How Precipitous A Decline? U.S.-Iranian Relations And The Transition From American Primacy, Hillary Mann Leverett Nov 2013

How Precipitous A Decline? U.S.-Iranian Relations And The Transition From American Primacy, Hillary Mann Leverett

Penn State Journal of Law & International Affairs (2012 - Present)

This essay is grounded in two basic propositions. The first is that the greatest strategic challenge facing the United States is extricating its foreign policy from a well-worn but deeply counterproductive quest for hegemonic dominance in critical areas of the world, especially the Middle East. The second is that Washington’s handling of its relations with the Islamic Republic of Iran constitutes a crucial test of America’s capacity to put its foreign policy on a more productive and realistic trajectory. Since the Islamic Republic’s founding in 1979, Washington has refused to understand and accept the basic model underlying its political order—the …

Charm Offensive Or 'Axis Of Evil'? An Analysis Of The Iranian Nuclear Program And American Responses, Kailas Menon Nov 2013

Charm Offensive Or 'Axis Of Evil'? An Analysis Of The Iranian Nuclear Program And American Responses, Kailas Menon

LUX: A Journal of Transdisciplinary Writing and Research from Claremont Graduate University

This paper assesses the likelihood that Iran’s nuclear program poses a threat to American foreign-policy interests and the extent to which the American response has succeeded in reducing this threat. The researcher conducted this assessment using publicly available data from governmental or intergovernmental agencies such as the IAEA and the CIA, think tanks such as the Brookings Institute, and contemporary press reports. The findings indicate that Iran’s nuclear program has some military aspects, which might pose a threat to American security interests either by emboldening the Iranian leadership to engage in brinksmanship or by increasing the Israeli perception of Iran …

Transitional Justice: Prioritizing Truth Commissions Or International Tribunals To Ensure Healing And Reconciliation, Jlateh Vincent Jappah, Danielle Taana Smith Nov 2013

Transitional Justice: Prioritizing Truth Commissions Or International Tribunals To Ensure Healing And Reconciliation, Jlateh Vincent Jappah, Danielle Taana Smith

Journal of International and Global Studies

There is a recent increased examination of the effects of international funding for truth commissions and criminal tribunals in post-conflict societies as they transition to peace. The discourse on whether to prioritize truth commissions or international criminal tribunals and which form of transitional justice more effectively fosters healing and reconciliation continues to be highly polemical. This paper explores whether, in terms of post-conflict healing and reconciliation, international funding would be better spent on truth commissions than on international criminal tribunals or vice versa. It examines the complexities and heterogeneity of transitional societies and suggests that international funding for transitional justice …

Leaving A Legacy, Walter Lotze Nov 2013

Leaving A Legacy, Walter Lotze

Human Rights & Human Welfare

The ongoing conflict in Somalia, and the complexities that come with finding lasting solutions to a conflict that has raged for decades now, continue to perplex the international community. While a range of previously tried and tested approaches to conflict management are being applied, it is becoming apparent that the international toolkit for responding to conflict situations of such complexity is extremely limited. Indeed, as one international conference after another on Somalia takes place, compacts are signed and funding windows established, old frameworks are abandoned and new ones are forged, and roadmap after roadmap pave the way for further engagement, …

Deployed Communications In An Austere Environment: A Delphi Study, Andrew Soine, James Harker, Alan R. Heminger

Faculty Publications

The information and communications technology (ICT) field is undergoing a period of tremendous change. The exponential growth rate of ICT capability in recent decades, which has had an undeniable effect on every aspect of our society, will likely have ramifications for military operations in austere environments. 1 The Air Force’s 689th Combat Communications Wing commissioned a study to forecast the future of mobile ICT in such environments. Researchers at the Air Force Institute of Technology chose to employ the Delphi technique as the methodology for executing this task. The following scenario, based on the results of that study, demonstrates how …

