cry for revenge and the call for the unleashing of the first war of this century, prolonged or not, seems more connected to social and psychological processes of finding a way to release deep emotional anguish, a sense of powerlessness, and our collective loss than it does as a plan of action seeking to redress the injustice, promote change and prevent it from ever happening again. …

Mine Action: Lessons And Challenges, Gichd

Global CWD Repository

Mine Action: Lessons and Challenges represents the views of selected experts as to what some of the key lessons have been, and what challenges remain for the future.

Following an Executive Summary of its main conclusions and findings, this work is laid out in two parts. Part I looks at the core activities — the “pillars” — of mine action: advocacy, victim assistance, mine risk education, demining (survey, marking and clearance of mines and unexploded ordnance) and stockpile destruction. Part II looks at key management issues, specifically, programme coordination and management, information management and capacity development. This work concludes with …

An Introductory Essay: Are We In “The Age Of Resistance” In A Post-9/11 World?, J. P. Linstroth Nov 2005

An Introductory Essay: Are We In “The Age Of Resistance” In A Post-9/11 World?, J. P. Linstroth

Peace and Conflict Studies

This introductory article to the Special Issue of Peace and Conflict Studies asks, “are we in the ‘Age of Resistance’ in a post-9/11 world?” It is argued the concept of “resistance” may be framed in a broad theoretical context to include multiple and contested meanings by social and political actors as well as by scholars and through intellectual debate. The article questions recent ideas prevalent in fauxpolitical science studies which promote a clash of civilizations, essentialize histories, support anachronistic Orientalist-approaches, and bolster foreign policy initiatives by removing the human element. The contention is for researchers and theorists to concentrate on …

Murals And The Development Of Merchant Activity At Chichen Itza, De Luna Lucha Aztzin Martinez Oct 2005

Murals And The Development Of Merchant Activity At Chichen Itza, De Luna Lucha Aztzin Martinez

Theses and Dissertations

The militaristic interpretations of the art of Chichen Itza, Yucatán, Mexico, fails to sufficiently describe its entire decorative program. Absent from discussions of the art tradition is the apparent focus on merchant activity in the city. The influence and power of merchants strengthened during the transition from the Classic to Postclassic in Mesoamerica. With an increase in demand of foreign goods, new exchange relationships developed between centers in Central Mexico, the Gulf, and Maya region. As a result, several cultural regions participated in a vast economic network that created political alliances and syncretic art styles. Focusing on the mural tradition …

Digital Wars -- Legal Battles And Economic Bottlenecks In The Digital Information Industries, Curt A. Hessler Oct 2005

Digital Wars -- Legal Battles And Economic Bottlenecks In The Digital Information Industries, Curt A. Hessler

ExpressO

The Digital Age has spawned major legal battles over the fundamental principles of intellectual property law and antitrust law. These diverse struggles can best be analyzed using the basic norm of "value added" from neo-classical normative economics. This analysis suggests that current intellectual property doctirnes provide excessive protection and current antitrust doctrines remain awkward in dealing with the cross-market leveraging of monopoly power in the presence of "natural monopolies" created by network effects.

History And Society: Fact, Fiction And Reform In The Serbian Education System, Valerie Ullrich Oct 2005

History And Society: Fact, Fiction And Reform In The Serbian Education System, Valerie Ullrich

Independent Study Project (ISP) Collection

History instruction is a means of disseminating political and cultural “truth” in societies all over the world. History occupies only a small space in the educational schemes that socialize and politicize children to their societies, but it could be argued that it plays a disproportionate role in these processes. In societies with contentious historical records and/or histories of conflict, it is particularly important to examine the role that history instruction does in fact play, as it can have positive or disastrous consequences over the long term. Serbian society provides one example of the potential effects of incomplete, politically influenced historical …

Failed States, Or The State As Failure?, Rosa Ehrenreich Brooks Oct 2005

Failed States, Or The State As Failure?, Rosa Ehrenreich Brooks

Georgetown Law Faculty Publications and Other Works

This article seeks to challenge a basic assumption of international law and policy, arguing that the existing state-based international legal framework stands in the way of developing effective responses to state failure. It offers an alternative theoretical framework designed to spark debate about better legal and policy responses to failed states. Although the article uses failed states as a lens to focus its arguments, it also has broad implications for how we think about sovereignty, the evolving global order, and the place of states within it.

State failure causes a wide range of humanitarian, legal, and security problems. Unsurprisingly, given …

Digital Wars -- Legal Battles And Economic Bottlenecks In The Digital Information Industries, Curt A. Hessler Sep 2005

Digital Wars -- Legal Battles And Economic Bottlenecks In The Digital Information Industries, Curt A. Hessler

ExpressO

The Digital Revolution has created the apparent anomaly that information, though very cheap to create and near costless to share, is managed by industries that are increasingly concentrated and roiled by endless legal warfare. This paper surveys the major legal battles by subjecting all of them to the familiar norm of "maximizing economic value added", as defined by neo-classical "welfare economics". The various legal wars are traced to defects and confusions in current legal approaches to intellectual property (the "property wars") and to antitrust doctrines (the "monopoly wars").

Mine Detection Dogs: Operations

Global CWD Repository

The study is laid out as four case studies of five organisations (two organisations in Croatia are described in one case study). A commentary is included in each case study as a discussion, and summarising comments are made in the final chapter.

Readers will recognise that each case study is essentially a snapshot of the operational structure of the organisation at the time that the study was done. MDD technology is still in development and all MDD systems are constantly being reviewed and updated. Several of the programmes studied here have undergone significant restructuring since the study was done. Thus …

A commentary is included in each case study as a discussion, and summarising comments are made in the final chapter. Readers will recognise that each case study is essentially a snapshot of the operational structure of the organisation at the time that the study was done.