Keynote: Fast Media/Media Fast – Tom Cooper, Tom Cooper

Proceedings of the New York State Communication Association

This Keynote address was delivered at the 70th annual New York State Communication Association Conference on October 12, 2012. Dr. Cooper showcases an overview of some of the highlights in the history of media ethics research and key conclaves. His “overview of overviews” will lead to an examination of the epistemology and ecology of an important overview topic in the field – media saturation. Just as Thoreau went to Walden to gain a perspective on the environment of his day, Dr. Cooper conducted a “media fast” to examine the media environment of the 1980s and has been taking his classes …

Ethiopia’S Dilemma: Missed Chances From The 1960s To The Present, Donald Levine Oct 2013

Ethiopia’S Dilemma: Missed Chances From The 1960s To The Present, Donald Levine

International Journal of African Development

This was the keynote address at the Fourth International Conference on Ethiopian Development Studies, Western Michigan University, Kalamazoo, MI, August 3, 2007.

The title "An Ethiopian Dilemma" stands to evoke an association to the book by Swedish sociologist Gunnar Myrdal, An American Dilemma, which played a signal role in helping Americans resolve their longstanding conflict of values regarding racial discrimination. The author hopes to suggest ways in which a social scientist might help Ethiopians get a better grip on their country's problems.

Not since the 16th Century has Ethiopia experienced changes so convulsive as in the past fifty years. …

Worked Ballast Flint At Aptucxet, Barbara E. Luedtke Oct 2013

Worked Ballast Flint At Aptucxet, Barbara E. Luedtke

Northeast Historical Archaeology

The gunflint industry of western Europe represents an extraordinary revival of the art of flint-knapping, which had largely disappeared from the technological repertoire of the region after the Neolithic. During the classic period of flintlock weapons in the 19th and 19th centuries, gunflint production appears to have been performed primarily by specialists. Demand for gunflints began in the 17th century, however, especially in North America, and was sometimes met by the "do it yourself" efforts of non-specialists. An assemblage recently excavated in Bourne, Massachusetts provides an opportuntiy to study such efforts.

Diet And Health Capital: An American Case Study, Matthew J. Klein Oct 2013

Diet And Health Capital: An American Case Study, Matthew J. Klein

Undergraduate Economic Review

This paper begins to model diet's contribution to national stocks of Health Capital as defined in Kenneth Arrow et al.'s (2012) "Sustainability and the Measurement of Wealth" by developing a set of equations that link the diet of a nation’s average citizen to that nation’s per capita welfare over time. The model is applied to the American diet from 2005 to 2009. This research finds that even a small change in diet can have a large impact in whether or not a nation is sustainable over time.

Conflicting Currencies: An Examination Of The Usd And The Geoeconomics Of The International Monetary System, Cullen Millikin Oct 2013

Conflicting Currencies: An Examination Of The Usd And The Geoeconomics Of The International Monetary System, Cullen Millikin

Independent Study Project (ISP) Collection

What is the future of the United States dollar within the international monetary system? The dollar has certainly enjoyed supremacy as a unit of account, store of value, and medium exchange since World War II, but what about new challengers (most notably the euro and Chinese yuan)? Using “geoeconomic” analysis to determine what strategies or actions a state might pursue in the international political economy can help to begin answering these questions. Geoeconomic considerations used in this paper do not dismiss cultural, political, or military aspects of international power relations, they supplements them. The short-run status of USD preeminence within …

I, The Queen: Power And Gender In The Reign Of Isabel I Of Castile, Sarah E. Hayes Oct 2013

I, The Queen: Power And Gender In The Reign Of Isabel I Of Castile, Sarah E. Hayes

Student Publications

The role of women in society, in particular, women in leadership positions, constantly is debated. However, this discussion extends far back in history. As one of the most memorable rulers of Early Modern Europe, the life and reign of Queen Isabella of Spain, more accurately known as Queen Isabel I of Castile and León, can provide answers. Scholars have long grappled with the degree to which Isabel embodied or transcended the gender norms of her time as well as whether she ruled more through the joint monarchy with her husband King Fernando of Aragón or as a sovereign in her …

The role that the natural resources of Kingcome Village's estuarine gardens played in white colonists' settlement of the Kingcome Village area is discussed.

Cutting The Fuse: The Explosion Of Global Suicide Terrorism And How To Stop It, Sunil K. Sahu Oct 2013

Cutting The Fuse: The Explosion Of Global Suicide Terrorism And How To Stop It, Sunil K. Sahu

International Dialogue

Since 9/11 there has been a burgeoning literature on terrorism written by journalists, scholars, policy makers, diplomats, and military professionals. The last decade has also witnessed a dramatic increase in suicide terrorist attacks—violent attacks designed to kill others where the death of the attacker is a necessary part of the action—especially against American interests. There were twenty suicide terrorist attacks worldwide in 2000, one of which was anti-American inspired; the number of such attacks increased ten-fold by 2010, 90% of which were anti-American inspired. Although suicide bombing was used by imperial Japan at the end of World War II, the …

New York Times V. U.S.: Implications And Relevance In The 21st Century, Maria E. Lombardi

Student Publications

In 1971, the New York Times released the first installment in a series later referred to as the Pentagon Papers that would eventually have significant political, social, and historical impacts that are felt even in the 21st Century. Following the first release, President Nixon’s administration sought an injunction against the publication of the remaining contents of the classified study, ultimately becoming an extensive legal process that culminated in the Supreme Court. In a per curiam opinion, the Court ruled that in accordance with Organization for a Better Austin v. Keefe and Near v. Minnesota that the federal government did not …

The Egyptian Islamic Group’S Critique Of Al-Qaeda’S Interpretation Of Jihad, Paul Kamolnick Oct 2013

The Egyptian Islamic Group’S Critique Of Al-Qaeda’S Interpretation Of Jihad, Paul Kamolnick

ETSU Faculty Works

A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

From Pokhara To Kandahar: The Two Hundred Year Journey Of The Force That Made Nepal Famous, Elijah Wohl

Independent Study Project (ISP) Collection

The Gurkhas are renown throughout the world for their fighting skills, their bravery, and their loyalty to the British Crown. Much has been written on their distinguished history, but traditional literature on the Gurkhas leaves several questions unanswered. How did the Gurkhas come to be as a fighting force for the British Empire when the British never occupied Nepal? How have they survived the independence of India and the subsequent dismantling of the British Empire? And what will the future of the Gurkhas be? Will they continue their two centuries of service to the British Crown? Or will they become …

Disturbing The Peace: Salw In Post-Conflict Sudan And South Sudan, Kylin Mueller Oct 2013

Disturbing The Peace: Salw In Post-Conflict Sudan And South Sudan, Kylin Mueller

Independent Study Project (ISP) Collection

According to the Small Arms Survey, there are an estimated 875 million small arms and light weapons (SALW) in circulation across the globe. All countries, as well as numerous non-state armed groups, have access to these types of weapons. There are both legal and illegal means of obtaining such weapons, and they can be used for a variety of purposes [1]. While SALW do have a range of legitimate uses, these are also the primary instruments of violence used in most internal and inter-communal conflict.[2] This study aims to address negative impacts that access to these types of …

Where No Man Has Gone Before: A Critical Roadmap For The Use Of Drones In Targeted Killing, Valerie Heinmets Oct 2013

Where No Man Has Gone Before: A Critical Roadmap For The Use Of Drones In Targeted Killing, Valerie Heinmets

Independent Study Project (ISP) Collection

In the ongoing War on Terror, the Obama Administration has relied heavily on a new form of military technology: the Unmanned Aerial Vehicle, more popularly known as the drone. While the program has remained largely a covert operation, gradually more information about its effects, especially concerning civilian casualties, has begun to come to light. As a result of allegations over their allegedly indiscriminate use in Yemen and Pakistan, countries the U.S. is not at war with, a few questions arise. When do drones stop becoming a military precision tool for taking out Al-Qaeda senior command and move into a field …
